Regional Senior MEAL Coordinator, Asia (Homebased in Asia) At Save the Children

The Opportunity

Sr. MEAL Coordinator will work to put the children and communities we serve at the center of our programs by supporting SCI projects and programs to integrate child-friendly, gender-sensitive, inclusive, accessible, and appropriate accountability systems and child participation. The post holder will play a facilitative role to support thematic technical advisers, program implementation teams, safeguarding, MEAL, and advocacy teams to integrate meaningful and ethical child participation within their work. The post holder will be expected to mentor and/or capacity-build CO and ARO teams, existing country programs, and partner staff.

Key Responsibilities

Accountability to children and communities

  • Provide support to CO on accountability systems and mechanisms including complaints and feedback mechanisms, the promotion of child-led and participatory systems, stakeholder consultation, and reporting.
  • Work with COs to strengthen capacity in accountability to communities through mentorship, training, technical workshops, and circulation of evidence-based program standards, guidance, tools, and learning for SC staff and partners. This will include supporting the regional accountability CoP and digitization of the system.
  • Support COs to develop and implement Accountability to Children and Communities Framework and SOPs with a special focus on information sharing, participation, and Feedback and Response (FRM) Mechanism.
  • Assess the priority skills gaps and learning needs relating to the accountability system and child participation within the programs and partners.
  • Pilot and roll out Digital Accountability systems
  • Pilot and roll out child-centered social accountability Common Approach in consultation with safeguarding focal points in the region.
  • Champion accountability to children and communities and child participation within the programs under both humanitarian and development settings and support all members of the program team to understand their roles and responsibilities in this area.
  • Provide a meaningful analysis of accountability KPI for the Asia region.
  • Actively participate in the Communications & Child participation related Working Groups.
  • Advocate for the voices and perspectives of children to be considered during the development of projects needs assessments, project designs, researches, and evaluations, and similar documents.
  • Share learning and advice on child-sensitive accountability approaches and child participation with other members

Monitoring and reporting

  • Support the monitoring of APAC country compliance and reporting against Program KPIs, and Program Quality Risk Management Plans, Country Strategic Plans and milestones, and more.
  • Lead deep dives into KPIs to facilitate lift and address “watermelon” reporting
  • Conduct quality assurance of Total Reach (direct and indirect) reporting, ensuring double counting is eliminated
  • Roll out and support COs with updating their Indicator Performance Tracking Tables (IPTTs), uploading their IPTTS into the online reporting application and utilizing Projects on Track (PoT)

Capacity building

  • Identify opportunities to integrate AAP and child participation elements into existing training and tailor content to target the specific audiences.
  • Design and implement a capacity-building strategy on accountability to the communities and children (considering training, mentoring, and coaching) to build the knowledge of, and commitment
  • Develop context-specific capacity building materials by contextualising global and/or national tools.

General:

  • Comply with and actively promote Save the Children policies and practice with respect to child safeguarding, code of conduct, protection from sexual exploitation and abuse, health and safety, equal opportunities and other relevant policies and procedures.
  • Timely and proactively plan the CO and field travel to assess the accountability system, identify strengths and gaps.
  • Provide other MEAL related support to the Regional MEAL Advisor and MEAL Specialist as required
