One of the main key objectives of USAID’s work in El Salvador is to mitigate undocumented migration of Salvadorans to the United States. For this, ECO is collaborating to promote and develop the H-2 VISA Program, whose objective is to promote the labor inclusion of Salvadorans through regular, orderly and safe migration to the United States, in companies where employment opportunities are identified. The Program allows certified foreign employers to hire, through temporary work visas, Salvadoran workers, who are assured of respect for labor rights and the execution of work under adequate conditions. This constitutes a concrete opportunity for Salvadoran citizens to access better employment opportunities through regular, orderly and safe migration. The salary earned by participating workers during their time in the United States is exponentially higher than the salary they normally receive in the country and therefore directly stimulates the local economy. Additionally, the experience acquired in large-scale companies in the United States can serve to improve the efficiency and profitability of Salvadoran multisector interests.
ECP seeks to increase the flow of Salvadorans into this program, with an annual goal of no less than 9,000 Salvadorans placed in US companies. To carry out this task, it is important to strengthen the systems and ensure correct filtering, positioning and monitoring of workers.
After the effective placement of Salvadoran people in the United States, the Monitoring and Return phase is activated, which is carried out in order to provide follow-up for effective respect for the labor rights of migrants. This phase includes the reception of air itineraries, the formation of WhatsApp groups to make calls, provide information for departure and constant monitoring. In addition to this, preventive protection sessions are held, where the rights and obligations of each worker are detailed. As the Program has grown, the real needs of the people have been known, in that sense, instruments and methodologies have been designed that allow us to know the levels of adaptation of the people and, if there are eventualities, to be able to make the referral to solve them. the same.
General objective:
Develop the complete process of monitoring and tracking temporary Salvadoran employees who can work legally in the United States, through the development of a methodology that allows knowing the permanence of people safely in their workplaces.
Specific objectives :
- Develop a bilateral support network for workers in the H-2 Visa program.
- Develop a digital system that allows constant monitoring quickly, safely and in real time for H-2 visa workers.
- Develop and implement a communication strategy for workers, including pre-departure and on-site monitoring, as well as their return.
- Build capacity in the Ministry of Foreign Affairs in relation to the implementation of a robust H-2 Visa worker monitoring program.
Required company profile:
- Legally constituted in El Salvador.
- Minimum experience of 2 years in implementation of assistance projects for migrant populations.
- Demonstrable, having a wide network of alliances to generate social fabric for people in labor migration at the local and international level.
- Knowledge of the topic of H-2 Visas and the networks necessary for its implementation is desirable.
- Implementation experience in technological solutions in the migration area (web and mobile solutions desirable).
- Have a base of specialists in the implementation of care programs for migrants (especially labor migration). The technical team must consider:
- (1) alliance coordinator to generate bilateral support networks for Salvadoran workers.
- (1) Professional with experience in pedagogy and didactics for migrants.
- (1) Training implementation technicians for labor migration programs and worker monitoring.
- Professional in technological development and implementation of technological solutions for migrants.
- Possess a Unique Entity Identifier (UEI), which is a unique number that identifies your company in the United States Government database. (SAM.gov).
