Four Strategic Approaches that will enable the agency to achieve the have been identified. One key Strategic Approach is to build a more agile, innovative, and impactful organization. The Human Resources (HR) Operations unit within the Global People Resources (GPR) team is in tegral to shaping this more agile, innovative and impactful agency.
Job Summary:
The Senior Manager Global Compliance & Employee Relations will oversee all related global Employee Relations (ER) policies, practices and process, the ER caseload, related assignments, and investigations. You will also provide consultation and collaboration across the full spectrum of HR issues, providing feedback to and linkage with all functional components of HR. By serving as a primary point of contact for significant ER issues, the role will coordinate with other GRP units to ensure cohesion with our practices, procedures, polices and processes.
Roles and Key Responsibilities:
Compliance and Employee Relations Leadership

  • Own CRS’ Global Employee Policies program and serve as point of contact for ensuring country HR handbooks model global standards or greater (where appropriate) and are current, accurate and compliant with local law
  • Oversee CRS’s US employment policies and ensure country employment policies model Global standards or greater (where appropriate) and are current, accurate and compliant with local law
  • Manage Global ER analytics, processes, templates, and resources to serve as the Subject Matter Expert for local HR managers

Employee Relations Management

  • Conduct HR needs assessments and makes recommendations for interventions based on industry and humanitarian sector best practices
  • Serve as the primary Global HR partner to the Ethics and Compliance Unit to triage ER cases, with direct and indirect supervisory oversight to Technical Advisor (TA).
  • Partner and guide local HR Partners who are assigned ER cases to ensure cases are investigated, properly documented and brought to resolution
  • Own unique, complex and/or highly confidential HR ER cases, including deep in-country investigation missions
  • Partner with Ethics and Compliance Unit on non-HR cases that require HR technical support and partnership, with a special attention to Sexual Harassment and Sexual Exploitation and Abuse

Employee Relations Communications, Training & Education

  • Act as a policy education and interpretation consultant to GPR and line management
  • Manage proactive, preventative and multi-lingual US and global policy communications and education
  • Further develop new and innovative means to communicate with global employees on ER matters
  • In partnership with General Counsel’s office and HR Partners, supervise teh understanding, interpreting and communicating to GPR and line management around all US federal, individual states and local community applicable employment laws
  • Assess and build Country HR Lead ER case management capacity
  • Coordinate with analytics team to produce a Leadership-focused dashboard of ER trends

General Responsibilities

  • With a One Agency lens, serve as the primary decision-maker for the Global Policy mainteance, effectively managing conflicting approaches to the benefit of the overall project
  • At all stages, coordinate effectively with colleagues including GPR Leadership, Core Team, and Centers of Excellence (COE) and ensure all necessary input from Subject Matter Experts (SMEs) for the most accurate and effective results
  • Drive collaboration between the Global HR partners, business units, as well as within these functions, to foster the integration that CRS seeks

Basic Qualifications

  • Bachelor’s degree in human resources, or related field, or equivalent experience
  • Minimum of 15 years of progressive global human resources or strongly related experience with at least 5 years of specific employee relations experience required
  • At least 5 years supervisory experience

Required Languages: English. French or Arabic proficiency is a strong plus
Required Travel: Must be willing and able to travel up to 25% internationally, once travel is permitted

Preferred Qualifications:

  • JD or Master’s degree in labor relations, conflict resolution, international relations or other applicable field a plus
  • Prior work experience in the humanitarian sector preferred.

Work Environment: You are part of a fast-paced client-focused team with frequent consultation with staff both in the US and around the world. You may have to participate in early morning or evening meetings with CRS colleagues around the globe. Occasional weekend work during critical milestones may be required.
