BRAC International (BI) is seeking application from competent, dynamic and self-motivated individuals to fill the following position:

Senior Manager, Technology for Development (T4D), BRAC International

The Senior Manager Technology for Development (T4D) will lead the development of BRAC International (BI) wide digital and real-time monitoring and MIS system. S/he will also be responsible for hiring and managing appropriate vendor/ digital solution providers, coordinate between BI programme team, monitoring team, ICT and digital solution provider to ensure timely delivery of products and activities as per the ToR and agreed workplan. S/he will oversee the BI MIS Unit and provide technical assistance to develop successful mechanisms for big data management, analysis and reporting. The Sr. Manager, T4D will work in close collaboration with the BI Monitoring team, MIS and ICT team.

Under the supervision of Associate Director of Monitoring and programme quality, s/he will be responsible for developing, implementing and constantly improving the BI and country-wide digital Data gathering and Management system, as well building capacity of relevant monitoring and programme staff members to collect, collate and analyse project and programme level data to produce various reports including dashboard for evidence- based decision making and learning.

Key Responsibilities:

Technical Leadership:

  • Playing leadership role, in developing BI wide Digital data gathering and management systems, including development of front end and back end structures of the system,
  • Identifying the most appropriate digital platform for BI and play leadership role in hiring and managing digital solution providers
  • Establishing country as well as BI level digital network for collecting, collating and reporting timely and credible data both for internal and external use such as adaptive project/program management as well as communication and advocacy
  • Ensuring that projects and programs use the appropriate and necessary M&E and ICT tools, to collect and analyse data on a systematic manner and produce credible and meaningful information

Data Management system development, management and Analysis

  • Ensure Stable Operation of Organization’s monitoring and evaluation Network and Databases
  • Implement Software security and operating system Updates
  • Troubleshoot and fix IT Issues related to digital monitoring and MIS
  • Develop an organizational wide coordinated online/digital data collection and management platform for real time data collection, analysis and reporting.
  • Build business requirements specifications, lead user acceptance testing and end user training on the system.
  • Establish a system for data quality assurance, cleaning, validation and unique beneficiary tracking.
  • Develop data analysis templates, and dashboards for various levels of users starting from project /program implementers, managers up-to, country and BI level senior management team
  • Ensure that the data analysis and reporting for all the programs are timely, accurate and of high quality.
  • Ensure that the digital system is inclusive (particularly for people with disability), cost effective and use cutting edge technology such as GIS-mapping
  • Maintain the usage of the online platform for performance tracking/indicator reporting by projects/programs, and lead the process for identifying the cross-departmental indicators to be used in the appropriate online platform.
  • Provide technical support to COs in the development of online/digital data collection and management system of projects and ensure the alignment with central digital data management system both at country as well as BI level.
  • Update the Management Information System (MIS) to have systematic data collection, management and packaging; ensure validity, reliability, timeliness and quality of all data/ information.
  • Prepare consolidated progress reports for management including identification of problems, causes of potential bottlenecks in the MIS implementation, and providing specific recommendations

Capacity building and system strengthening within BI

  • Build the capacity of BI HO and CO staff members to develop and maintain an excellent ICT for M&E system.
  • Strengthen capacity of BI HO and CO staff on MIS, including delivery of online and/or in person trainings, coaching and mentoring as needed.
  • Develop, test and implement guidelines on MIS implementation as needed.
  • Contributes to the knowledge management repository with best practices in M&E and ICT and ensure that it is accessible to all staff and partners.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

Knowledge Management and Reporting

  • Develop and maintain a knowledge management system for BI, including a central repository of documentation, reports, evaluation, indicators registry and other tools that can be accessed from BI COs and HO as and when necessary.
  • Establishing a digital/web based knowledge management portal

Safeguarding

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational Requirements:

  • MSc/Graduation Degree in Computer Science Engineering or any other relevant field.
  • Certification on PRINCE2 or PMP is preferable.

Required Competencies

  • Demonstrated practical experience in digital MIS system development using various online/digital platforms
  • Demonstrated understanding of advanced statistics and ability to summarize and make predictions from multiple data sets.
  • Experience with practical and theoretical background in MIS and skilled in qualitative and quantitative data analysis.
  • Experience with data management including the ability to structure and collate data sets for ease of analysis.
  • Knowledge on Software development lifecycle and data based architecture
  • Big data analysis using statistical packages such as Stata and/or SPSS (preferable)
  • Familiarity and competence in using various digital data management platforms such as Taroworks-salesforce, CommCare, PowerBI, and Tableau.
  • Data analysis
  • Fluency in spoken and written English required,
  • Strong interpersonal and communication skills;

  • Proactive, highly motivated and able to use initiative to a significant degree, enthusiasm

  • Ability to communicate verbally and in written to both programme and non- programme staff

Experience Requirements:

  • Minimum 7 years of working experience in developing and managing digital MIS.
  • Minimum two years of working experience in capacity building.
  • Working experience in social development sector, preferably in M&E.
  • Experience of successful M&E system implementation for INGOs.
