Overview of position
Established in 1951, IOM is a sister organization of the United Nations and, as the lead UN agency in the field of migration, it works closely with governmental, intergovernmental and non-governmental partners. IOM’s mission is to promote humane and orderly migration for the benefit of all. To do this, it offers services and provides advice to governments and migrants.

Context:

The Coastal States Stability Mechanism (M-SEC) aims to strengthen the presence of the State and the resilience of communities in remote areas of Benin, Ghana and Togo. The M-SEC is funded by the U.S. Agency for International Development (USAID) and the German Federal Foreign Office (GFFO), and aligns with the U.S. Strategy to Prevent Conflict and Promote Stability and the concept of foreign and security policy of the GFFO, namely the strategy for integrated peace, as well as on regional and national efforts to prevent violence. The M-SEC will be implemented by IOM in close coordination with GFFO, USAID, as well as communities in priority areas and at all levels of host governments.

Role objectives
Main functions / Responsibilities

Under the general supervision of the Head of Mission, the direct supervision of the National Program Manager, as well as the administrative supervision of the Field Coordinator and the technical supervision of the Monitoring, Evaluation and Learning Manager (SEA), the Senior Monitoring, Evaluation and Learning Assistant will be responsible for contributing to the monitoring and evaluation of the IOM Coastal States Stability Mechanism (M-SEC) program in northern Togo. The position will focus on monitoring and evaluation (M&E) processes, data collection efforts, protection mainstreaming and promoting the inclusion of people with disabilities.

1. Under the technical direction of the SEA Manager, support monitoring and evaluation efforts of the IOM Togo M-SEC program, in accordance with donor agreements and program requirements.

2. Under the technical direction of the SEA Manager and in coordination with the Field Coordinator, develop and implement SEA tools to measure the impact and effectiveness of M-SEC programming in Togo. This may include surveys, focus group discussions and other forms of data collection and processing.

3. Undertake regular travel to project sites to conduct monitoring and evaluations, conduct surveys, data collection and other SEA efforts.

4. Support data and information management (MI) and SEA processes, in coordination with the SEA Manager and the Field Coordinator.

5. Support the management of tasks, responsibilities and capacity building of the IM team (if applicable) in coordination with the SEA Manager.

6. Contribute to report writing and data analysis with Senior Reporting Assistant and other colleagues as necessary.

7. Implement and provide technical advice for the implementation of field monitoring plans, monitoring tools and quality assurance tools, in accordance with existing monitoring and evaluation requirements.

8. Consolidate and analyze data on program indicators to facilitate the preparation of evaluations, narrative and final project reports and other information documents.

9. Provide informal translations of documents and, if necessary, oral interpretation.

10. Collect qualitative and quantitative feedback/data on M-SEC activities in coordination with field staff, program partners and other local stakeholders, providing feedback and recommendations in order to strengthen the quality and the relevance of program activities.

11. Support data analysis by verifying the quality and accuracy of information collected and ensuring rapid entry into databases. Verify that information/data is collected in accordance with the requirements of the Monitoring, Evaluation, Accountability and Data Principles.

12. Support the grant closing process, participating in the review of final evaluations, verification of database information, and preparation of documentation required by donors.

13. Support the activity design process in accordance with the activity objectives, theory of change and program results framework.

14. Facilitate participatory review and reflection processes for M-SEC field staff and project partners, documenting learnings and good practices.

15. Actively participate in evaluations by gathering required data, facilitating information sharing and directing, where appropriate, the writing of evaluation reports.

16. Facilitate the integration of gender and protection into all SEA and reporting activities.

17. Perform any other tasks that may be assigned to him.

Key competencies
Education

• Hold a Bachelor’s degree (Bac +3) in social sciences, statistics, or related fields, delivered by an accredited university establishment, with five (5) years of relevant professional experience; Or

• Have a high school diploma with seven (7) years of relevant professional experience.

Experience

• 3 to 4 years of experience in a related field, particularly in SEA (required);

• Work experience in northern Togo is a major asset;

• Experience in capacity building of local organizations and/or grant management (desirable);

• Proven ability to carry out operations in complex contexts (desirable).

SKILLS

• Understanding of the dynamics of stabilization and development in northern Togo;

• Strong analytical and computer skills, proficient in Microsoft Office applications including Word and Excel, Internet Explorer and Outlook, statistical analysis software such as STATA or SPSS;

• Familiarity with the project management cycle, particularly with project monitoring, evaluation and reporting;

• Proven skills in monitoring and evaluation and data analysis;

• Demonstrated ability to execute quality missions within tight deadlines;

• Ability to work independently, follow leads and be innovative in obtaining and triangulating information from various sources.

LANGUAGES

• For all candidates, proficiency in French is required (oral and written).

• Knowledge of an additional language spoken in northern Togo will be considered an asset.
