Context:

Under the overall supervision of the Department Director of the Department of Operations and Emergencies (DOE), and the direct supervision of the Senior Migration Crisis Analyst, the Accountability to Affected Populations Policy and Project Advisor is the headquarter-based focal point for Accountability to Affected People. The successful candidate leads the implementation of IOM institutional AAP Framework (IN/285). With the support of a small team, they will bring strategic and institutional coherence on AAP across DOE as well as other departments. They will also provide guidance and capacity building to field operations including on strategy, project development, and activities related to and/or promote AAP. The successful candidate represents and positions IOM in inter-agency coordination mechanism (IASC) on AAP.

Core Functions / Responsibilities:

1. Lead and oversee the operationalization of the AAP Framework by:

  1. providing technical support to regional offices and country missions in integrating AAP in-country strategies and programming;
  2. providing technical and support to key programmatic divisions and initiatives in AAP mainstreaming;
  3. developing strategic work plans and AAP indicators aligned with the IOM strategic frameworks as well as for institutional reporting commitments including the IASC, Grand

Bargain, MOPAN, among others;

  1. regularly updating AAP guidance and tools based on organizational and system-wide priorities and trends; and
  2. maintaining technical support to resettlement and movement (RMM) programming, data practices (DTM), transition and recovery programming, social cohesion and inclusion, and other opportunities supporting AAP Framework implementation.

2. Strengthen internal coherence, policy and strategic positioning on AAP by:

  1. developing position papers and strategic messages to promote AAP and its linkages with other thematic areas such as localization, data, protection, climate, HDPN, PSEA etc.
  2. providing technical inputs into strategic papers and planning that promote AAP and

Localization in the organization and in the humanitarian system;

  1. contributing with an AAP lens to institutional policies, frameworks, strategies, and other materials in coordination with DOE Heads and other relevant departments;
  2. developing or contributing to research affecting AAP and emerging issues in humanitarian and development spaces related thereto;
  3. collaborating with key units in the Executive Office particularly the Office of the Inspector General (OIG) and Prevention of Sexual Exploitation and Abuse (PSEA) Senior Coordinator and the Legal Division pertaining to AAP activities that help strengthen internal governance and reinforce the internal justice mechanism;
  4. drafting reports as well as high-level talking points and institutional statements in relation to or reflecting IOM’s strategic position on AAP including but not limited for inter-agency high-level meetings (OPAG, IASC, ECOSOC, among others).

3. Lead the management and implementation of the AAP inter-agency project on strengthening leadership capacity by:

  1. facilitating the planning, development, design and pilot of the online training modules and resource materials in accordance with the project workplan;
  2. leading the inter-agency project steering committee and ensuring the effective participation of members;
  3. organizing regular meetings and workshops, tracking records, and maintaining the knowledge channels to ensure access of members to information products;
  4. leading donor engagements and reporting on a quarterly basis; and
  5. advocating for the integration of AAP in internal performance appraisals of IOM Chiefs of Missions and in the performance appraisals of HCTs.

4. Represent IOM in inter-agency coordination networks including its co-chairmanship of the IASC AAP workstream on enhanced and accountable leadership by:

  1. coordinating with the IASC AAP task force co-chairs in ensuring inter-agency project work outputs feed into the IASC AAP workplans;
  2. participating in the Grand Bargain Participation Revolution workstream and contribute to creating linkages with the collective AAP priorities.

5. Lead the strengthening of organizational capacity on AAP and people-centered approach at all levels of the Organization by:

  1. developing supplementary training modules and updating standard AAP e-learning course and training of trainer’s modules;
  2. integrating AAP components in institutional trainings including emergency response induction training, senior emergency leadership training, chiefs of mission training, project management, and IOM induction training;
  3. overseeing AAP awareness-raising activities and promoting cohesive messaging with other cross-cutting themes; and
  4. rolling out AAP trainings in regional and country offices tailored to the needs of staff and personnel, and partners, as applicable.

6. Strengthen knowledge management by:

  1. ensuring the availability of AAP knowledge products in AAP SharePoint and other institutional sharing platforms with updated tools and guidance; and
  2. engaging the AAP Community of Practice and the wider community through webinars and workshops to foster knowledge exchange, particularly on good practices and lessons learned.

7. Strengthen resource mobilization on AAP by:

  1. providing technical reviews to project proposal drafting and endorsement processes;
  2. developing tools and templates for project development, human resources, and donor relations support units on AAP resource mobilization; and
  3. advocating for AAP resourcing in organizational structures including approvals systems, project endorsement processes, and project management manuals.

8. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in human Rights, Humanitarian Action, International Law, Development Communications, Anthropology, Social Sciences or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Minimum of seven years (nine years for bachelor’s degree holders) experience in AAP and Community Engagement particularly in the field of policy, programming, capacity-strengthening, and partnerships and with demonstrated knowledge of the mobility dimensions of crisis and IOM programming particularly in emergencies, resettlement and movement, and other crisis-related programming;
  • Proven experience in inter-agency and multi-stakeholder coordination and engagement in advancing the principles of AAP in the humanitarian sector.
  • Proven field experience in AAP in crisis context;
  • Experience in the development of policies, frameworks and other strategic documents or tools• Demonstrated experience in developing adult e-learning products and facilitating virtual or blended trainings;
  • Demonstrated experience in project management, project development, and donor relations;
  • Demonstrated experience in multi-stakeholder engagement.

Skills

  • Strong writing and analytical skills;
  • Demonstrated capacity in problem-solving and strategic thinking;
  • Knowledge of ongoing IOM institutional processes, and initiatives are an asset;
  • Demonstrated capacity in management and/or coordination of processes and initiatives among diverse teams, and proven leadership in multistakeholder environments;
  • Proficient in the use of Microsoft Office products particularly SharePoint and Teams including project management apps and other software for presentations and reports such as Excel, Word, PowerPoint, Publisher, Adobe, etc.;
  • Proficient in the use of interactive software applications for virtual training and events including.

Miro, Mural, Multimeter, and other similar applications;

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish, or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
