What we are looking for

NRC is looking for a Sub-Regional Advocacy and Policy Adviser to join the Asia Regional Office. The role holder will provide strategic direction to the sub-regional policy and advocacy workstream for the Afghan displacement crisis. In close coordination and collaboration with counterparts in Afghanistan and Iran, the Adviser will implement the sub-regional advocacy and policy activities and project deliverables, as well as hold responsibility for knowledge management and analysis around sub-regional forced displacement trends, protection priorities, and prospects for durable solutions for Afghans.

What you will do

  • Sub-Regional Initiatives & Projects: Manage delivery of advocacy and policy initiatives and projects.
  • Advocacy Sub-Regional Strategy: Develop the strategy in line with the donor project deliverables.
  • Policy Development: Development of NRC sub-regional approach and strategic positions to humanitarian issues.
  • Advocacy Products: Development of high-quality evidence-based advocacy products, including briefings, reports, position papers, talking points etc. Contract and manage research consultants where necessary.
  • Networks & Coalitions: Actively network with other organisations, and lead on development of joint advocacy and policy positions towards target audiences. Development of partnerships and collaboration with relevant stakeholders where necessary.
  • Representation: Represent NRC in relevant national, sub-regional and global fora where necessary.
  • Programmes: Support programme staff in incorporating and integrating advocacy into all aspects of NRC’s sub-regional response and strengthen their approaches to advocacy.
  • Situation Analysis: Establish internal evidence base and maintain up-to-date analysis of the sub-regional humanitarian situation.
  • Fundraising: Support sub-regional advocacy fundraising through donor engagement and contributing to fundraising activities where necessary.
  • Talking Points: Develop and keep updated high quality sub-regional private and public advocacy key messages and talking points.

What you will bring

  • Advanced degree.
  • Manager or Advisor experience in humanitarian assistance.
  • Forced displacement, protection principles, and advocacy expertise.
  • Policy process understanding, related to forced displacement, durable solutions, migration, and humanitarian response framework.
  • Regional refugee and internal displacement understandingrelevant to the Afghanistan context.
  • Complex, and volatile context exposure.
  • English fluency, both written and verbal.

  • The Asia Region for NRC comprises of a vast geographical area, and a diverse operating environment, encompassing a complex and multi-faceted set of humanitarian and recovery response needs in countries that are either fragile, environmentally vulnerable, or both, spanning two distinct displacement crises – Afghan and Rohingya. The Asia Regional Office is currently based in NRC’s Head Office of Oslo, covering two sub-regions: South-Central Asia (Afghanistan, Iran, and potentially Pakistan) and South-East Asia (Myanmar and Bangladesh).
  • This is an opportunity to engage in meaningful work that responds to the diverse needs, priorities, and concerns raised by beneficiary communities.
  • The Asia Region is overseeing the Country Offices and their operations and provides strategic guidance across programmes, advocacy, and support functions. The Regional Programme Unit, supports with development of capacity in core competencies and cross-cutting themes, working collaboratively and in a matrix structure with the Heads of Programme in Country Offices and Regional Office Units, the Regional Support Unit, Regional Advocacy, and the Global Programme Development and Support Section. The Regional Programme Unit also takes lead regionally on donor relations, monitoring and evaluation, and other specialist areas.
