Context:

The program “Integrated Responses on Migration from Central America” (IRM) is a six-year Cooperative Agreement (February 21, 2020 to February 20, 2026) funded by the United States Development Agency (USAID) that will allow IOM to address gaps and challenges on sustainable reintegration and irregular migration in the region by improving integration or reintegration-related services (protection, psychosocial assistance, referral services, training, certification of studies, among others) at the individual, community and structural levels.

Building on the best practices and lessons learned, IOM achieved assisting migrants during previous projects (2014-2019) in El Salvador, Guatemala, and Honduras; through the IRM program, IOM will continue to support the Governments of Central America in strengthening national capacities for sustainable solutions during the reintegration of migrant returnees, based not only on multisectoral integrated approaches but also on diminishing gaps identified during the previous experiences and adapting new guidelines for each context.

The overall objective is to reduce irregular migration from Central America, contributing to safe, orderly, and regular migration. The activity’s geographic scope includes six countries in Central America: El Salvador, Guatemala, Honduras, Costa Rica, Panama, and Belize.

Under the direct supervision of the sub-regional economic reintegration coordinator and secondary supervision of the sub-regional program coordinator, the National Project Officer will coordinate and support the implementation of the IRM program activities in El Salvador, Guatemala, Honduras, Costa Rica, Panama, and Belize. The National Project Officer should be proactive, always looking for new opportunities, and persuasive in mobilizing new private sector partners and donors around new economic and social integration models. The incumbent will play a role in formulating interventions that position IOM as a key catalyst for private sector engagement fostering the economic reintegration and integration of migrants.

Core Functions / Responsibilities:

Private sector engagement:

  • Coordinate mapping, analysis, and cooperation activities with the private sector on IRM locations in El Salvador, Guatemala, Honduras, Costa Rica, Panama, and Belize.
  • Participate in the development of a private sector engagement strategy in coordination with the sub-regional economic reintegration coordinator, sub-regional program coordinator, and program team.
  • Organize and facilitate private sector engagement workshops and forums with multiple stakeholders, local actors, and other partners.
  • In coordination with the subregional economic reintegration coordinator, liaise with stakeholders, development partners, and the private sector to identify and address challenges to scaling up IOM initiatives.
  • Work proactively in developing corporate social responsibility strategies and networks in the IRM program locations.
  • Follow the relevant procedures based on IOM´s “Private Sector Engagement Strategy 2023– 2027”.
  • Contribute to developing a fundraising strategy and actions in the countries of implementation, recruiting, and retaining donors and moving them through a process to maximize lifetime value and return on investment.

Project management and coordination:

  • Provide technical assistance to design project proposals to mobilize private sector engagement actions and financing.
  • Support the Monitoring team of all key performance indicators on private sector engagements, including impact assessments on local economies and surveys that help to identify investment and new funding opportunities.
  • Elaborate quarterly and monthly narrative reports.
  • Ensure the quality of projects, operations, and compliance with the private sector policies and strategies.
  • Undertake regular duty travel related to program implementation, monitoring, assessments, and evaluation.

Knowledge sharing:

  • Identify best practices and lessons learned, including case studies, success stories, and reports that promote knowledge development and sharing on new approaches, thinking, and techniques on the private sector engagement.
  • Support the Communications team in developing a media strategy to promote and increase private sector engagement.
  • Provide technical input to working documents, studies, and technical reports as required in the framework of program activities.
  • Work proactively with the IOM missions to identify opportunities for capturing and sharing knowledge and disseminating information about significant progress and results on private sector engagement and linking them to the Sustainable Development Goals (SDG).
  • Participate and contribute to internal and external training programs and conferences on private-sector engagement.
  • Perform other duties as may be assigned.

Required Qualifications and Experience:

Education and Experience

  • Master’s degree in Economics, Business Administration, International Development, Political or Social Sciences, Financial Management, International Relations, or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.
  • Diplomas or certificates studies on migration, corporate social responsibility, human rights, sustainability, and gender will be advantageous.
  • Relevant professional experience in private sector engagement and fundraising, with exposure to an international environment and with humanitarian organizations.
  • Relevant professional experience in starting up private sector engagement projects and working for projects in Central American countries¸ will be an advantage.
  • Relevant professional experience with corporate partnerships, foundation grant programs, and liaisons with local stakeholders, national institutions, and NGOs.
  • Relevant professional experience in project design and implementation.
  • Experience with emergency fundraising and mid-level donors, among others, is advantageous.
  • Experience facilitating the economic inclusion of vulnerable and marginalized groups and managing and advising on development processes in collaboration with internal and external stakeholders, ideally in varied field contexts.
  • Experience with written annual work plans, budget administration and fundraising reports, analysis, and KPIs.

Skills
