We are looking for a long-term senior specialist for an institutional urban development project in the bidding stage with a focus on Solid Waste Management (SWM) and circular economy in Bolivia.
The project focuses on sustainable urban development in Bolivia, with a focus on SRM, through the improvement of the institutional and planning framework.
The objectives include:
- The governments of the selected cities have published 4 plans in the field of sustainable urban development.
- The governments of the selected cities have initiated 6 measures of a climate-friendly integrated waste management system.
- The Ministry of Environment and Water has adopted 3 strategic or regulatory instruments for the climate-friendly circular economy.
- 420 people have successfully completed training programs in urban planning, waste management and/or circular economy.
Milestones:
- 2 new national regulations on waste disposal have been developed and are under consultation;
- 2 new national regulations on waste disposal have been published;
- A digital GHG calculator is available;
- The digital GHG calculator has been used in 4 cities;
- The diagnosis of municipal waste management has been completed using the GIZ Waste Flow Diagram in 4 medium-sized cities in the project regions and the entry of reference data into the national information system;
- A concept for the integration of the informal sector in waste management is available;
- An updated guide is available;
- 2 concepts are available for the separation of organic waste fractions in municipal waste;
- 5 awareness campaigns and environmental education activities on waste separation have been completed;
- An incentive system has been developed to increase the separation rate;
- 2 coordination mechanisms for waste management are operational;
- 4 measures of an integrated climate-friendly waste management system have been designed and equipped with the necessary resources;
- 2 funding proposals have been submitted to relevant donors for climate-friendly waste management measures;
- Tender documents for the innovative circular economy ideas competition are available;
- A concept for the reuse of vegetable waste oil is available for a project region;
- 4 measures have been carried out for the exchange of knowledge and experiences on innovative circular economy models and Extended Producer Responsibility processes;
- A national strategic or regulatory instrument for circular economy has been developed and is pending approval;
- 2 national instruments have been adopted for circular economy;
- Extended Responsibility measures have been designed for 10 additional companies;
- 10 new small businesses or organizations have identified a new business model, each with a circular economy focus;
- 5 new small businesses or organizations have introduced a new circular economy business model;
- 2 study trips have been carried out.
Qualifications:
- University degree (master’s level) in Environmental or Natural Sciences;
- Proficiency in the Spanish language, level C1 of the Common European Framework of Reference for Languages, and proficiency in the German language, level C2 of the Common European Framework of Reference for Languages;
- 20 years of professional experience in municipal environmental management;
- 8 years of professional experience in solid waste management and/or circular economy;
- 15 years of experience in project, company or other organization leadership with disciplinary leadership of at least 5 people (excluding Short-Term Experts) and annual budget responsibility of €500,000;
- 10 years of professional experience in countries outside of Bolivia;
- 5 years of professional experience in Bolivia;
- 10 years of experience in development cooperation projects;
- 10 years of experience in the implementation of projects financed by GIZ;
- 5 years of experience in implementing EU-funded projects;
- 3 years of experience in urban or spatial planning;
- 3 years of experience in vocational education/training.
