  1. Context and justification

AACTING (Act Against Child Trafficking In NiGeria) is a three year project (that began in September 2023) run by ECPAT France, ECPAT Luxemburg, IFRA Nigeria, Girls’ Power Initiative and UROMI JDPCI in two Nigerian States. Its’ overarching objective is to contribute to reducing the prevalence of child trafficking, particularly for the purpose of sexual exploitation (CSE) in Edo and Delta States. To achieve this, three specific objectives have been set: 1. Ensuring that by the end of the project, the risks of trafficking are better controlled and the protection systems strengthened with innovative operational mechanisms, adapted to the new manifestations of trafficking and accessible to child victims particularly of CSE 2. Ensuring that girls and boys fully aware of the risks and actors in the fight against trafficking, particularly for CSE. 3. Ensuring that the fight against trafficking is a priority carried out by a coalition of influential actors.

2. Objective

The primary objective of the consultancy position is to support the communication for our project: AACTING. The specific objectives for this are:

  • The AACTING project is more visible externally to NGOs, civil society actors, donors, etc.
  • The internal communication of the project is improved and the collective of actors regularly receive and share relevant information via the communication channels in place.
  • The AACTING project has a database of visual resources (images and videos).
  • The AACTING project has simple guidelines to ensure an easy and proper internal and external communication best practices for communication for future projects.

    3. Tasks and expected deliverables

The tasks expected of the consultant are the following:

  • Building an initial database of visual resources: photos and videos of key events/activities for the AACTING project in order to increase its’ visibility. These pictures and videos must be adapted and suitable for the context and respect ethical and child protection constraints.
  • Train our partners in Edo State in photography and videography, censuring the proper visibility for donors, etc. (after having assessed their capacities).
  • Identify the best communication tools for internal communication (among partners)
  • Identification of resources and trainings (photos, videos, etc.) for the partners.
  • Production of guidelines to support the visibility work after the consultancy.

The consultant will be expected to deliver on:

  • Between 50 and 120 photos representing the different activities undertaken in the name of the AACTING project.
  • 5 videos (between 2 and 4 minutes) displaying the actions undertaken in the name of the project (with subtitles).
  • A guide of the best practices in communication, photography and videography identified and made available for all the actors of the project.

Profile of the consultant

  • The consultant should have advanced skills in communication, but more specifically, in communication for development. They must, in addition, have good knowledge of the following related fields: mobility, trafficking and sexual exploitation, as well as advanced capacities in photography and videography.
  • The consultant must have the following qualifications:
  • ✓ Qualifications in communication, photography and videography;
  • ✓ Experience in communication, photography and videography;
  • ✓ Understanding of the context of the following themes and their relating sub-themes: trafficking, sexual exploitation, and non-protected mobility of children;
  • ✓ High competency in intercultural communications;
  • ✓ Strong capacity to communicate efficiently in English written and spoken. French would be an asset.

Unfolding, duration and content of the consultancy

  • The starting date for the execution of the contract is set at March 1st, finishing in May 30. I will be up to the consult to suggest the number of days needed to execute the expectations of this role.

Composition of the application, candidature and submission

Any candidate’s application will consist of a technical and financial offer (quote).

The technical offer will consist of:

  • A detailed curriculum vitae of the candidate(s); Teams of consultants or consultancy compagnies are encouraged.

  • A description of the proposed methodology for achieving the set tasks.

The financial offer will consist of all the costs linked to the execution of the required tasks, fees and travel costs.

Selection criteria

The consultant will be selected on the basis of value for money. A two-step procedure will be adopted for the evaluation of propositions. The technical evaluation will be led first, followed by a financial and administrative evaluation. The consultants will be classified by means of a grid combining grades for both the technical and financial and administrative aspects combined. The primary criteria are linked to conformity of the candidate’s work plan, proposed methods, and their qualifications and competencies.
