Project title: “Technical Expertise and Implementation Support Services for the National School of Government” – South Africa

Position: JNKE – to support the review and improvement of a selection of three (3) NSG short courses in Human Resource Management.

(1. Disability Management in the Public Service; 2. Recruitment and selection in the Public Service and 3. Human Resource Monitoring and Reporting)

Brief description of the assignment : The aim is to secure the services of a skilled, knowledgeable and competent service provider to review and assist with the re-accreditation process of three (3) courses at the National School of Government. The three (3) courses must be brought in line with the requirements of the South African Board of Personnel Practitioners’ (SABPP) accreditation requirements. In addition, it is expected that the courses will be reviewed and improved, after having analysed the key trends in the HRM field that have been impacted as a result of changes in the human resource environment, including the impact of COVID19. This will be supplemented by information derived from training needs analysis reports, curriculum practice records, onsite evaluations, application of learning studies, facilitator, assessor and moderator reports. The learning materials must promote principles of universal access and design that considers learners with special needs requirements including the necessary facilitator support to be administered. The upgrade will also look at alternative modalities for delivery, and must be relevant for face-to-face facilitation, virtual, eLearning or a blend of any of the options.

Requested services

  • Review the suite of HRM the three courses listed to meet the qualitative standard required by the SABPP for the extension of their accreditation for a period of three years.
  • Substantively improve each course and the related set of learning materials and effect relevant changes, including providing additional reading elements if outdated or needing updates where appropriate.
  • Identify and include appropriate videos, pictures etc. to enhance the learning experience.
  • Identify and review the different instructional design elements so that the courses can be rolled out through a variety of modalities: face to face, virtual, eLearning or blended permutations.
  • Ensure that the learning materials conform to the principles of Universal Design and Access so as to ensure that learners with special needs are accommodated.

Required Outputs

  • Develop a comprehensive, detailed time-bound plan that will be used to support all stages of the delivery of the 3 identified courses.
  • Conduct necessary research essential for contributing to the conceptualising, designing and development of courses for both face to face, virtual, online environments and blended modalities. (Refer to existing curriculum frameworks, reports amongst others).
  • Produce the revised versions that is informed by research.
  • Develop the revised versions subjected to the Quality Assurance processes at the NSG and SABPP
  • Review inputs and develop the second draft.
  • Final consultations and editing

Expert Profile

The following is the general profile deemed relevant for this assignment:

  • A relevant university qualification or equivalent level of knowledge (A Master’s Degree is preferred).
  • Professional institutional or policy experience in the area or related relevant fields of public sector human resource management.
  • Experience in capacity development for public institutions or associated areas of education and training, as well as Council for Higher Education requirements,
  • Strong demonstrable analytical and report writing ability.

Expert Knowledge

The Expert should ideally have some demonstrable knowledge of the following:

  • Expert knowledge of human resource management and related learning materials.
  • Relevant knowledge of the public sector and the use and management of human resources.
  • Knowledge of and experience in developing effective materials and activities for adult learning.
  • Knowledge and familiarity with the contents of the training courses will be an advantage.
