Takaful Al Sham Charity is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of conflict-affected population.
Takaful Al Sham Charity partners directly with affected Syrian populations delivering humanitarian and development programs, Livelihood, Education, and Protection, to enable them to improve their living practices and their sustainability mechanisms.
Function and Organizational Relationships
• The Program Officer (PO) is responsible for the management and delivery of project activities and budget, timely reporting and regular monitoring and evaluation of project achievements. The PO reports directly to the Program Coordinator and is accountable to the PC for effectively performing all responsibilities. In the absence of a PC leading the sectoral team, the PO reports directly to the Programs Manager (PM).
Main Duties and Responsibilities
- Under Program Coordinator supervision (or PM, in the absence of a Program Coordinator), PO provides day to day management for assigned project(s); and the working teams
- Prepare overall implementation plan of the project.
- Specifying the technical requirements needed for the staff working in Syria on field.
- Interviewing the candidates related to program departments positions to form the desired field team.
- Prepare/ Participate, with the project coordinator in Syria, to finalize the detailed BoQs, related drawings and specification books of the diverse contractual services.
- Reviews and ensures accuracy and proficiency of reports of field staff before assembling and finalizing to be sent to anyone outside TAS (such as donors, partners, relevant entities)
- Informs PC or PM about any delay or in finalizing tasks; and handling the change requests
- Keeps and securely saves all records, reports and documents related to the project;
- Reviews all completion reports (financial, logistics, human resources, etc.) of the project before sending to any party outside TAS;
- Preparation of weekly, monthly, quarterly and annual performance reports of the project.
- Holds regular meetings with project field staff inside Syria to find out the obstacles and try to solve problems independently.
- Inspection the health of project/s in terms of scope, budget and time
- Managing the relations with Donors and related communication
- Ensures timely submission of progress reports;
- Coordination with MEAL team to set plans for monitoring the activities
- Contribution in Building networks and partnership with other agencies in accordance with the TAS objectives, including government and non- government organizations and communities;
- Assists in proposal writing;
- Attends all project related meetings (Cluster, coordination, financial, programs, etc.)
- Working closely with both logistic and finance team for required matters
QUALIFICATIONS AND EXPERIENCE
MUST:
• holder of university degree – at least five years, engineering or equal
• At least two years’ experience in field of relief work
• At least one year experience in implementing WASH and Shelter projects
• Familiarity and adherence to humanitarian standards
• Knowledge of the work area and Syrian context
• Good English skills (writing – reading – speaking)
• Reporting Skills
• Familiar with the MS Office and its environment (outlook – one drive — )
Desirable:
• Civil Engineer
• Holding Turkish citizenship or valid residency
• Residing in Gaziantep
• Ability to work on Power BI
• Ability to work on MS Project or other PM tools
• Familiar in working with QGIS and Engineering Software (Autocad – Global Mapper – … others)
