WASH Operation Assistant – Azaz At GOAL

General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The WASH Operation Assistant will be based in GOAL’s office in Azaz supporting WASH PM, WASH engineers and Wash data Officer with Data collection, conducting field periodic inspections, Documentation, and reporting. S/he will work in close coordination Syria-based GOAL engineers and the Water Units.

The WASH Operation Assistant’s main responsibility is to conduct the regular fuel and electricity reconciliation and to support the WASH site engineers in supervision of implementing the electrical works (rehabilitation and maintenance of electrical equipment of water stations, installing of solar energy systems for water stations, connect water stations to electricity grid…etc).

Duties, objectives, and competencies:

  • Periodically travel to all water pumping stations in WASH programme’s Area of operation for fuel and electricity usage monitoring.
  • Conducting fuel calibration for generators and electricity of water stations regularly.
  • Conducting the periodic fuel stocktake in water pumping stations.
  • Conducting the periodic generators engines’ Oil stocktake in water Units.
  • Preparing and sorting WASH activities and project documents.
  • Collecting water stations’ operational data.
  • Assisting Wash engineers in archiving and entering technical data.
  • Technically assist the WASH PM to collect information and needs assessment for water stations (electrical works) and all required information to connect water stations to electricity grid.
  • Observing of installed electricity meters in all water stations and developing the required plans / trackers to monitor electricity consumption in water stations.
  • Support water units to develop appropriate tools to observe electricity consumption of water stations and making sure that the electricity meters record the actual electricity consumption within the acceptable error margins.
  • Support the WASH site engineers in supervision of implementing the electrical works (rehabilitation and maintenance of electrical equipment of water stations, installing of solar energy systems for water stations, connect water stations to electricity grid…etc).

Any other duties required by Wash project manager.

Requirements (essential)

  • Bachelor’s or institute degree in electrical, mechanical engineering or any relevant sectors.
  • 1 year experience in water stations (operation and calibration fuel and electricity.)
  • 2 years of experience stations in WASH program.
  • At least 6 months in a relevant role knowledge in water networks (design, implementing and water distribution and etc).
  • High level of attention to details.
  • Computer competency required with a proficiency in Microsoft Excel, Word.
  • Willingness to work long hours under significant pressure.
  • Good English level.
  • Ability to coordinate multiple tasks and deal with multiple demands in an efficient
  • Strong documentation skills.

Requirements (desired)

  • Effective communication skills.
  • Previous working experience in dealing with generators and calculating fuel tanks’ capacities and electricity consumption.
  • In-depth knowledge of Engineering Design software such as AutoCAD, SolidWorks, or similar systems
  • Good knowledge in Goal’s working context area.
  • High level of attention to details.
