Background:
The NRC Lebanon Youth Programme supports Syrian refugee, vulnerable Lebanese and Palestinian youth (aged 15-30) through provision of a youth holistic training package, including of vocational training, on-the-job training, life skills and language training, and guidance on pathways for further learning while ensuring that Youth become and remain active and engaged members of their communities, while employing a Do No Harm lens in terms of programme assessment and implementation.
NRC will provide access to structured learning and social engagement opportunities for refugees and Lebanese youth. Opportunities will vary according to the diverse educational needs of the youth population, taking into consideration sensitivities of engaging youth and linking where possible and appropriate to opportunities to enter the workforce, return to education, pursue further education and/or for personal, professional and social development.
Job Purpose
The purpose of the Youth Specialist position is the technical development of the Youth Program, providing strategic direction and quality assurance of the programme implementation. The Specialist is responsible for mentoring, training, and capacity building staff on education/youth technical capacity.
What you will do
- Develop and update CC strategy, technical guidance and Macro Logframe
- Compliance with and adherence to NRC policies, guidance and procedures
- Contribute to fundraising, develop and revise funding proposals, budgets and donor reports while identifying trends, technical standards and donor priorities
- Follow up on compliance with contractual commitments within CC, ensure high technical quality and synergies in project implementation
- Provide technical direction and project implementation support
- Ensure that key learnings are extracted from youth programme implementation, and incorporate them in programme design and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of youth in line with the advocacy strategy
- Oversee and be responsible of mainstreaming protection guidelines in the NRC Youth activities as per NRC’s Protection mainstreaming guidelines and ensure that all breaches/concerns reported are properly resolved.
Specifically you will;
- Ensure the relevance and quality of Youth projects in all areas of operations
- Act as Focal Point for coordination for Youth projects, including relevant working group’s steering committee meetings, youth donors, partners, and institutions working with youth programme.
- Work with M&E team to ensure quality data and reporting of Education/Youth activities to donors and in all reporting mechanisms
- Lead on the resourcing of the Youth programming, engaging donors, and actors in Lebanon for the purpose of fundraising, building complementarities and partnerships.
- Support the on-going Youth Projects
- Oversee all Youth consultancies and partnerships at national level
What you will bring
- Minimum 5 years of experience within technical expertise area in a humanitarian/ recovery context and high level of technical expertise and experience in Youth programme development
- Proven expertise in managing large portfolio Youth programming
- Experience from working in complex and volatile contexts with knowledge of the context in Lebanon and/or neighboring countries
- Expertise and/or experience in livelihoods programmes is an advantage
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Experience in advocacy work
- Proficiency in Arabic language an advantage
- Fluency in English, both written and verbal

Additional Information:
Duty Station: Beirut Lebanon
Duration of contract: 12 months, full-time, in accordance with local labour laws.
Grade 9 in NRC’s grading structure
Travel: Up to 20% within Lebanon
