BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Under the general supervision and guidance of the Head of TEC, the consultant will lead the implementation, expansion, and assurance of Digital Assistance Services (DAS) including SCOPE, CODA, Partner Connect, SugarCRM, and related beneficiary management and payment tools across all WFP operations in South Sudan.
The incumbent will ensure strategic alignment with WFP’s digital transformation roadmap, operational integration with cooperating partners, and the achievement of efficiency and accountability targets under the Country Strategic Plan (CSP) and coordinating with the Business Stakeholders at the Country Office, Regional. Office and Headquarters level) and collaborating with external parties such as Service Providers, Cooperating Partners and other UN Agencies.
ACCOUNTABILITIES/RESPONSIBILITIES:
1.Under the guidance of Head of TEC, manage the implementation and lifecycle management of WFP Corporate Digital Tools (SCOPE, CODA, Partner Connect, SugarCRM, MoDA, etc.) across all operations and cooperating partners. Ensure full operationalization and interoperability of digital tools supporting beneficiary registration, entitlement delivery, and reporting in both emergency and development contexts. Provide expert technical guidance to Activity Managers, CBT/IDM, and field teams to optimize business processes and system utilization.
Serve as the focal point for digital assistance coordination across WFP South Sudan functional Units and Activities including Programme, CBT, Nutrition, Supply Chain, RAM, Finance, and MEAL. Collaborate and partner in digital transformation working groups, ensuring governance frameworks, SOPs, and implementation guidelines are standardized and followed.
3. Liaise directly with global team, regional office and global support teams to address technical issues related to digital tools and ensure South Sudan operations are compliant with global assurance, data protection, and audit requirements.
4. Coordinate and contribute to the review of Field Level Agreements (FLAs), ensuring digital assistance requirements, data management standards, and system interoperability obligations are clearly integrated and adhered to by cooperating partners.
5. Analyze pre-deployment ICT needs and develop costed workplans for DAS implementation, ensuring adequate staffing, equipment, and connectivity resources are in place. Oversee risk management, quality assurance, and change control processes across all DAS deployments, ensuring adherence to WFP standards and donor requirements.
6. Design and deliver comprehensive capacity-building plans for WFP and cooperating partner staff, including field-level DAS support teams. Provide direct mentorship and technical supervision to newly recruited IT or field technology officers supporting digital assistance implementation. Promote the adoption of digital literacy initiatives under the WFP “Go Digital” strategy to strengthen national capacities.
7. Contribute to and supervise preparation of operational updates, progress reports, and audit responses related to digital tools performance and compliance. Coordinate system performance reviews, lessons-learned sessions, and continuous improvement actions.
8. Support in identifing, and piloting, and introducting of innovative digital solutions that enhance beneficiary management, accountability, and field connectivity (e.g., Starlink, mobile money integration, biometric validation). Ensure harmonization and scalability of digital tools to meet future operational needs and expansion plans.
9. Perform any other duties assigned by the supervisor
DELIVERABLES AT THE END OF THE CONTRACT
1. Fully defined, documented, and approved Standard Operating Procedures (SOPs), workflows, and support packages (Hardware/Software/Services) for all SCOPE and DAS-related activities, including:
. Beneficiary identity management (registration, verification, deduplication).
SCOPE card management, printing, and distribution workflows.
. e-Voucher and retailer-facing processes.
. In-kind and cash distribution processes with Financial Service Providers
. Field ICT support, troubleshooting escalation, and incident management.
2. All documentation aligned with WFP Global Assurance, Data Protection, and CBT/IDM guidelines.
3. Digital Assistance Solutions including SCOPE, CODA, Partner Connect, SugarCRM, MoDA, and other beneficiary-facing applications are fully rolled out, integrated, and operational in all relevant locations. Implementation support provided to field teams and cooperating partners, with clear adoption of metrics and issue resolution logs.
4. FLA reviews completed with digital requirements integrated (data protection, system responsibilities, reporting obligations, and interoperability). Governance and coordination mechanisms are active and functional (working groups, field support frameworks, audit response systems). Clear partner capacity-building deliverables tracked and documented.
5. Training manual developed and delivered for WFP and Partners namely Co-operating Partners and Financial Service Provider staff on DAS tools.
6. Operational dashboards put in place to monitor system performance, uptime, registration progress, distribution of data integrity, and user adoption levels. Data quality checks completed and documented in line with Global Assurance and internal audit recommendations.
7. Comprehensive Procurement and budget plan for the Product Adoption/Digital Solutions unit for the next year completed, costed, justified, and approved. Alignment ensured with Country Office priorities under the CSP.
8. Detailed implementation plans for all digital solution projects delivered with milestones, resource requirements, and dependencies. Risk and issue logs maintained, regularly updated, and incorporated into management for decision-making. Full post-implementation review and evaluation carried out for at least one major DAS deployment (e.g., SCOPE, CODA, Partner Connect).
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Information Systems, Computer Science, Information Technology, Data Science, or a related field or first university degree with additional years of relevant work experience.
Experience:
– For candidates with a master’s degree or higher: A minimum of 3 years of progressive experience in digital systems implementation, preferably within in complex emergency settings.
– For candidates with a bachelor’s degree: A minimum of 5 years of the above experience is require.
– Previous experience in emergency support operations and/or in hardship duty stations is essential.
Knowledge& Skills:
•Demonstrated leadership in implementing and managing multiple corporate level Digital Systems.
• Proven experience in coordinating large, multi-stakeholder digital assistance operations involving Cooperating Partners, Financial Service Providers, and government institutions.
In-depth understanding of Cash-Based Transfers, Identity Management, and DAS processes, including end-to-end operational workflows, assurance mechanisms, and system interdependencies.
• Strong knowledge of Assurance Frameworks, Data Protection and Privacy policies, and audit practices.
• Hands-on experience managing field-level digital deployments including connectivity, asset management, and field ICT support.
• Experience leading big cross-functional teams and supervising technical personnel under geographically dispersed operations.
• Familiarity with operational environment in South Sudan or similar high-risk contexts is a significant asset.
• Experience in process digitalization, automation, and change management initiatives is highly desirable.
Languages: Fluency (level C) in English language
