ALIMA has a zero-tolerance policy towards those guilty of gender-based and sexual violence, as well as towards inaction in the face of alleged or proven acts of violence. The protection of those benefiting from and impacted by our work is our top priority in everything we do. Everyone collaborating with ALIMA commits to:

  • Respect the charter, the code of conduct, institutional policies including the policy for protection against abuse of power and gender-based and sexual violence, the policy for the prevention of corruption and fraud;
  • Report any violation of policies, framework documents and procedures to a superior, a supervisor, a referent or a referent.

HEALTH – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries and currently operates in 12 African countries and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 511 health facilities. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise, whether at the national level or internationally. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, notably to combat malnutrition and viral hemorrhagic fevers.

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI and INSERM; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19).

OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, Sudan, Mauritania, Haiti, Ethiopia.

ALIMA in Haiti

The Haiti mission reopened in February 2024 following an exploratory mission conducted in the last quarter of 2023. Currently, the medical-operational strategy is deployed in two departments. In the West Department, activities are concentrated in the Port-au-Prince Metropolitan Area, particularly in the municipalities of Port-au-Prince, Delmas, Cité Soleil, and Croix-des-Bouquets. Four mobile clinics provide access to care for displaced and vulnerable populations. Nutritional support is integrated into medical activities. Furthermore, ALIMA is assisting and supporting the Ministry of Public Health and Population (MSPP) with the gradual reopening of health facilities, notably in the municipalities of Cité Soleil and Croix-des-Bouquets (Chancerelle Maternity Hospital, CHAPI). In the Southeast Department, ALIMA is supporting the Health Directorate to ensure patient care in two municipalities (Belle Anse and Anse-à-Pitres), both in health centers and hospitals. The activities include SRH and nutrition support. A component related to deportees from the Dominican Republic is currently being discussed with the financial partner.

Mission location : Port-au-Prince (Haiti) with regular travel to projects

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The incumbent is responsible for implementing the recruitment process and may be required to conduct field visits. They may therefore come into contact with children and/or vulnerable adults. Consequently, a criminal record check or a certificate of good conduct will be required. In situations where it is impossible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

He/She reports to the Head of Mission (hierarchical superior), and to the Donor Liaison Officer of the Emergency and Opening Service (Technical Manager).

He/She works in close collaboration with the coordinators (medical, logistics, HR and projects).

MAIN MISSIONS

Under the supervision of the Head of Mission, the Donor Relations Manager is responsible for implementing the funding strategy in line with ALIMA’s country action plan.

More specifically, they are responsible for securing funding to implement projects. They maintain regular contact with donors and actively seek funding. They are responsible for drafting project proposals and reports to donors. They support the monitoring of contractual donor indicators, in collaboration with the Project Coordinators and the Medical Coordinator.

MAIN ACTIVITIES

  • Definition and monitoring of the country financing strategy

The Donor Relations Officer analyzes donor strategies and funding availability for the country in question to maintain a high level of information and understanding of the issues. They identify funding needs for the mission in collaboration with the coordination team and propose a relevant funding strategy. They assess the challenges and propose adjustments to the strategy based on the country’s operational action plan. During the mission, the Donor Relations Officer monitors the funding strategy and adapts it as needs evolve. In conjunction with the Head of Mission and the Donor Liaison at headquarters, they support the design and implementation of a grant acquisition and resource mobilization strategy.

  • Maintaining relationships with donors

Working with the Head of Mission, they represent ALIMA to donors and negotiate funding for its projects. They maintain relationships with project funders to ensure regular and effective communication. When the security situation allows, they coordinate donor visits to projects, with the support of the Head of Mission.

  • Seeking funding

The Donor Relations Manager, supporting the Head of Mission, actively seeks funding and identifies new donors to approach in order to ensure a thorough understanding of ALIMA and the projects implemented by its partners. They actively monitor donor thematic priorities and funding mechanisms in the country. They map donors and gather information, and regularly inform the country coordination team. They develop project fact sheets and brochures to ensure institutional communication throughout the year.

  • Support for operational planning in line with donor priorities

The Donor Relations Manager supports the Project Coordinators and the coordination team in designing interventions aligned with donor strategies. They ensure that interventions are consistent with donors’ thematic and operational priorities and that submissions comply with their required formats.

  • Production of concept notes and project proposals

To secure funding, the Donor Relations Manager is responsible for submitting concept notes and project proposals within the deadlines set by funding agencies. They are responsible for drafting project documents to address funding opportunities and ensuring the quality and compliance of all documents produced.

  • Disseminates key information on donor procedures and financing agreements, and supports Project Coordinators in monitoring contractual requirements.

The Donor Relations Manager is responsible for keeping the coordination team up-to-date on donor guidelines. They continuously inform the teams about changes in donor procedures and requirements. In addition, the Donor Relations Manager supports Project Coordinators in monitoring donor contractual requirements. The Donor Relations Manager monitors operational developments, including budgetary changes, in order to propose contractual amendments as needed.

  • Data tracking to meet reporting requirements

The Donor Relations Manager develops and incorporates robust monitoring and tracking elements into project reports and tracking tools. They therefore participate, along with the Data Manager and the Medical Coordinator, in the control and compilation of operational data. They ensure that data tracking tools are updated in accordance with funding agreements and anticipate reporting deadlines to guarantee data completeness and high-quality analysis.

  • Ensure the production of accurate and analytical narrative reports within the defined deadlines

The Donor Relations Manager is responsible for preparing interim and final reports for donors, in accordance with the required formats and reporting rules. They are directly responsible for drafting the documents, based on accurate quantitative and qualitative information gathered throughout the year. They maintain regular contact with the Coordinators and Project Managers and, for the purpose of preparing the reports, bridge the gap between commitments to the donor and the realities of the projects and the field. They ensure deadlines are met and are responsible for the quality of the reports.

  • Ensure the contractual management of financing contracts

The Donor Relations Manager is responsible for monitoring funding agreements with donors. They are in direct contact with the donor’s national representatives regarding contract management. They ensure they are familiar with and comply with the donor’s procedures and that these procedures are also known to the rest of the team. To this end, they use a shared contract monitoring tool, which they help to keep up to date.

  • Ensuring the application of standards in preventing abuse

The Donor Relations Manager must participate in training and awareness sessions. They apply abuse prevention standards in all their tasks (e.g., including the topic in reports and project proposals, including an abuse prevention clause, etc.). They contribute to creating and maintaining a supportive and safe environment.

EXPERIENCES ET COMPETENCES

  • Advanced degree (Master’s level or equivalent) related to the position (development studies, public health, international relations, project management, etc.)
  • Excellent level of English and French, both spoken and written
  • Good command of project management tools (project cycle, logical framework, project proposal, reporting, etc.)
  • Professional experience in reporting, design and/or project management of at least one year, as well as field experience.
  • Excellent analytical, synthesis, and writing skills
  • Autonomy, initiative, ability to work in a team and to communicate
  • Rigour, motivation, and a willingness to achieve project support objectives
  • Understanding and adherence to ALIMA’s values ​​and mission

LANGUAGES

  • Fluency in French (spoken and written) is essential
  • Proficiency in English is an asset

CONDITIONS

Contract type : Fixed-term contract under French law

Contract duration : 6 months, renewable

Preferred start date: As soon as possible

Salary: According to ALIMA salary scale (level 11BIS) + recognition of experience + per diem

ALIMA takes care of:

  • Travel expenses between the expatriate’s country of origin and the mission location
  • Accommodation costs
  • Medical coverage from the first day of the contract until one month after the departure date from the country of assignment for the employee and their dependents
  • Evacuation for the employee and their dependents
