Lead Biomedical Engineer At UNOPS

The Lead Biomedical Engineer will work under the supervision of the Equipment Component Manager and in close collaboration with the assigned project specialist teams, and will carry out all activities required in the project, particularly those aimed at finalizing, specifying and defining the hospital medical and non-medical equipment of the Eastern Regional Hospital, Zacapa, or the Arrivillaga Hospital, depending on where they are assigned.

The main functions of the Lead Biomedical Engineer include, but are not limited to:

I. Phase of preparation of technical inputs:

  • Analysis and Definition of Technological Needs:
  • Collaborate closely with the UNOPS project team, the IGSS and other technical professionals to analyze and define the health technology needs (equipment, furniture and medical vehicles) required for each of the projects in which you are involved.
  • Perform checks on plans and designs to ensure that the health technologies to be acquired are adequate, sufficient and adapted to the infrastructure conditions (water, electrical, structural and other services for their operation) foreseen in the environments of the new hospital.
  • Specialized Technical Advice:
  • Advise the Biomedical Engineering Technician – Specialist and the project team on the scope, technical requirements and general substantive aspects of health technologies, based on the needs of the new hospital and the beneficiaries.
  • To ensure compliance with national and international certification requirements and standards for equipment, services and works associated with Biomedical Engineering, including the implementation of relevant best practices in the design of new facilities.
  • Viability and Operational Performance in the New Context:
  • Participate in the joint analysis with authorities, managers, professionals and technicians assigned by IGSS and UNOPS to determine the viability and operational performance of the equipment to be acquired, considering the projected level of services and the management plan for the new hospital.
  • Ensure that the selection of equipment allows for the proper development, planning, and implementation of health services in the new infrastructure.
  • Budgeting and Equipment List:
  • Define the lists of equipment, furniture and medical vehicles required for the Medical Units, including a detailed budget prefiguration.
  • To provide inputs to determine the financial viability for their acquisition and installation.
  • Development and Review of Technical Specifications:
  • Review, update and supplement the technical specifications of all equipment proposed for the different Medical Units.
  • Ensure that the specifications are aligned with the operational needs and characteristics of the infrastructure.
  • Technological Standardization for the New Construction:
    • To provide technical inputs and advice to achieve the standardization of processes and technological levels to be implemented in the new hospital, seeking efficiency and scalability.
  • Document and Design Review:
  • Review the technical data sheets and specifications of the medical equipment, furniture, and vehicles assigned to your charge.
  • Needs analysis, development and/or review of hospital designs, specifically in the sections related to medical equipment, in collaboration with the professionals, technicians and specialists involved in the construction.

II. Support Phase in the execution of tenders:

  • Contributions to configure the plan for providing hospital medical equipment, medical vehicles and hospital infrastructure for the different Medical Units.
  • To support the preparation of tender documents, primarily regarding the technical specifications and other documents involved, for the provision of different Medical Units.
  • Support in monitoring the acquisition processes, in resolving clarifications to the bidders, for the provision of different Medical Units.
  • Participation in evaluation committees and support in the preparation of evaluation reports, up to the recommendation of award, for the provision of different Medical Units.

III. Support phase in the administration of medical equipment contracts (equipment, furniture and vehicles):

  • Monitor and participate in the implementation of delivery plans with the support of Technicians and Specialists.
  • Coordination with Technicians and Specialists in the delivery, installation, testing, commissioning and training, as part of the operation of the equipment.
  • Support, together with the Technicians and Specialists, in verifying that the medical equipment supplied complies with the quantities, specifications, requirements and other conditions of the contracts/purchase orders issued, in terms of accuracy, suitability and context.
  • Monitoring of partial payments, alerts and tracking of collateral documents.
  • Alert about delivery delays, or support the management of claims in cases of defective equipment.
  • Carry out preparations and compilation of supporting documentation prior to equipment deliveries.
  • Participate in the reception committees that the Associate organizes.
  • Prepare, in coordination with the Technicians and Specialists, progress reports and contract closure reports.
  • Support, in coordination with the Technicians and Specialists, in the preparation of the equipment inventory and the user and maintenance manuals.
  • Prepare, in coordination with the Technicians and Specialists, the maintenance and operation plans for all equipment and systems installed in the Project.
  • Maintain accurate, up-to-date, and complete documentation for each area of ​​responsibility and keep track of progress and monitoring based on established schedules and plans, problems encountered, solutions, activity planning, etc.
  • Schedule your team’s travel to Project sites when necessary.

IV. Additional support to the local and regional office:

  • For the proper performance of their duties, the Assistant must coordinate their activities and form teams with other components, such as infrastructure, acquisitions and the administrative component at the local and regional level when required.
  • Similarly, it will be necessary to coordinate with Associate personnel linked to other projects and sectors of influence resulting from its operational activities.
  • Participate in technical meetings and support in the functional review of projects that the local and regional office may require, always within the scope of your specialty.
  • Prepare progress and work closure reports, according to assignments.
  • Support the training and technical knowledge of the Associate’s work team
  • Support the harmonization of the technical characteristics of the installation sites to the equipment actually acquired.
  • To support the network in terms of medical equipment at a regional level when required and according to needs.
  • Perform other tasks assigned by the supervisor in the context of the INFRAIGSS Project.

Requirements:

A. Education

Required

  • University degree at the Bachelor’s level (equivalent to Bachelor’s degree) in the fields of Biomedical Engineering, Bioengineering, or related field.
  • A master’s degree is required, preferably in Biomedical Engineering, Clinical Engineering, Hospital Engineering, Hospital Maintenance, Hospital Infrastructure Management, or related fields.

Desired

  • Studies in Hospital Management.
  • Project Management Certification (PMP, PRINCE2 or similar)

B. Experience

Required

  • From 7 to 5 years of professional experience (according to academic qualifications presented) directly related to the management, acquisition and/or commissioning of medical equipment in new hospital projects.
  • Proven experience in the implementation and commissioning of equipment in new hospitals of at least 200 beds.
  • Experience in new hospital infrastructure projects.
  • Experience in the acquisition processes of medical vehicles (ambulances, mobile units, etc.).
  • Team coordination.
  • Definition of technical specifications and quality standards for highly complex medical equipment, including the use of technical literature and national/international regulations.
  • Definition of medical equipment needs for healthcare facilities with beds.

Desired

  • Experience in providing consulting or technical advisory services to government agencies, multilateral banking institutions, international cooperation agencies, multinationals, and/or the United Nations System.
  • I work in countries in Latin America and the Caribbean, with a preference for the Central American region.

C. Languages

  • Fluency in Spanish is required
  • An intermediate level of English is required.
