Livelihood and Food Security Expert – Program Manager At International Committee for the Development of Peoples

CISP (International Committee for People’s Development) is a non-governmental organization (NGO) headquartered in Rome. Through partnerships with international agencies, companies, public institutions, universities, research institutes, associations, and international and local NGOs, CISP has implemented and continues to implement humanitarian aid, rehabilitation, and development projects in more than 30 countries in Africa, Latin America, the Middle East, Asia, and Eastern Europe. In Italy and the countries of the European Union, it promotes cultural policy initiatives, the promotion of international solidarity, and support for social inclusion.

In Niger, the CISP began its activities in 2005 as part of a regional program on migration in West Africa. Since 2007, it has been working on the theme of income generation and the economy with the “Promotion and Support for the Creation of Micro-Enterprises for Disadvantaged Youth and Women” program funded by the European Commission.

CISP’s activities rely on contributions and funding from individuals and institutional donors such as: AICS, EU, USAID/PRM, United Nations Agencies (UNICEF, UNHCR, IOM), other bilateral cooperation (Swiss Cooperation, Luxembourg Cooperation, Spanish Cooperation).

Job Description:

The Program Manager will oversee the implementation and coordination of the AICS-funded emergency project in the Tahoua region and will contribute to the identification and research of new opportunities.

The Livelihood and Food Security Expert – Program Manager will be responsible for:

Program Management/Development

  • Ensure coordination and quality management of projects implemented in Niger in accordance with the CISP management system and donor requirements, with emphasis on the livelihoods and food security sector.
  • Ensure ongoing donor relationships and submit quality and timely narrative and financial reports. Support external evaluation and audit processes.
  • Ensure that innovative approaches are included in existing and future programs to increase the positive impact on project beneficiaries.
  • Carry out field missions to monitor ongoing projects and strengthen collaboration with partners and beneficiaries.
  • Identify and coordinate relationships with implementing partners (definition and signing of memoranda of understanding, review meetings, etc.).
  • Provide comprehensive support and guidance to the local CISP partner organization with a focus on organizational development to achieve set objectives, as well as compliance.
  • Support and oversee day-to-day program implementation, including staff management, project design reviews, work plans, activities and planning, budgets, and recruitment of project staff
  • Ensure quality and timely communication and reporting with all relevant stakeholders such as colleagues and partners, authorities
  • Facilitate and oversee capacity building, continuing education sessions, on-the-job training and mentoring support for CISP staff and partners.

General tasks

  • Participate in meetings and workshops with local authorities, donor representatives or key stakeholders.
  • Ensure the coordination of CISP promotional activities in the country, ensuring constant supervision of the development of new proposals.
  • With the advice and supervision of headquarters, ensure the strategic development of programs and the organization’s presence in the country.
  • Ensure compliance with CISP and donor procedures and policies.
  • Support the development of the Country Strategy / Country Strategic Planning.
  • Identify possible partnerships both at the specific project level and at the strategic level.
  • Ensure qualified CISP visibility.

Managerial and administrative responsibilities

  • Oversight of project/country financial planning.
  • Ensure compliance of all expenditures and purchases with the CISP management system, donor procedures and national legislation requirements.
  • Ensure the management of human resources deployed by the CISP in the program.

If security conditions and visa procedures allow, the Program Manager will be based in Niamey and will travel to the region where project activities are implemented ( Tahoua ). CISP is also considering the possibility of remote work , with missions in Niger.

Candidate profile

  • Bachelor’s degree in Humanitarian/Development Studies/Social Sciences or any related field. A Master’s degree is preferred.
  • At least 3 years of professional experience in the fields of food security, livelihoods, social protection, conflict management and peacebuilding.
  • Good knowledge of AICS management procedures and EU and UN agencies (preferably at least 2 years of experience).
  • Excellent reporting skills
  • Expertise in data monitoring and analysis
  • Good communication and writing skills as well as a good stress management attitude.
  • Ability to create, coordinate and manage partnership relationships with donors and civil society organizations.
  • Ability to work under pressure and operate in complex contexts.
  • Respect for CISP values.
  • Excellent written and oral knowledge of French.

Desirable

  • Knowledge of the context of the country and the Sahel region
  • Knowledge of the Italian language
