Position Description

Reporting Line

The Local Livelihoods Officer for community-based economic recovery and inclusion (youth entrepreneurship, women and older persons) reports to the Local Coordinator in Sucre.

The Local Livelihoods Officer for community-based economic recovery (youth entrepreneurship, women and the elderly) works in close coordination with the National M&E Officer and the National Project Coordinator.

Main Location

The position is based at the RET Local Office in the city of Cumaná, Sucre state, with frequent field missions.

Purpose

To ensure the economic sustainability of existing business units (e.g., hypochlorite production, orchards, tourism, and fishing) through the transfer of management methodologies, the assurance of technical quality (GMP), and the implementation of the Train-the-Trainer Program for the territorial scaling of the productive model to expansion communities, providing technical support and training, and specialized mentoring for the Financial and Socio-productive Autonomy Pillar, in order to consolidate the institutionalization and self-management of the Multi-sectoral Community Networks (RECOM).

Main responsibilities:

In Livelihoods (macro)

  • Support the planning, development, and implementation of socio-productive initiatives at the local level, including the generation of strategic governmental and non-governmental alliances, and the management of information and knowledge.
  • To provide mentoring and ongoing technical assistance to RECOM leaders in the administrative, financial, and commercial management of socio-productive initiatives, guaranteeing the financial autonomy of the community legal structure.
  • Identify and assess the needs for strengthening comprehensive capacities in entrepreneurship, production, business management and marketing.
  • Implement the actions of the livelihoods component in accordance with the objectives, indicators and results of the project, complying with the established Operational Plan.
  • Ensure the correct implementation of the project’s operational and financial procedures in accordance with the organization’s instruments, procedures, and standards.
  • Establish a mapping of actors where the alliances developed by the partners are identified, as well as the existing opportunities to expand them.
  • Coordinate with the national project coordinator the planning and execution of the procurement and distribution plan for materials, equipment and supplies required for the project activities related to the food security and livelihoods component.
  • Other binding tasks assigned by the National M&E Officer.
  • Develop the socio-productive area of ​​the project, focused on the manufacture and marketing of artisanal and ecological cleaning products, agroecological, tourism and fishing products.
  • Design and implement technical and business training related to production, GMP (Good Manufacturing Practices), basic financial management modules for members of community networks and sustainable marketing
  • Support the preparation of income statements and financial statements for initiatives, ensuring transparency and accountability.
  • Supervise the implementation of socio-productive initiatives (manufacturing and marketing of hypochlorite, detergents, agricultural, fishing, tourism products and services, etc.) ensuring that they comply with quality and sustainability standards.
  • Support the implementation of the Trainer of Trainers Program for the methodological transfer of the socio-productive model to adjacent communities for its replicability and scalability.
  • Manage e-commerce channels for product sales, including digital marketing strategies.
  • Monitor the acquisition of health certifications and regulatory permits for products manufactured by RECOM.
  • Analyze the financial viability of socio-productive activities and propose adjustments to guarantee economic autonomy.
  • Coordinate with local actors and the private sector for strategic alliances that strengthen the livelihoods component.
  • Analyze financial viability and propose improvements for economic autonomy.

In Cross-Cutting Approaches

  • Ensure the application of cross-cutting approaches to gender, protection and inclusion (youth, women, older persons) in the design and implementation of all livelihood activities, promoting equitable participation and inclusive decision-making in the consolidation of RECOMs.

In Monitoring, Evaluation and Accountability

  • Design and implement data collection tools to measure progress toward the four project outcomes (governance, institutionalization, financial autonomy, and replicability).
  • Ensure the quality of the data collected and the fidelity of the implementation (according to the Logical Framework and the M&E Plan), through the use of standardized tools (e.g., Indicator Tracking Sheets, Perception Surveys), in coordination with the National M&E Officer.
  • Prepare periodic technical reports (weekly, monthly and final) and contribute to the systematization of the experience of the Trainer Program and the business model for its replicability.
  • Implement the baseline and exit line, ensuring comparability of indicators.
  • Monitor the quality and relevance of the training (pre-test/post-test, lists disaggregated by gender).
  • Consolidate and organize means of verification (minutes, statutes, legal records, financial statements, certifications).
  • Prepare monthly and quarterly analytical reports that integrate technical and financial progress of the livelihoods component.
  • Support the systematization of the replicable model, documenting lessons learned and best practices.
  • Implement accountability mechanisms (AAP) and community feedback.

Strategic responsibilities (macro)

  • Ensure integration between monitoring and livelihoods, ensuring that the data collected is used for decision-making and adjustments in implementation.
  • Participate in inter-institutional coordination spaces by contributing technical information and results of the socio-productive component.
  • Ensure that all actions are aligned with the donor’s logical framework, work plan, and standards.
  • Manage e-commerce platforms and digital marketing strategies.
  • Ensure integration between monitoring and livelihoods, guaranteeing data collection and means of verification for each activity, for decision-making and adjustments in implementation

Institutional guidelines and standards:

  • To contribute their professional, technical knowledge and experience in spaces of interaction or synergy with RET programs and teams.
  • To support the processes of systematizing experiences and best practices regarding the components of the project, its internal and external articulations in support of the organization’s knowledge management.

  • Support the development of new proposals.

  • To manage institutional resources transparently, effectively and efficiently fulfilling assigned tasks.
  • To ensure the safety and maintenance of the facilities and equipment.
  • To propose alternative solutions to problems that arise in the work area, from a constructive perspective.
  • Ensure the completion of activities by incorporating creativity, innovation and initiative in order to overcome obstacles that may arise in the performance of the work.
  • Maintain confidentiality in handling sensitive matters and those of particular interest to the security and the institution. Other related tasks assigned by Project Management.
  • Submit the request for materials according to the needs of the project.
  • Request your travel expenses using forms established by RET and legalize them within three days after the mission ends through the corresponding reports.

Qualifications and requirements:

  • University or technical degree in chemical engineering, industrial engineering, economics or related fields.
  • Experience in socio-productive projects and e-commerce management.
  • Knowledge of sustainable production, marketing and applicable international standards.
  • Proven ability to work independently and under pressure in volatile environments. Excellent intercultural communication skills and adept at teamwork with community, governmental, and non-governmental stakeholders. Results-oriented and highly skilled at handling confidential information.
  • Two (2) years minimum of verifiable experience in Venezuela in similar roles working with people in vulnerable situations; population in need of international protection, migrants, at risk due to natural and/or anthropogenic events.
    • Demonstrated experience and knowledge in (from work experience):
    • Essential: Development, planning, execution and monitoring of projects preferably related to livelihood response, with a focus on rights, gender, intergenerationality and interculturality.
    • Experience in socio-productive projects, sustainable ventures and e-commerce management.
    • Knowledge of national, regional and local policies related to sustainable production and marketing, as well as international standards applicable to livelihoods, socio-productive enterprises, manufacturing and sale of ecological products, and E-commerce management in contexts of crisis, emergencies and disasters.
    • Experience in report preparation, data collection and analysis, information management and systematization.
    • Knowledge in the design and implementation of technical and business training, including monitoring and evaluation tools.
    • Experience in international cooperation and the operation of non-governmental organizations, UN agencies and other international organizations, local and regional governments.
  • Proficiency in using Internet-based collaborative tools (Office365, Dropbox, Google Drive, We-Transfer, Google Calendar, Hitracks or similar).
  • Excellent Spanish (spoken and written) and English desirable.
  • Availability to travel, essential to Venezuela, within the national territory of this country.
