BACKGROUND
The UNDP “Peace Building in Lebanon” project aims at enhancing mutual understanding and promoting social cohesion by (1) addressing root causes of conflict in Lebanon, (2) addressing the impact of the Syrian crisis on social stability in Lebanon; and (3) supporting different groups from local leaders and local actors, educators, journalists, youth and civil society activists, in developing medium and long-term strategies for peace building, crisis management and conflict prevention.
The project focuses on addressing the new challenges to civil peace and peace building in the country posed by the Syrian crisis throughout the following four outputs:
- Education promoting social cohesion supported;
- Media empowered to promote balanced and conflict sensitive media coverage;
- Local level peace building strategies to mitigate tensions developed in selected conflict prone areas of Lebanon hosting Syrian refugees;
- NGO platform promoting nation-wide truth and reconciliation supported ex-fighters’ role in promoting peace building supported.
Under its Local level component, the project works on enhancing social stability by supporting local communities in managing crises for sustainable local development. The project though its Mechanism for Stability and Local Development process (MSLD), Insider Mediators (IMs) and Youth Leadership Programme (YLP), works on establishing local committees as peace infrastructures, promoting inclusive leadership, dialogue, and trust between municipalities and community actors, and implement quick and soft social cohesion activities with you and women participation. To ensure the sustainability of the established structures, the MSLD process is designed to capacitate the committees members in the Bekaa and Baalbeck- Hermel governorates to play 1) an early-warning function role, mitigating tensions before they escalate into larger conflicts, and allowing for timely and targeted interventions as well as 2) a sustainable local peace strategies for development role designing strategic interventions and networking along with implementing impact solidarity activities that foster inclusive and social cohesion.
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
Under the overall guidance of the Peace Building in Lebanon Project Manager, the Project Support Consultant will perform the following functions:
The consultant shall deliver the following tasks:
Output 1: Coordinate and oversee the implementation of the EU funded initiative – Developing and implementing a process for enhancing local capacities for conflict prevention, insider mediation, and peacebuilding in targeted communities/cluster (9 communities and 1 cluster) in Bekaa & Baalback- Hermel governorates and support the Youth Leadership Programme (YLP) across Lebanon.
- Attend regular meetings with municipalities, MSLD committees and youth groups.
- Coordinate with local implementing partners to implement crisis response initiatives in communities hosting IDPs.
- Support YLP groups in different governorates to design and implement social cohesion activities.
- Enhance coordination between YLP groups, municipalities and local committees.
- Support the local committees in Bekaa, Baalback and Hermel governorates in developing the local peace strategies.
- Support the Insider Mediator taskforce in Ras Baalback-Al Qaa to develop the IMs roadmap.
- Review the deliverable reports submitted by the implementing partners in close coordination with the Peacebuilding M&E officer and Project Manager.
- Follow up and monitor the expenditure, maintain good documentation of all related activities and highlight success stories.
- Attend events and field activities to ensure quality control.
- Prepare and submit the first monthly progress report.

EXPECTED OUTPUTS AND DELIVERABLES
The consultant is expected to submit a monthly progress report undertaking the above tasks and activities under the TOR, noting that the total duration should not exceed 6-months period (Total of 18 working days per month)
- INSTITUTIONAL ARRANGEMENTS
- With day-to-day management by the UNDP Project Manager, the local peacebuilding consultant and close coordination with the project team
- UNDP will be responsible for providing the contractor with all necessary materials related to the project in a timely, thorough, and transparent manner. UNDP will be also responsible for providing clarifications and facilitation of the work.
- Day to Day transportation from home to office (& vice versa) shall be covered by the Consultant’s own means.
DURATION OF WORK
The assigned duration for this consultancy is 6 months
- The mission is expected to commence on July 1st, 2026, and to be completed by the 31st of December 2026.
- The time needed to review/ comment/ approve deliverables and outputs is (5) five working days.
DUTY STATION

STANDARD MINIMUM QUALIFICATIONS
Education
- MA degree in social sciences, Political science, business administration or relevant field.
- Minimum 4 years of relevant experience working with local communities’ stakeholders including local partners and municipalities on peacebuilding and human rights related topics.
Language: Fluency in Arabic and English is mandatory (both oral and written)
