General context of the project
INTERSOS has been operating in Chad since 2004, with humanitarian operations focused on protection, health and nutrition, food security, and water, hygiene and sanitation (WASH).
In Chad, INTERSOS implements projects in the Lake and Eastern regions for the benefit of internally displaced persons and Sudanese refugees. After a break in 2016, activities resumed in 2017 with an emphasis on the protection of human rights, particularly those of children and women, through the establishment of Child Friendly Spaces, the management of GBV cases, social cohesion, community rehabilitation, as well as access to drinking water, health and food security.
General objective of the position
Define and implement all procurement, logistics and ICT strategies and mission support, ensuring the relevance and consistency of logistics and supply systems, the adequacy of the resources made available and compliance with INTERSOS standards, protocols and procedures to promote the development of the mission and optimize the impact of projects.
Work closely with program and administrative staff to ensure comprehensive reporting, support and assistance with respect to all INTERSOS activities.
Is responsible for the logistical management of the IMP software and is part of the Senior Management Team (SMT) mission.
Main responsibilities and tasks
Coordination and support
- Actively participate in defining and updating annual project planning and budgets, defining strategies and providing advice to the Head of Mission to translate identified logistics, procurement and ICT needs into objectives, priorities and resources required for the mission.
- Is responsible for monitoring the implementation of logistics, supply and ICT activities in the mission (construction and rehabilitation, storage and supply of non-medical and medical equipment, fleet management and transport, water and sanitation, vehicles and engines, equipment/facilities and infrastructure, security rules (implementation and application, ICT, goods, etc.).
- Ensure compliance with INTERSOS standards, protocols, and procedures throughout the mission and in accordance with donor requirements, including those related to procurement. Report to the Head of Mission on the development of ongoing programs and propose reorientation strategies as needed.
- Responsible for providing technical reference and support for all logistics, procurement and ICT matters in the mission, providing guidance to logistics staff and representing INTERSOS at meetings with authorities, other NGOs and coordination networks on technical and logistical issues.
- Ensure the production of SOPs at the mission level (if necessary) for logistical needs.
Logistics Information Management
- Provide monthly reports to the Head of Mission, the Regional Logistics and Procurement Coordinator (via the ERP) and relevant individuals on the progress of projects and the mission from a technical and logistical perspective, and propose corrections as needed.
- Ensure that the data entered into the INTERSOS Logistics software (Intersos Management Platform – IMP) is used correctly and accurately. Provide training to mission staff as needed and support the implementation of the INTERSOS Logistics software within the mission.
Supply chain management and procurement
- Monitor the overall performance of procurement for the mission. Ensure efficient and cost-effective procurement planning by liaising with technical staff, the field coordinator, and/or project managers. Ensure that online procurement plans are created and kept up-to-date on IMP, while guaranteeing compliance at all times with INTERSOS and donor procurement policies and procedures. Research to identify the best products and suppliers in terms of value for money, delivery times, and quality.
- Ensure coordination with the administration and finance department to ensure that supplier payment processes are carried out on time and in compliance with financial systems.
- Plan and conduct field checks to ensure consistency of process, application and maintenance of proper documentation and filing.
- Develop and implement service contract management instructions, policies, and procedures. Review and reassess existing service contracts and oversee regular rent payments, utility payments (i.e., electricity, water, gas, etc.), office and guesthouse maintenance contracts, and operating cost procedures. Ensure these are properly managed by the Logistics and Procurement Officer and their assistants, administration, and/or focal points.
- Overview of the fact that the supply manager/assistant and the field coordinator (logistics and supply officer) maintain a list of prequalified suppliers per base.
- Is responsible for ensuring proper storage of all project materials in the warehouse/stock, in compliance with INTERSOS supply SOPs and regular quarterly inventory checks.
- Verify and coordinate with logistics staff that goods deliveries are made as planned and properly stored.
- Prepare and launch tender documents in coordination with the procurement team.
Transport management
- Ensure that INTERSOS’ fleet management model, movement security protocols and brand identity manual are applied in the mission – the fleet is checked and regularly maintained, the vehicles are insured and taxes are paid.
- Ensure that fuel consumption is properly monitored and that vehicle logbooks, maintenance logs, oil records, and other fleet formats and templates are used by the field coordinator’s logistics staff. Ensure that proper vehicle documentation (i.e., lease, insurance, mechanical inspection, etc.) is correctly managed by logistics staff.
- Contribute to the development of sustainable approaches to transport management by streamlining INTERSOS’ environmental policy and suggestions from regional offices.
Facilities and communications management
- Oversee the installation and maintenance of functional office spaces and guesthouse facilities, ensuring adequate living conditions and compliance with minimum standards and INTERSOS’s brand identity manual. Ensure adherence to defined safety and security measures and conduct inspection visits to assess facility rehabilitation needs.
- Ensure that facilities have the appropriate IT and communications infrastructure and equipment to maintain INTERSOS software platforms in accordance with policies and procedures – enabling continuous communication between assets, projects, bases, and headquarters, and effective base management. Ensure that all mission personnel receive adequate training on the use of available communication equipment (e.g., satellite phones, HF/VHF radios, computers, etc.).
- Contribute to the development of sustainable approaches to facility management by streamlining INTERSOS’ environmental policy and suggestions from regional offices.
Asset Management
- Oversee the purchase, use and maintenance of IT assets, office and project equipment, and communication tools, while ensuring that all mission assets recorded in the ERP are documented, receive unique INTERSOS asset numbers, and are tagged and logged in accordance with asset management policies and procedures.
- Report the list of assets at the end of the project and supervise the transfer of assets according to the destination defined with the program department.
- Supervise the regular verification of fixed assets every quarter.
Human Resources Management
- Coordinate the logistics team and participate in HR processes (recruitment, training, briefing/debriefing, evaluation, potential assessment, talent identification, staff development, and internal communication) to ensure both the appropriate staffing levels and the necessary knowledge for the activities under their responsibility.
Security applied
- In collaboration with the Head of Mission and the Security Coordinator (where applicable), the Logistics Coordinator is responsible for co-defining and monitoring the technical aspects of the risk reduction policy, transportation, communication, protection, identification and preparation of the technical aspects of the mission’s security policy and guidelines, the evacuation plan and emergency plan, daily monitoring of security rules, and reporting any problems to the Head of Mission. To this end, in the absence of a dedicated security focal point, the Logistics Coordinator must create a suitable environment to facilitate the exchange of information on security situations. This constitutes security safeguarding in the absence of the Head of Mission.
Required profile
Education
- Essential degree and specialization in logistics and/or supply chain management.
Professional Experience
- Essentially, at least four years of professional experience in relevant logistics roles and prior humanitarian experience with NGOs in developing countries. Prior experience in emergency situations is desirable.
