General context of the project

The Central African Republic has been facing complex and recurring crises for more than two decades, characterized by security, health and climate dynamics.

Although positive developments are observed in some areas, the situation remains fragile, with pockets of persistent insecurity on certain roads and localities, affecting access to essential services and the living conditions of the population.

Furthermore, the country faces recurring humanitarian shocks, including epidemics (such as cholera), as well as climatic hazards such as floods, which exacerbate the vulnerability of communities.

In this context, humanitarian needs remain high, particularly in the areas of access to water, sanitation, health and protection.

INTERSOS has been present in CAR since 2014 and implements humanitarian interventions aimed at meeting the needs of affected populations, in compliance with the principles of humanity, neutrality, impartiality and independence.

The organization has a coordination office in Bangui and an operational presence in several prefectures, including Kémo, Bamingui-Bangoran, Nana-Gribizi, Haute-Kotto, Ouham and Ouham-Pendé.

General objective of the position

Plan, coordinate and monitor all logistics-related activities in the project or capital and provide support to activities, in accordance with INTERSOS protocols and standards to ensure optimal execution of logistics activities.

Is responsible for the proper planning, implementation, monitoring and management of supply chain activities and sections (order processing, procurement, warehousing and transport and customs), in accordance with INTERSOS protocols, standards and procedures in order to contribute to the successful execution of the mission.

In the absence of the Logistics and Supply Coordinator (LSC), the Logistics and Supply Manager (CLM) temporarily assumes some of the LSC’s responsibilities and tasks, with an emphasis on coordination tasks.

Main responsibilities and tasks

Coordination and support

  • Assist the LSC in defining and monitoring logistics activities in projects or fixed assets, in order to identify and respond to the needs of the target population.
  • Provide technical expertise for all logistical/technical issues in projects and offer coaching to logistics staff under their responsibility.
  • Participate in the preparation of monthly reports according to the guidelines
  • Ensure and monitor the implementation of logistical/technical activities in the project/fixed asset, including the following elements:
  • Logistics: (construction, transport of goods and personnel, communications, water and sanitation, vehicles and engines, equipment/facilities and infrastructure, communications, installation and maintenance of functional office spaces and accommodation facilities for international staff, adequate living conditions.
  • WHS: implementation of activities in the fields of water, health and sanitation
  • Actively participate in defining and monitoring the project’s annual planning and budgets and the emergency preparedness plan, by defining strategies and advising the logistics coordinator in translating identified needs into objectives, priorities, and resources necessary for the intervention.
  • Manage the supply sections at the coordination level: order processing, procurement, warehousing (logistics and medicine), transport planning, and customs activities in coordination with the country logistics coordinator and base logistics officers. Coordinate communication lines and functional links between the supply, finance, and medical departments.
  • In collaboration with the Logistics Coordinator, define warehouse and inventory management activities and plan the annual budget in order to identify and optimize the response to the needs of the mission and the target population.

Logistics Information Management

  • Ensure that the data entered into the INTERSOS Logistics software by Field Logistics Officers (Intersos Management Platform – IMP) is used correctly and accurately. Provide training to mission staff as needed and support the implementation of the INTERSOS Logistics software in missions.
  • Ensure that the data declared in INTERSOS’ inventory management system (IMS) is used correctly and accurately.

Supply chain and procurement management

  • Define, monitor, evaluate, and ensure the implementation of the mission’s overall procurement strategies and activities, making necessary adjustments in accordance with INTERSOS standards, protocols, and procedures. This includes ensuring the following:
  1. to ensure compliance with INTERSOS and donor procurement policies and procedures
  2. create the online supply plan for the ERP;
  3. to ensure the smooth running of procurement management in IMP (Purchase Request Management) and compliance with established procurement procedures
  4. to stabilize supply activities within the framework of regular and emergency project interventions and to regularly manage field visits in order to provide ongoing support to direct and indirect supply actors
  5. Validate the use of third parties related to procurement (suppliers, transport companies, freight forwarders, etc.) proposed by the Procurement Assistants, as well as technical experts if needed.
  6. draft the tender documents in coordination with the logistics coordinator
  7. maintain an up-to-date list of pre-qualified countries by country or by INTERSOS database
  8. Apply SOP 37, SOP 38 and SOP 39.
  • Plan, coordinate, and supervise the daily activities of the supply sections and define their priority levels. Implement the appropriate tools and procedures.
  • Plan and collaborate with the Global Procurement Office on international procurement processes. Monitor payments to suppliers in coordination with regional finance coordinators and the Global Procurement Office.
  • Supervise warehouse and inventory management activities, monitor medical and logistical stocks, ensure compliance with INTERSOS standards, protocols, and procedures, and report to the line manager on the progress of ongoing programs. This includes the following activities:
  1. Ensure that all equipment and premises are suitable for the proper storage of goods in accordance with customer requirements and good distribution practices.
  2. Ensure the proper physical and administrative management of products within the warehouse in collaboration with stock owners (SOPs, flow management, warehousing tools, inventories, etc.) and guarantee the application of SOPs in pharmacy management
  3. to ensure the safety and security of property and people inside and outside the premises under its responsibility
  • Analyze monthly and quarterly warehouse data, identify problems and propose solutions to line managers, stock owners and pharmacists
  • Supervise the regular quarterly inventory checks.

Transport management

  • Ensure that the INTERSOS fleet management model, movement security protocols and brand identity manual are applied across all bases – the fleet is checked and maintained regularly, vehicles are insured and taxes are paid.
  • Ensure that fuel consumption is properly monitored and that vehicle logbooks, maintenance logs, oil records, and other fleet formats and templates are used by field logistics staff. Ensure that proper vehicle documentation (i.e., lease, insurance, mechanical inspection, etc.) is correctly managed by logistics staff.
  • Supporting the various bases by providing solutions for the movement of goods within the mission.

Facilities and communications management

  • Support the field logistics manager in setting up and maintaining functional office spaces and guesthouse facilities in suitable living conditions and in accordance with minimum standards and INTERSOS’s brand identity manual. Ensure the application of defined safety and security measures and conduct inspection visits to assess facility rehabilitation needs.
  • Assist the Base Logistics Office in ensuring that facilities have the appropriate IT and communications infrastructure and equipment to support INTERSOS software platforms and that they comply with policies and procedures – enabling continuous communication between assets, projects, bases, and HQ, and proper base management. Ensure that all mission personnel have received adequate training on how to use available communications equipment (e.g., satellite phones, HF/VHF radios, computers, etc.).

Asset Management

  • Support for the purchase, use and maintenance of IT assets, office and project equipment and communication tools, while ensuring that all core assets recorded in IMP are documented, issued with unique INTERSOS asset numbers, labeled and recorded in accordance with asset management policies and procedures.
  • Support the CLSC on the asset list at the end of the project and supervise the rotation of assets according to the destination defined with the programs department.
  • Supervise the regular quarterly verification of fixed assets.

Human Resources Management

  • Participate in the planning and implementation, in collaboration with the logistics coordinator, the project manager and the human resources coordinator, of the human resources processes (recruitment, training, briefing/debriefing, evaluation, potential identification, development and communication) of the project/capital logistics staff in order to ensure both the size and the amount of knowledge necessary to properly carry out all logistics activities
  • Assess the workload and performance of supply and warehouse staff, proposing resizing if necessary.

Security applied

  • Define and monitor the technical aspects of the project’s risk reduction policy, transportation, communication, protection, identification and preparation of the technical aspects of the policy and safety guidelines, the evacuation plan and contingency plan, daily monitoring of the application of safety rules, and reporting any problems that may arise to the CLSC and the HoM. To this end, the logistics and supply manager must create a suitable environment to facilitate the secure exchange of information.

Required profile

  • Secondary school diploma and essential technical studies or technical university degree, preferably in engineering

  • Salary range: €9 – €3,172 – €3,577 monthly gross
