COOPI is looking for a Program Manager in Mauritania

COOPI has been present in Mali since 2012 , in response to the humanitarian situation through projects to combat Child Malnutrition. In addition to the nutrition sector, since its opening, COOPI has implemented multi-sectoral interventions , combining actions in the fields of Health, Humanitarian and Child Protection, Water, Hygiene and Sanitation, Food Security and Social Entrepreneurship and finally, Socioeconomic Assistance. In its strategy, COOPI Mali plans to also deploy actions in the fields of Education and Food Security. COOPI has carried out and extended its interventions in the regions of Segou (circles of Baroueli, Bla, Macina, Markala, Niono and Segou), San (circles of San and Tominian), Mopti (circles of Djenne, Mopti, Youwarou and Tenenkou) , Bandiagara (circles of Bandiangara, Bankass and Koro) and Douentza (circle of Douentza). COOPI has a coordination office in Bamako, a sub-coordination office in Mopti and sub-offices in Bankass and Djenne, and operates mainly with financial support from AICS, Global Fund, OCHA and FCDO.

Job Objective

The Health Expert ensures the implementation and development of COOPI’s health program in Mali , guaranteeing the quality, consistency and impact of the interventions.

Responsibilities

Representation and coordination

  • Ensure external relations with other members of the consortium, donors, thematic working groups, clusters and associated technical groups;
  • Ensure good institutional relations with beneficiaries, project partners and local authorities;
  • Search for technical and financial partnerships: writing project proposals and associated budgets, ensuring that health is taken into account;
  • Representation of the program and advocacy activities with the Ministry of Health and financial and technical partners;
  • Planning of partnership activities with all technical and financial stakeholders;
  • Monitoring of reporting on partnership activities and implementation of collaboration agreements;
  • To support fundraising at the mission level for the development of the program.

Follow the Health Strategy

  • Monitor and implement the Health strategy in the country in collaboration with the program, project managers and ensure implementation, monitoring, evaluation and review;
  • Ensure the integration and synergies of the health strategy with other sectors of COOPI Mali (Protection, Nutrition, WASH etc.);
  • Conduct needs assessments and identify priority and possible areas of action for COOPI in the health sector;
  • Implementation of health strategy project monitoring tools and guarantee of the quality of health interventions.

Develop, strengthen, guide and monitor the implementation of health projects in Mali and ensure a coherent approach to maximize impact

  • Strengthen the skills of staff and local partners for the implementation of projects;
  • Support the project’s quality and impact improvement strategy on all health issues;
  • Produce a report to capitalize on the experience acquired within the framework of the health project;
  • Contribute to the analysis of the region’s humanitarian needs in the field of Health , within the framework of the project, by providing appropriate information to the national coordination;
  • Identify, process and prepare the documentation necessary for the submission of new projects, in accordance with the organization’s processes and procedures;
  • Ensure that project documentation is complete and correct , including communications and amendments;
  • Plan and control the execution of the activities provided for in the contract and provide the necessary support to the program;
  • Ensure that project monitoring systems are in place and effective to ensure monitoring of indicators and activities;
  • Ensure compliance with COOPI and donor procedures in all activities and operational actions related to the project;
  • Prepare all required technical and financial reports according to the formats required by donors and submit them to the coordination for validation;
  • Supervise and organize the proper preparation of material resources as well as the purchasing procedures necessary for the correct execution of the project, particularly technical purchases (medicines, medical inputs, etc.);
  • Work with different departments to ensure the quality and impact of the program.

Communication and data collection management

  • Support the production and dissemination of COOPI communication and visibility products in the country (newsletters, project sheets, brochures, success stories, photos/videos, etc.);
  • Collect necessary data and information in cooperation with field teams to improve communication products.

Candidate profile

ESSENTIAL

  • Higher level studies in Medicine with a specialization in public health/Maternal Neonatal Child Health or other relevant diplomas;
  • At least 5 years of experience in health project management, including at least 2 years as a project coordinator or technical coordinator;
  • Knowledge of the project cycle, the world of humanitarian aid and development cooperation;
  • Mastery of AICS, UN, EU donor procedures;
  • Ability to work in a team and in a multicultural environment;
  • Excellent interpersonal and communication skills;
  • Good command of common software (Word, Excel, Power Point);
  • Excellent command of French, both written and oral, and knowledge of English;
  • Excellent writing skills;
  • Experience working with partners;
  • Mastery of Nexus principles;
  • Sense of organization and teamwork;
  • Flexibility;
  • Ability to work under pressure, independently and in an often uncomfortable environment;
  • Respect for COOPI’s values ​​and mission.

DESIRABLE

  • Knowledge of the Italian language;
  • Preferably knowledge of national health authorities and solid knowledge of national health policy, standards and procedures;
  • Knowledge and experience in monitoring and evaluation methodology;
  • Previous experience with COOPI and knowledge of its procedures and tools.
