Founded in 1922, DanChurchAid (DCA) is a Danish non-governmental organization whose work is based on rights. Present in the Central African Republic (CAR) since 2015, DCA provides assistance to the most vulnerable communities in conflict and post-conflict situations through its “Safer Communities” Humanitarian Action Program. This program includes: education on the risks of Small Arms and Light Weapons (SALW), Remnants of War (ROW), and Explosive Ordnance Disposal (EOD); Armed Violence Reduction (AVR) and peacebuilding & psychosocial support; distribution of non-food and household goods (NFIs), conditional and unconditional cash assistance (food vouchers, etc.); distribution of seeds and tools; and support for Civil Society Organizations in their involvement in Security Sector Reform (SSR).
DCA is seeking one (1) highly experienced MEAL Manager to participate in the development and implementation of activities.
JOB PURPOSE:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is responsible for overseeing and coordinating MEAL processes across the mission, under the direction of the Program Director (HoP).
They ensure that effective systems and processes are in place to monitor and evaluate the progress and impact of programs and projects, in accordance with DCA’s objectives and standards.
The MEAL Officer plays a key role in integrating lessons learned into program design and implementation. Finally, they ensure that accountability mechanisms to affected populations are established, functional, and secure (GMP, AAP, etc.).
ROLES AND RESPONSIBILITIES:
 MEAL Strategy and Systems Coordination: Participate in structuring the MEAL department to ensure its operational and efficient functioning; coordinate MEAL activities through the management of the MEAL team; Serve as the focal point for accountability, ensuring that systems and processes comply with applicable standards (IASC, CHS, SPHERE standards, etc.); oversee the design and monitoring of MEAL activity budgets.
Monitoring and Evaluation: Supervise the design and implementation of monitoring and evaluation plans for all projects, ensuring accurate and regular tracking of progress against objectives; develop and refine monitoring and evaluation tools and methodologies, ensuring they effectively measure program impact and outcomes; conduct regular reviews and assessments to evaluate the effectiveness of evaluation and results assessment systems and recommend improvements.
Accountability : As the focal point for accountability, develop mechanisms enabling beneficiaries and stakeholders to obtain feedback on program activities. Feedback is received, analyzed, and acted upon in a timely manner.
• Learning: Facilitate a culture of learning and knowledge sharing within the organization and support the integration of lessons learned into program design and implementation.
• Collaborate with program coordinators, project managers, and partners to ensure that MEAL activities are integrated into the program/project planning, implementation, and reporting process; coordinate with the communications officer on the dissemination of key findings and conclusions.
• Support the program team in its collaboration with external evaluators and consultants to ensure the quality of baseline, mid-term, and final program and project evaluations.
• Collaborate with the Strategic Quality Management (SQM) unit at headquarters to ensure that guidelines, policies, and tools are effectively translated and implemented at the country office level.
• Capacity Building:
– Train and provide ongoing technical support and capacity building for MEAL, program, and partner staff on MEAL processes and best practices.
– Foster a culture of learning and accountability within the organization.
• Data Management:
– Oversee the management of MEAL data systems, ensuring that data is collected, stored, and analyzed securely and efficiently.
– Lead efforts to ensure data quality and integrity by implementing quality assurance processes across all programs.
 Reporting:
– Develop templates and guidelines for MEAL reports to ensure consistency and compliance with organizational and donor requirements;
– Prepare internal reports for senior management and program teams, highlighting key performance measures, trends and recommendations;
– Co-facilitate internal review meetings to discuss and update annual reports, national results frameworks and results evaluation reports.
REQUIRED QUALIFICATIONS AND SKILLS:
Technical skills in monitoring and evaluation
• Good ability to analyze and interpret qualitative data
• Master’s degree in humanities or other fields
• Ability to conduct in-depth analysis of conflict dynamics and
contextualize them
• Experience working with young people, particularly young women, and the challenges they face in CAR
• Good command of tools
• 5 years’ experience in a similar position in an INGO.
• Be of Central African nationality.
