COOPI

COOPI Cooperazione Internazionale is an Italian secular and independent humanitarian organization that fights against all forms of poverty to improve the world. It was founded in 1965 by Father Vincenzo Barbieri. Today, COOPI is present in 33 countries across Africa, Latin America and the Middle East, with both emergency and development projects carried out by expatriate staff (an average of 150 people per year) and national staff. The main institutional funders are the European Union, UN agencies, the Italian government, local authorities and other European governments.

COOPI in the Country

COOPI has been registered in Jordan since 2017, implementing projects in protection, education and livelihood. COOPI assists both the Syrian population and host community in responding to the effects of the Syrian crisis. COOPI is currently implementing child protection, education and livelihood projects funded by EU and AICS through which the MEAL Officer will be assigned.

Role

The MEAL Officer at project level will assume responsibility for full-cycle Monitoring, Evaluation, Accountability and Learning (MEAL) of the assigned project, developing appropriate methodologies and tools to design and operationalization of MEAL processes. The MEAL officer will contribute in evidence-based project design and continuous improvements of program quality based on data, credible evidences, learnings, reporting process, improving information management and dat.

Responsibilities

Key areas of accountability

  • MEAL System Implementation & Compliance
  • Adopt/update COOPI MEAL tools (monitoring, accountability checklists, after-action reviews).
    • Ensure compliance with COOPI/donor MEAL policies; conduct data quality assessments.
    • Track project targets against MEAL plans and report deviations.
  • Tools, Data & Analysis
    • Develop data collection tools (including advanced XLS forms), databases, and reporting formats.
    • Lead data collection (quantitative/qualitative), including conducting FGDs, KIIs, and surveys using ODK/Kobo.
    • Support data analysis, visualization, and dashboard development (routine/ad-hoc).
  • Accountability & CFM Management
    • Receive, register, and maintain accurate CFM records per COOPI SOPs.
    • Ensure quality documentation of complaints/feedback; update the CFM database/log.
    • Provide regular CFM updates to the MEAL Coordinator; escalate critical issues.
    • Promote CFM awareness among teams/beneficiaries (training, sensitization sessions).
    • Support fact-finding processes for complaints as needed.
  • Learning & Reporting
    • Coordinate evaluations (internal/external), feedback mechanisms, and reflection sessions.
    • Contribute to case studies, reports, and community-based learning conversations.
    • Assist in project report development/review.
  • Capacity Building
    • Train staff/partners on MEAL systems, CFM protocols, and digital tools (Kobo, etc.).
    • Support field teams in survey implementation and tool development.
  • Additional Duties
    • Undertake tasks as required by the MEAL Coordinator.

Key Reporting Line: Directly to the MEAL Coordinator.

Qualifications and experience

  • Bachelor’s degree in a related field, such as operations research, quantitative analysis preferred.
  • Minimum of 2 years of work experience in the field of MEAL. Work experience in a similar role for an NGO will be strongly preferred.
  • Additional experience may substitute for some education.

Required Languages – Fluent written and spoken arabic and professional level of written and spoken English required.

Preferred Qualifications:

  • Excellent data collection, management, and data analysis skills.
  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data.
  • Experienced user of MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Experience in developing XLS form and use of digital data collection tools such as Kobo or preferred
