Job Title: Monitoring and Evaluation Officer

Work location: Damascus and its countryside

The contract period is three months, renewable.

Job objective

Working under the supervision of the Monitoring and Evaluation Department Manager, you will provide practical support and lead monitoring and evaluation activities. This will be done in line with the organization’s standards and procedures, as well as accountability and learning plans. You will design program monitoring tools, ensure effective monitoring of program outputs and outcomes, and contribute to annual monitoring and reporting. You will also support effective accountability systems and contribute to program learning processes. Ensure all monitoring and evaluation processes are gender-sensitive and participatory, including photo and documentation.

Main tasks

  1. Monitoring, evaluation and education:
  • Conducting periodic visits to project activities, which may be within target communities or partner implementation sites and offices, depending on monitoring and evaluation plans and the department’s need to conduct field monitoring activities.
  • Conducting follow-up and evaluation visits to the centers and attending field activities within the organization’s centers according to the tasks determined by the department’s management.
  • Submitting regular field, daily, and monthly reports to the Monitoring and Evaluation Director, in addition to contributing to the preparation of interim and final reports in cooperation with the department management.
  • Contribute to the development and updating of monitoring and evaluation tools, and translate them in a way that ensures they meet the organization’s goals and aspirations and the requirements of supporters.
  • Contribute to the development and updating of databases and the data management system within the department, in cooperation with the Director of the Monitoring and Evaluation Department.
  • Conduct audits and data analysis to ensure high-quality data, compile a report with relevant indicator data for each grant, and demonstrate the results achieved compared to the values ​​planned to be achieved in the work plan.
  • Contribute to ensuring that appropriate, high-quality, and timely support is provided to field staff in surveys, assessments, tools, and needs assessments.
  • Provide advice on data management and storage to field staff.
  • Monitor the overall implementation of the project and provide feedback to the Director of the Monitoring and Evaluation Department.
  • Contribute to the creation of a learning database and ensure its weekly and interim updates, based on the activities of implemented projects and the department’s activities in general.
  • Provide documentation and share key findings from monitoring and evaluation and other learning activities with the Monitoring and Evaluation Department Manager.
  • Collect and preserve success stories, photos, documents and files.
  • Participate in preparing and attending meetings and providing updates on learning, achievements and challenges to programs, organization management, department management and other relevant stakeholders.
  1. Accountability
  • Ensure that basic information about services provided inside/outside the centers is accessible and shared with beneficiaries using various methods (posters, information sessions, banners) in order to ensure that all community members have adequate information and appropriately available services.
  • Ensure the existence of correct and effective complaint channels within activities implemented directly by the organization or projects of the organization’s partners, document their existence, participation, and effectiveness in the field, and send a report with updates to the Director of the Monitoring and Evaluation Department in accordance with the accountability reporting plans determined by the Monitoring and Evaluation Department management.
  • Support program teams inside and outside the centers during the implementation of activities to ensure that the organization’s standards are included in induction sessions, whether directed at employees or participants.
  • Collect and separate monthly complaints and comments according to the organization’s accountability classifications and policy, according to the project and the information required in the tracking table, record the data, and send it to the Director of the Monitoring and Evaluation/Accountability Department for analysis and issuance of monthly comments/complaints reports.
  • Participate in meetings related to the Accountability Department.
  • Any other tasks related to his/her specialization, as assigned by the direct or technical manager.

Job qualifications:

  • University degree in a relevant field
  • At least two years of work experience in the field of monitoring, evaluation, accountability and learning within organizations.
  • Knowledge of using relevant software and electronic applications
  • Experience or knowledge of projects in the protection and psychological support sector

Required personal skills

  • Analytical and reporting skills.
  • Ability to solve problems in the field with partners, local committees and participants.
  • Proficiency in spoken and written Arabic, in addition to proficiency in spoken and written English.
  • Excellent computer skills in Microsoft Office programs, especially Excel, and other database applications.
  • Experience in implementing monitoring and evaluation tasks, including surveys, needs assessments, and field observations.
  • High communication skills and understanding of community sensitivity
  • Ability to prioritize, complete multiple tasks simultaneously, and work as a team within the department’s plan.
