Through emergency response, recovery, and development programming, UOSSM USA works in partnership with national institutions, local organizations, and international stakeholders to deliver integrated health, mental health and psychosocial support (MHPSS), primary health care (PHC), protection, and community-based services.
In Lebanon, UOSSM USA supports the strengthening of health and MHPSS systems through technical assistance, capacity building, quality assurance, and strategic partnerships with local organizations and the Ministry of Public Health (MOPH). The organization is committed to delivering evidence-based, people-centered interventions that improve access to high-quality, integrated services for vulnerable communities.
Position Summary
UOSSM USA is seeking an experienced Mental Health and Protection Coordinator to provide strategic, technical and quality leadership for UOSSM USA’s Mental Health, Psychosocial Support and Protection portfolio in Lebanon, while also providing regional technical support and advisory services to UOSSM USA programmes in other countries where needed.
The position will provide technical oversight to UOSSM-supported programmes and implementing partners, ensuring that mental health and protection interventions are designed and implemented in accordance with national policies, relevant sector standards, UOSSM USA policies, donor requirements, and recognized international guidelines and best practices.
Purpose of the Role
The Mental Health and Protection Coordinator provides strategic and technical leadership for UOSSM USA’s MHPSS and Protection portfolio in Lebanon and the region, across both direct implementation and partner-led programming. The position ensures the quality, relevance, and accountability of services through technical guidance, capacity strengthening, quality assurance, monitoring, and oversight, in line with national policies and systems, international standards, donor requirements, and UOSSM USA policies and priorities.
The Coordinator serves as the primary technical focal point for MHPSS and Protection, providing expertise on mental health and psychosocial support, child protection, protection case management, safeguarding, PSEA, and related protection standards and policies. The role supports the development and strengthening of organizational and partner systems, tools, SOPs, referral pathways, and staff capacities, while ensuring protection, safeguarding, accountability, inclusion, and do-no-harm principles are integrated across programming.
Key Roles and Responsibilities
A. Technical Leadership & Health Program Quality
1. Strategic and Technical Oversight
- Provide technical leadership and oversight for UOSSM USA’s MHPSS and Protection programming, whether directly implemented or delivered through partners, ensuring interventions are rights-based, inclusive, safe, accountable, evidence-informed, and responsive to identified needs.
- Develop, review, and strengthen MHPSS and Protection strategies, technical approaches, SOPs, guidelines, tools, referral pathways, and implementation standards, ensuring alignment with national systems, international standards, donor requirements, and the systematic integration of safeguarding, PSEA, accountability, inclusion, gender, disability, confidentiality, informed consent, and do-no-harm principles throughout the program cycle.
- Provide technical support to country teams and partners across projects, including needs assessments, program design, proposal development, implementation, case management, monitoring, quality assurance, reporting, learning, and program adaptation.
- Conduct technical capacity strengthening for staff and partners on MHPSS, protection principles, child protection, protection case management, safeguarding, PSEA, protection mainstreaming, safe identification and referrals, confidentiality, and survivor- and child-centred approaches; and support the establishment of appropriate protection policies, SOPs, accountability mechanisms, complaints and feedback systems, and safe programming practices.
- Conduct technical quality assessments, field monitoring visits, case management and file reviews, and program quality audits; document and analyse protection concerns and trends; and develop and follow up on technical improvement and corrective action plans.
- Strengthen safe and effective MHPSS and Protection referral mechanisms and linkages with relevant health, Protection, CP, GBV, disability, government, and specialized service providers, ensuring appropriate identification, referral, follow-up, confidentiality, and informed consent.
- Coordinate with country teams and technical leads to harmonize standards, tools, SOPs, and approaches; facilitate cross-country technical exchanges and learning; disseminate good practices; and provide coordinated technical support to country programs and partners.
- Lead technical coordination and representation in Lebanon with the MoPH, relevant government institutions, UN agencies, clusters, sector working groups, and other coordination mechanisms, while monitoring technical standards, priorities, gaps, emerging needs, and policy developments relevant to UOSSM USA’s programming.
- Contribute technical inputs to proposals, concept notes, budgets, donor discussions, resource mobilization, and partnership development, identifying MHPSS and Protection priorities, technical requirements, strategic opportunities, and potential areas for program expansion and sustainability.
2. Partner Technical Support & Capacity Strengthening
- Conduct partner capacity assessments and develop targeted capacity-strengthening plans addressing identified technical, operational, and institutional gaps, with a focus on improving the quality, effectiveness, and sustainability of MHPSS, Protection, and health services.
- Lead and coordinate partner capacity strengthening through training, coaching, mentoring, technical accompaniment, and supportive supervision on MHPSS, Protection, case management, safeguarding, PSEA, protection mainstreaming, safe identification and referrals, confidentiality, survivor- and child-centred approaches, and relevant technical standards.
- Strengthen and monitor partner systems and practices for safe identification and referral, case management and follow-up, documentation and information management, complaints and feedback, accountability, safeguarding, and compliance with UOSSM USA policies, donor requirements, national frameworks, and relevant MHPSS, Protection, and health standards.
- Conduct joint field visits, technical reviews, case file reviews, and quality assessments; identify gaps and agree on corrective actions and technical improvement plans; and facilitate partner learning, knowledge sharing, and exchange of good practices, lessons learned, and technical resources across projects.
3. Quality Assurance & Clinical Governance
- Conduct field monitoring visits to implementing partners in Beirut Mount Lebanon and Bekaa Baalbek El Hermel, for technical quality reviews across MHPSS and Protection services, assessing service quality, documentation, referrals, safeguarding, confidentiality, informed consent, and adherence to technical protocols and alignment with relevant national and international standards, ethical principles, and donor requirements.
- Monitor quality and outcome indicators, analyze monitoring findings, service data, complaints, feedback, and incident trends, and support partners to develop and implement corrective actions and continuous quality improvement plans.
- Strengthen clinical and technical supervision systems, including safe management and referral of complex or high-risk cases and appropriate escalation of protection, safeguarding, and PSEA concerns.
- Ensure beneficiary participation, feedback, complaints and accountability mechanisms are systematically used to identify gaps, improve service quality, and inform program adaptation.
4. Coordination & Technical Representation
- Represent UOSSM USA in relevant MHPSS, Protection, Child Protection, GBV, PSEA, Health, and AAP coordination mechanisms, sector working groups, technical forums, and inter-agency meetings in Lebanon and, where relevant, at regional level.
- Lead technical coordination with the MoPH, relevant government institutions, UN agencies, clusters, sector working groups, and humanitarian and development actors, ensuring alignment with national priorities, strategies, standards, and coordination frameworks.
- Maintain regular engagement with technical stakeholders and partners to identify emerging needs, protection risks, service gaps, referral challenges, and coordination priorities, and translate findings into programmatic recommendations.
5. Monitoring, Evaluation, Accountability & Learning (MEAL)
- Support the development and review of technical indicators of mental health and protection outcome monitoring, ensuring the appropriate use of validated, age-appropriate assessment tools at intake and follow-up to measure beneficiaries’ symptoms, improvements, treatment response, wellbeing, functioning, and quality of life, in line with clinical protocols.
- Ensure MHPSS, Protection, and Case Management data collection and reporting comply with confidentiality, informed consent, safeguarding, ethical data management, and data protection requirements, particularly for sensitive and individual-level case information.
- Promote the systematic use of beneficiary feedback, complaints, satisfaction, participation, and accountability mechanisms to assess the accessibility, safety, relevance, and quality of MHPSS, Protection, community based and Case Management services.
- Use findings from clinical outcome monitoring, case file reviews, protection monitoring, multidisciplinary case reviews, field monitoring, and technical audits to inform continuous quality improvement, capacity strengthening, referral system improvements, and program adaptation.
6. Reporting & Technical Documentation
- Contribute to donor reports, concept notes, proposals, and technical documentation.
- Develop technical briefs, guidance notes, clinical tools, training materials, and knowledge products.
- Maintain updated technical documentation, programme records, and quality assurance reports.
- Ensure technical documentation accurately reflects programme achievements, challenges, lessons learned, and recommendations.
B. Technical Advisory & Program Development
- Provide technical leadership in the design and development of MHPSS interventions and Protection programs.
- Provide technical input to project proposals, budgets, logical frameworks, implementation plans, and monitoring frameworks.
- Identify emerging health needs, service delivery gaps, and opportunities for programme expansion.
- Support resource mobilization efforts through technical contributions to donor engagement and proposal development.
C. Integrated Coordination Role
- Serve as the primary technical focal point between UOSSM USA and implementing partners.
- Coordinate closely with internal Programme, MEAL, Finance, Operations, and Grants teams to ensure effective, integrated programme implementation and timely workplan delivery.
- Provide regular technical updates, risk analysis, and strategic recommendations to senior management.
- Support integrated planning, workplan development, and timely implementation of programme activities.
D. Representation & External Coordination
- Represent UOSSM USA in external technical meetings, coordination forums, workshops, and stakeholder consultations.
- Strengthen collaboration with the Ministry of Public Health (MOPH), WHO, UN agencies, donors, academic institutions, and local partners.
- Promote the visibility and technical leadership of UOSSM USA’s health programming.
- Identify opportunities to strengthen strategic partnerships and enhance coordination across the health sector.
Qualifications & Experience
- Master’s degree in Mental Health, Psychology, Social Work, Public Health, Protection, International Development, or a related field; or Bachelor’s degree with substantial relevant experience may be considered.
- 6+ years of relevant professional experience in MHPSS, Protection, Child Protection, Case Management, or related humanitarian/development programming, including experience in technical coordination and program quality.
- Strong technical knowledge of MHPSS, Protection, Child Protection, Protection Case Management, safeguarding, PSEA, protection mainstreaming, and referral systems, with practical application of relevant national and international standards.
- Experience developing and reviewing strategies, SOPs, guidelines, tools, referral pathways, quality standards, and technical frameworks for MHPSS and Protection programs.
- Demonstrated experience in partner capacity assessment, technical support, coaching, mentoring, training, supportive supervision, and quality assurance.
- Experience integrating Mental Health and Psychosocial Support (MHPSS) within Primary Health Care programmes.
- Previous collaboration with the Lebanese Ministry of Public Health (MoPH) or other national health authorities is a strong asset.
- Experience working with international NGOs, UN agencies, donors, or donor-funded health programmes.
- Experience contributing to programme design, proposal development, donor reporting, and technical documentation is an asset.
Skills & Competencies
- Strong technical knowledge of Mental Health and Psychosocial Support (MHPSS), Protection, Child Protection, Protection Case Management, safeguarding, and PSEA, with practical application in humanitarian and community-based settings.
- Strong understanding of WHO, IASC MHPSS Guidelines, Sphere Standards, Core Humanitarian Standard (CHS), protection principles, and relevant Lebanon MoPH/National Mental Health Programme frameworks.
- Strong technical leadership, coordination, facilitation, representation, and stakeholder engagement skills, including engagement with MoPH, UN agencies, clusters, partners, and technical working groups.
- Demonstrated ability in partner capacity strengthening, coaching, mentoring, supportive supervision, technical monitoring, and quality assurance.
- Strong analytical, problem-solving, technical writing, reporting, and proposal development skills, with the ability to translate evidence and technical standards into practical programming.
- Strong understanding and application of safeguarding, PSEA, confidentiality, informed consent, data protection, accountability, inclusion, gender, disability, and do-no-harm principles.
- Excellent communication, interpersonal, facilitation, negotiation, and relationship-management skills, with the ability to work effectively across multidisciplinary and multicultural teams.
- Ability to manage multiple priorities, work independently, provide technical leadership across partners and countries, and perform effectively in complex and changing humanitarian environments.
- Proficiency in Microsoft Office, data analysis, reporting, and relevant digital/health information management systems.
Languages
- Fluency in Arabic and English required.

Reporting Line
Reports to: Regional MHPSS Coordinator
- Technical and Managerial Reporting: The Mental Health and Protection Coordiantor will report technically to the Regional MHPSS Coordinator, ensuring alignment with UOSSM’s USA technical standards, protocols, and programmatic guidance.
