Location: Middle East (Iraq, Lebanon, Syria and Yemen)
SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
General objectives:
- Develop a relevant Regional FSL strategy meeting the region humanitarian needs, linked to the regional strategy and with annual country strategies of the region, and with strategic policies, directions and positioning of the organization;
Provide a direct operational support in countries when necessary (50% of the time on the field in average); - Develop strategic partnership with humanitarian and development NGOs/associations (local and international), universities and research institutes, training organisms, private sector, foundations, institutional donors (in close link with SI HQ donors policies and strategies), and any stakeholder that might be relevant for the implementation of quality interventions in the region;
- Identify, propose, design and submit concrete regional projects proposals to potential donors, coordinating closely with the missions and HQ;
- Contribute to institutional knowledge building, expertise building, advocacy and improvement of programmatic practices of SI;
- Facilitate a Community of Practice between FSL teams in the region, promoting horizontal learning between SI missions in Middle East
- Contribute to the visibility and external positioning of SI in the region.
Specific challenges:

- Expertise to cover all range of FSL subsectors: Food security / cash / agriculture development & agroforestery / LLH & ERMS …
- High expectations regarding environment & Climate Change Adaptation support from missions
- 4 missions having very different needs of support and setup and capacities
Priorities for the 2-3 first months:
- Support misisons in strat revision process
- Support elaboration of FSL / env / CCA regional proposal
- Support position taking of LEB FSL Coo and department setup
- Specific support to Yemen FSL Coo (see PoA) especially regadring CCY
- Follow up launch and implementation of Iraq AFD project
Education and experience:
- Master degree in Agriculture Engineering or equivalent
- 5 years in the humanitarian sector
- 2-3 years on similar position
Specific skills:
- Technical skills : Agro / Env / CCA / ERMS /Cash
- Strong interpersonal and communication skills & Capacity to adapt the support / language to the different needs and capacity of each mission or FSL Coo
- Strong coordination skills and team spirit & analytical and strategizing skills
- Capacity to handle heavy workload and to prioritize

A salaried position:
According to experience, starting from 3080 EUR gross per month (2800 EUR base salary + 10% annual leave allowance paid monthly).
The per diem depends on assigned mission / as per allocation methodology.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks:
During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package:
Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
