Migration and Protection Delegate for Mali and Niger At Danish Red Cross

Danish Red Cross is looking for a Delegate to manage our migration and protection project and support to Mali Red Cross Society (MRCS) and Niger Red Cross Society (NRCS). To develop and implement the DRC projects and to ensure that people on the move as well as vulnerable communities are protected and less affected by disasters and crisis.

Throughout the past decade, a multidimensional crisis has unfolded in the Central Sahel as a result of political and economic instability, the severe effects of climate change and rising insecurity. The crisis has fostered an unprecedented level of complex needs for millions of people. Responding to the crises in Central Sahelian countries, Burkina Faso, Niger and Mali, is a key priority in the Danish Red Cross international strategy 2022-25.

Mali is one of the largest countries on the African continent. Located in western Africa, Mali is a landlocked country that suffers from hazards such as droughts, floods and landslides, but also systematic issues such as poor health care systems, violence and political instability. Amongst the population of around 20 million, about 53% of the population live in rural areas and 44% of the population live below the World Bank poverty line, making Mali one of the least developed countries in the world, affecting populations health, safety, livelihoods, and access. Similarly to Mali, Niger has high poverty rates of around 42% and suffers from hazards such as droughts, floods and landslides. With a population of 25 million people, Niger is more densely populated in the south. 84% of the population lives in rural areas, leading to a high dependency on agriculture for food security and livelihoods leading to climate related vulnerabilities. Niger also suffers from high rates of displacement, political instability and violence, affecting populations health, safety, livelihoods, and access.

Since 2007, the Danish Red Cross (DRC) has worked in a bilateral partnership with the Mali Red Cross (MRC). Currently, eight projects are being implemented in various regions like Ségou, Bla, Mopti Djenne, Gao, Tombouctou, Kayes, Taoudeni, Menaka and Bamako within Disaster Preparedness, Anticipatory Action, Health, Disaster Risk Reduction (DRR)/Resilience, Cash and Voucher Assistance (CVA), Migration, Mental Health and Psychosocial Support (MHPSS), Branch Development and National Society Development (NSD).

The partnership between the Niger Red Cross (NRC) and the Danish Red Cross (DRC) started in 2017, with the initial aim of providing support to migrants and host communities in the capital city of Niamey, in response to the deteriorating situation faced by migrants along their migratory route towards Europe. This partnership was further solidified through the implementation of a comprehensive migration project that concentrated its efforts in Niamey and Zinder regions.

A DANIDA funded project covering the two countries, called Pathways to Protection (P2P), was launched at the end of 2024 with a timeline until December 2029. It aims to respond to vulnerabilities of migrants in Mali and Niger by providing inclusive and comprehensive assistance to migrants. DRC, together with Host National Societies Mali Red Cross and Niger Red Cross, are responsible for the implementation of this project in Mali and Niger. The project also involves the Red Cross Red Crescent Movement as well as Danish Refugee Council. The project Pathways to Protection (P2P) in Mali is implemented in Kayes, Gao and Bamako Regions. In Niger the implementation locations are Niamey and Agadez. It assists displaced communities by providing protection activities, humanitarian assistance, psychosocial support and enhancing social cohesion among communities in conflict.

Responsibilities

Under the lead of the Country Managers in respective countries, the Migration & Protection Delegate will be responsible for:

  • Ensure correct implementation of activities in the Pathways to Protection (P2P) program, in a timely manner and in accordance with Danish Red Cross quality standards
  • Support the monitoring of activities, ensure capacity building of the two host national Societies teams, as well as other stakeholders
  • Support in developing Host National Societies (HNS) capacities within Migration (Displacement), Protection, Social Cohesion, and other humanitarian and emergency related thematics
  • Write the monthly, quarterly and annual narrative reports and coordinate closely with the DRC delegation finance team for the financial reporting
  • Propose and develop new initiatives in and the scope of the program and in-line with the regional priorities of DRC
  • Ensure together with the two HNS that the DRC supported programs are in line with DRC partnership approach and Standard Operational Procedures, DRC International Strategy and respective national societies strategic plan as well as the RCRC Movement’s Humanitarian Principles
  • Ensure the overall monitoring of the programs to be compliant with donor requirements, which includes budget follow up, reporting, communication with internal DRC functions and collaboration for optimizing programs. Supporting, guiding and overseeing work of counterparts in the two Country Offices

Experience and qualifications:

Required:

  • Excellent command of French and English, written and spoken
  • Bachelor’s degree or equivalent education in a relevant field (e.g., Project Management, International Humanitarian law, Migration Studies, Humanitarian Studies, International Relations, Law, Social Sciences)
  • Minimum of 5 years of relevant experience in project management, coordination, and relevant thematic areas
  • Minimum 4 years of experience international work in diverse humanitarian settings
  • In-depth knowledge of protection monitoring and case management (GBV/Child Protection)
  • Documented experience from working with local partners and in fragile settings
  • Documented ability to deliver on project cycles, especially in long-term humanitarian programmes
  • Documented experience with common programme management tools (LFA, evaluation criteria, M&E plan, etc.)
  • Experience with project budgeting and finance monitoring
  • Good communication skills
  • Knowledge and experience with organizational development and strategic planning
  • Proficiency in Microsoft Office applications

Preferred:

  • Red Cross Red Crescent Movement experience
  • Experience with representation (external relations) and fundraising
  • Experience working in high insecure contexts
  • Knowledge of the international legal framework relating to migration and human rights (including gender-based violence and child protection)
  • Programme Monitoring, evaluation and learning (PMEAL) including data collection and analysis.
  • Valid manual driver’s licence

The contract period is 1 years with the possibility of extension. Starting date is as soon as possible. The duty station is Bamako, Mali with frequent travel to Niger. The position is a non-family position with current R&R cycle of 12 weeks. The classification of R&R duty stations is revised yearly and is subject for change. Regular travels to the programme areas are required.
