Mission France – Field Coordinator in Ile-de-France (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, or even exclusion from healthcare.

As part of a newly created position, we are looking for a Project Coordinator in the Ile-de-France region.

Context

MSF’s France Mission provides assistance to migrants in situations of extreme social, medical, and/or psychological vulnerability within France and conducts advocacy work to facilitate their access to their legal rights. It currently has three projects, in the ÃŽle-de-France region, Calais, and Marseille, focused on providing multidisciplinary (medical, psychological, social, and legal) support to unaccompanied minors seeking asylum.
The
project in ÃŽle-de-France comprises three components:

  • A day center dedicated to unaccompanied minor girls in the aftermath of their legal battles, located in Pantin. In this space, the girls can rest and take advantage of various services (showers, food, hygiene products, rest) and participate in diverse socio-educational activities. They also have access to individualized support from a team of professionals covering social, legal, medical, and mental health aspects.
  • For the most vulnerable among them, the second part of the project is a social accommodation of 20 places where young people can rebuild themselves and work on an individualized project with a team of dedicated social workers who offer them closer support.
  • The third component of the project is a mobile clinic that takes place every week at the Porte de la Villette with a team of volunteer doctors. They offer medical consultations unconditionally and can also be deployed spontaneously at the request of medical or community partners, depending on the needs.

Mission

In close collaboration with the mission coordination team, define the project’s operational strategy. Be responsible for MSF’s operational response within the project and coordinate the implementation of MSF’s program. Identify the needs of the target population and the humanitarian issues at stake.
Ensure compliance with MSF’s charter, ethical standards, and policies in order to achieve the organization’s objectives and contribute to improving the living conditions and health of displaced people in the ÃŽle-de-France region. Work
within a multidisciplinary team (social, legal, physical health, mental health, and accommodation):

  • Coordinate the execution of the various components of MSF’s project activities in Ile de France;
  • To ensure good team management;
  • Define and adjust the operational objectives, indicators and resources necessary for quality support of the target audience;
  • To represent MSF to all institutional, associative and collective actors involved in welcoming exiles and particularly young migrants in Ile de France.

Main responsibilities

Monitoring and implementation of project activities:

  • To be responsible for and supervise the execution of programs and the implementation of the validated intervention strategy for 2026: coordinate the execution of the three components of activities: day care, accommodation and mobile clinic.
  • Define the organizational and communication methods within the teams to ensure the smooth running of the project; coordinate and ensure the complementarity of activities between them and support the team on a daily basis in terms of operational analysis, advice, decision-making, and management of complex decisions.
  • Ensure that monthly activity reports are written for the coordination team, proposing corrections to the activity if necessary.

Monitoring and analyzing the context:

  • To provide a contextual analysis on migration issues in Ile-de-France, particularly concerning exiles and unaccompanied minors.
  • Participate in data analysis and report writing to enable the implementation of the communication and advocacy strategy, in accordance with the project objectives.
  • Create links with the associative and institutional partners of the project’s working environment by meeting with the various authorities and operators of the city, region or State to facilitate the integration of the MSF project in Ile de France and the search for concrete solutions for the public welcomed.
  • To mobilize the support of the coordination team and the unit in order to advance the priority topics of the project.

Team management:

  • Ensuring team management: supervising a multidisciplinary team, monitoring schedules, distributing tasks, managing leave, supporting and evaluating team members.
  • Managing HR conflicts in conjunction with the HR department.

Administrative, HR, financial and logistical monitoring:

  • Ensure that the various members of the team (employees and volunteers) respect the charter, policies and image of MSF.
  • Ensure the proper application of HR policies and associated processes in the project (recruitment, briefing/debriefing, evaluation, staff training and internal communication) in order to ensure both the team size and the amount of knowledge required for the project activities.
  • Establish the financial and HR resource requirements with the HR/finance manager and in collaboration with the HR/finance coordinator.
  • Ensure compliance with internal procedures (purchasing and supply, medical care, HR framework).
  • Participate in the development, validation and monitoring of the budget.

Safety and health of the teams:

  • Ensure the definition and monitoring of the project’s security policy in collaboration with the head of mission and the logistics coordinator; conduct regular monitoring of the context and adapt the security rules according to its evolution; ensure that the project teams regularly have knowledge and understanding of the security rules.
  • Participate in the integration of new staff by ensuring they receive the necessary information on the context, project objectives and security constraints; ensure the well-being of team members, particularly their stress levels and working conditions in collaboration with the mission’s medical coordinator and HR coordinator, by seeking and proposing solutions in the event of identified mental health problems.

Desired profile

  • Bachelor’s degree (or equivalent) and above.

Experience :

  • Professional experience of at least two years working with exiled populations is desirable.
  • Experience of at least 2 years in coordination or project management in humanitarian aid, within MSF or an international NGO, or in the medical-social sector. Knowledge of the social, institutional and associative sector in France.
  • Knowledge of the specificities, challenges and associative network in Ile-de-France is a plus.

Languages : Fluency in French is required.

Status and conditions

  • Fixed-term contract (CDD) of 12 months, renewable.
  • Full time, 39 hours/week.
  • €3,645.39 gross monthly salary over 13 months.
  • 22 days of paid time off per year. Supplementary health insurance fully covered by Doctors Without Borders. Meal vouchers with a face value of €12 (60% covered by MSF). 50% reimbursement of public transport pass or equivalent.
