Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
Mission France is seeking a Nurse Supervisor for its project in Calais.
CONTEXT
MSF’s France Mission provides assistance to migrants in situations of great social, medical and/or psychological vulnerability in France and conducts advocacy work to facilitate their access to common law.
Since December 2017, Mission France has been providing assistance to migrants. It ensures medical, psychological, legal and social support for people excluded from healthcare and advocates for access to care for vulnerable foreign nationals, particularly women living in camps in the Dunkirk area.
Mission France currently has three projects:
– In the ÃŽle-de-France region. The project has been running since December 2017. Initially focused on providing medical, psychological, social, and legal support to unaccompanied minors undergoing appeals (day care and accommodation), it has evolved significantly by specializing in young women seeking recognition of their minority status. This is complemented by a mobile clinic run by a team of volunteers.
– In Calais and along the North Coast. Opening in summer 2023. Day center for unaccompanied minors offering respite and activities; mobile clinics for the general public (adults, families, minors), including mental health services. Seasonal activities complement these, with coastal outreach programs from spring to autumn for displaced persons rescued from shipwrecks, and in winter, emergency shelter for the most vulnerable.
– In Dunkirk. The project aims to meet the growing needs of exiled women, girls, and families living in extremely precarious conditions on the Dunkirk coastline. In close partnership with the Refugee Women’s Centre, it focuses on providing medical care for women (gynecology, pregnancy monitoring, sexual and reproductive health), mental health support, emergency shelter for single women, strengthening the detection and management of sexual violence, as well as a documentation and advocacy component on violence and the lack of essential services in the area.
The communication and advocacy aspect is central to this mission, which takes place in a country that has the means to welcome people with dignity but willfully neglects migrant populations.
ASSIGNMENT
Plan, organize and evaluate activities related to nursing care and associated teams, in accordance with MSF values, policies and protocols and universal health standards, in order to guarantee the quality and continuity of care and developments of the action plan.
Responsibilities:
- To perform the functions and tasks associated with nursing care, that is to say to act as a nurse when required or necessary, in order to optimize resources, by contributing one’s knowledge and experience.
- Implement all hygiene protocols and procedures and ensure that your team follows the same standards, in order to guarantee the quality of care and service in your specialty.
- Organize and coordinate the activities of your team (weekly schedule, annual leave, absences, etc.), evaluate their performance, define and cover staff training needs in order to ensure human resource needs are met and maintain a high level of quality.
- Perform and/or supervise the management of the (decentralized) pharmacy and medical equipment (ordering medications, monitoring reserves, storage conditions, inventories, monitoring expired medications and their destruction, medication consumption, etc.) in his/her department, in order to efficiently meet equipment needs.
- Ensures that personnel using medical devices are qualified and trained. Ensures that cleaning procedures (user protocol) for medical devices are followed. Reports medical device malfunctions to the project’s biomedical department.
- Perform and/or coordinate administrative tasks (discharge formalities, transfers, etc.), data and information collection tasks (patient records, forms, statistics, etc.), and prepare regular reports to provide up-to-date and reliable information on day-to-day project activity, performance and results, and thus assist in decision-making.
Specific responsibilities for the France Mission:
Perform the functions associated with the nursing care program:
- Assess the health status and identify the medical needs of beneficiaries seen in day care, mobile clinic, outreach and permanent care and other settings.
- Coordinate the care of beneficiaries throughout their care pathway (making external appointments, good understanding of taking treatments, follow-up of consultations with other services).
- Ensuring proper internal referral of patients within the organization and towards accessible and appropriate healthcare structures under Common Law (PASS consultations, CMP, dental PASS, etc.).
- Support for other actors in the implementation of tools for assessing mental health needs.
- Ensure that planned activities take into account safeguarding requirements, allow for the safe care of assisted persons, and that beneficiaries and staff can report any type of abuse to the project coordinator.
Supervise the somatic activity of the project:
- Contribute to the direction of the project, through participation in strategic and operational discussions, in collaboration with the project coordinator, the medical project lead, and the medical manager of the migration unit.
- To contribute to ensuring that somatic health activities are integrated into the multidisciplinary strategy of the project.
- Documenting issues not yet listed in order to improve the quality of care and medical guidance (in connection with the health advocacy mission of the France mission).
- Collaborating with various stakeholders and partners to ensure the care and medical follow-up of beneficiaries, while developing a strong health and social network with institutions and partners. Ensuring care coordination to reconnect with mainstream services, and partnership coordination between medical coordinators.
- Support and guidance for specific cases
- Apply and propose improvements to the tools and training chosen by the mental health department to better support individuals.
- Participate in the creation and adherence to Standard Operating Procedures (SOPs) related to the risks of physical and verbal aggression during contact with certain patients in crisis and agitation situations and/or families in a state of aggression.
- Ensures proper administrative, HR and logistical management of activities in collaboration with the project’s logistics, HR and finance manager.
- Supervise the volunteer team (where applicable) in collaboration with the project’s logistics, HR, and finance managers, integrating them into activity schedules as needed. Organize their support for external activities by ensuring information sharing (briefings, schedules, care standards), providing appropriate support and training, and supplying the necessary medical equipment and supplies for their work.
Participate in the multidisciplinary care of the patients encountered:
- Working with other team members to ensure comprehensive care and to report sensitive information concerning patients (victims of violence, torture, specific referral of vulnerable people).
- To develop and collectively organize a health education dynamic by developing individual and group sessions, and to provide information on the operation of common rights mechanisms for access to health.
- Compile medical data entered during consultations into the database and prepare regular reports to provide up-to-date and reliable information on project activities and results, thereby supporting decision-making. Ensure the confidentiality of medical data.
- Work on impact indicators and quality monitoring with the project’s medical lead.
- Participate in the drafting and review of medical protocols with the project’s medical lead, in order to ensure care complies with MSF standards and ARS recommendations.
- Participate in multidisciplinary meetings.
Representation:
- In close collaboration with the project coordinator and the communication and advocacy coordinator, ensure the follow-up of data collection and testimonies.
- Participate in communication and advocacy activities in your area.
Desired profile
Education: Recognized nursing diploma required. Advanced practice diploma in mental health and/or social support preferred. AFGSU level 2 certification.
Experience :
- A minimum of two years of experience is required.
- Experience with MSF or other NGOs and in developing countries is desirable.
- Experience in the field of mental health promotion, education and care is desirable.
- Knowledge of the French healthcare system, child protection, reception and care arrangements for unaccompanied minors and the desired precariousness.
- Experience in multidisciplinary work.
- Experience working with an audience of teenagers or young adults.
Knowledge: Proficiency in computer skills (Word, Excel and internet) is required.

Employment conditions
Status: 5-month fixed-term contract, full-time (39 hours per week). Position based in Calais with possible travel along the northern coast (particularly Dunkirk). No remote work.
Compensation and benefits:
- €3,232.89 gross monthly salary over 13 months.
- 22 days of paid time off per year. Supplementary health insurance fully covered by Doctors Without Borders.
- Meal vouchers with a face value of €11.00 (60% covered by MSF).
- Coverage of 50% of public transport subscription (weekly, monthly or annual) or bicycle kilometers.

Due to administrative constraints related to the duration of the contract, candidates must already have a work permit in France (citizen of the European Union) or a residence permit allowing them to work on French soil.
