1. Background and justification
SOS MEDITERRANEE is a European civil sea rescue organisation whose mission is to provide assistance to people in distress in the Mediterranean Sea, to protect and assist survivors and to provide testimony on the situation in the Mediterranean Sea.
SOS MEDITERRANEE has recently carried out in-depth work, resulting in:
- A complete review of job descriptions to ensure a clear, up-to-date and consistent description of the responsibilities and skills expected.
- The development of a new job classification grid, defining hierarchical levels and function categories.
As a continuation of this process, the organization now wishes to build a salary scale that is coherent, equitable and aligned with the realities of the humanitarian sector, the principles of internal equity and budgetary sustainability.
2. General objective
Construct a salary scale adapted to the new job classification scale and the diversity of work rhythms within SOS MEDITERRANEE, (sea/land) respecting the principles of fairness, transparency and competitiveness, while ensuring the financial viability of the organization.
3. Specific objectives
- Support the analysis of existing classification levels to deduce consistent salary ranges.
- Carry out a benchmarking of the remuneration charged by comparable humanitarian NGOs, in France and/or in other relevant contexts.
- Propose a structured salary scale with ranges by classification level and by function, integrating a logic of evolution (seniority, performance, etc.).
- Formulate operational recommendations for the progressive implementation of this grid.
4. Expected results
- Salary scale built on the basis of internal classification.
- Benchmarking report on salary practices in the humanitarian sector.
- Document analyzing and justifying the methodology used.
- Recommendations for applying and updating the grid.
- Presentation of results to relevant stakeholders.
5. Suggested methodology
The mission will have to adopt a rigorous and participatory approach, structured around the following stages:
- Familiarization with the classification framework and job descriptions
- Understanding the different work rhythms of the contracts carried out by SOS MEDITERRANEE
- Review of current remuneration practices
- Carrying out targeted benchmarking on similar organizations
- Development of the salary scale
- Return of work for validation and possible adjustments
6. Duration of the mission
The mission is estimated to last 20 to 30 days between September 1 and October 31, according to a schedule to be agreed with SOS MEDITERRANEE.
7. Profile sought
- Solid experience in compensation management and salary scale design
- Very good knowledge of the non-profit/humanitarian sector.
- Mastery of HR benchmarking and job classification methodologies.
8. Expected deliverables
- Rapport de benchmarking.

- Report on methodological analysis and justification of the ranges.

9. Selection procedures
