DanChurchAid (DCA) is seeking applications for a Monitoring and Evaluation Officer for its Country Office in CAR. The Monitoring and Evaluation Officer will be based in Bocaranga (Ouham-Pendé), with frequent field trips (localities of Bocaranga, Koui and Ngaoundaye). The main role of the Monitoring and Evaluation Officer is to:
- Carry out data collection and analysis for project monitoring and evaluations,
- Train project teams and investigators in the use of data collection tools, define their objectives and monitor achievements,
- Collect qualitative and quantitative data through focus group discussions and key informant interviews,
- Manage the tools used for data collection, ensuring their proper functioning, rapid data sharing, and requesting maintenance or replacement if necessary.MAIN TASKSImplementation of the MEAL system (Monitoring – Evaluation – Accountability – Learning)
- Develop the MEAL plan for each project and ensure its implementation,
- Support the development/revision of indicators (qualitative, quantitative),
- Develop the ToRs and methodological tools (questionnaire, ESS and FGD guides, etc.) for the entire MEAL process,
- Create/adapt data collection and analysis tools: rapid needs assessment, surveys, baseline study, REAL TIME Evaluation (RTE), end-line impact studies, follow-up field visits, focus groups, etc.Evaluation, analysis and data collection
- Setting up questionnaires on data analysis applications,
- Organize all monitoring, evaluation, accountability and learning activities: rapid needs assessment, surveys, baseline studies,
- Recruit investigators and consultants, train them, supervise them and supervise/evaluate their work and guarantee the quality of the work,
- Participate in needs assessments and project development.Monitoring and reporting of project activities
- Collect field data (quantitative and qualitative data), analyze it and produce the reports and other requested documents,
- Provide advice and coaching in Monitoring and Evaluation to project teams,
- Organize follow-up meetings involving all key project members,
- Monitoring compliance with the logical framework, the implementation of activities, results and compliance with the schedule,
- Develop a dashboard for the current project,
- Participate in the development of internal reports and reports shared with donors.Production of evidence and knowledge management
- Write success stories and produce images (photos, videos),
- Produce monthly bulletins, capitalization documents, databases and manage them,
- Promote the dissemination of good practices and lessons learned within and between different teams,QUALIFICATIONSTechnical skills in monitoring and evaluation:
- Good ability to analyze and interpret qualitative data, mainly data related to the areas of mental health, gender, peacebuilding and democracy,
- University degree in human sciences,
- An ability to conduct an in-depth analysis of conflict dynamics and contextualize it,
- Experience working with young people, particularly young women and the challenges they face in CAR.
