Monitoring Evaluation Accountability and Learning Manager (MEAL) Manager At International Rescue Committee

Based in Hinche, the MEAL Manager reports to the Country Programme MEAL Coordinator and is responsible for the implementation, strengthening, and oversight of the MEAL system across all intervention areas in the Central, Artibonite, and Western regions. This includes ensuring the quality, analysis, and use of data for the strategic and operational management of programs. In this capacity, they ensure that data from various sources, including routine data, evaluations, and beneficiary feedback mechanisms, are systematically collected, documented, analyzed, and used to inform planning, performance monitoring, and the continuous improvement of interventions.

The MEAL Manager also ensures regular monitoring of the implementation of activities, ensuring alignment between activities carried out, expected results and indicators of the logical framework, in particular through monitoring of ITT and PID.

He/she is also responsible for monitoring partners’ work plans, by putting in place structured mechanisms for periodic review (monthly and quarterly), allowing progress to be assessed, gaps to be identified, and adjustments to be made necessary for the proper execution of projects.

Main responsibilities:

1. Data Management and Quality Assurance
• Continuously improve and adapt existing MEAL tools and methodologies to optimize the quality, reliability, and efficiency of collected data.
• Supervise data collection activities (quantitative and qualitative), ensuring a high level of integrity, accuracy, and completeness.
• Implement regular data verification to guarantee the quality of the data produced.
• Ensure data triangulation (registers, surveys, beneficiary feedback, SNIS/DHIS2 data) to strengthen the robustness of analyses.

2. Program Design, Reporting, and Compliance
• Ensure program alignment with IRC MEAL standards and donor requirements.
• Contribute to project design (Logical Framework, indicators, ITT, MEAL plan) by ensuring coherence between activities, results, and indicators.
• Oversee the reporting schedule, ensuring timely data submissions that meet quality requirements.
• Produce regular analyses (dashboards, monthly reports, trend analyses) to support programmatic decision-making.
• Support program teams in preparing donor and internal reports, ensuring the consistency and quality of reported data.

3. Implementation Monitoring, Performance Review, and Learning
• Ensure regular monitoring of the implementation of activities in line with operational plans and indicators in the logical framework.
• Monitor and analyze performance through the ITT and dashboards such as the PID, identifying gaps.
• Oversee the monitoring of partners’ work plans, including periodic reviews (monthly and quarterly) to assess progress and adjust implementation.
• Document and disseminate best practices, lessons learned, and programmatic innovations.

4. Evaluations and Learning
• Contribute to the design and implementation of surveys (baseline, midline, endline, satisfaction, PDM).
• Support the conduct of internal and external evaluations, ensuring methodological quality and the use of results.
• Promote the use of data for organizational learning and the adaptation of interventions.

5. Team Management and Capacity Building
• Organize and facilitate training sessions on MEAL tools, data quality, and analysis.
6. Accountability and Data Use
• Ensure the integration of beneficiary feedback mechanisms into the MEAL system as a key data source for analysis and decision-making.
• Ensure that feedback data is analyzed and used to improve the quality and relevance of programs.

7. Cross-functional Responsibilities
• Participate in training sessions identified by the supervisor to enhance professional skills.
• Promote and uphold the IRC’s core values: Integrity, Service, and Accountability.
• Actively contribute to the prevention of sexual exploitation and abuse (PSEA) by ensuring a safe and respectful environment for beneficiaries and staff.

Job requirements:

• Bachelor’s degree in statistics, public health, social sciences, development studies, project management, or another relevant discipline. A master’s degree in a relevant field is an added advantage.
• 4-5 years of consistent and successful experience in monitoring, evaluation, accountability, and learning – specific experience in feedback management will be an added advantage.
• Demonstrated understanding of project management in a similar role/with similar responsibilities in a multi-sectoral and multi-donor environment.
• Good written and spoken English skills.
• Strong ability to work in a diverse team.
• Willingness to work under pressure and in stressful situations with minimal supervision and without compromising deadlines or quality.
• Values ​​diversity and sees it as a source of competitive strength.
• Good communication, presentation, and interpersonal skills.
• Excellent computer skills and proficiency in Word, Excel, PowerPoint, Kobo Toolbox, CommCare, Power BI, and QGIS.
• Proficiency in artificial intelligence tools applied to data management and analysis is an asset.
• Sound understanding of data protection principles, including confidentiality, security, ethics, and compliance with applicable regulations.
• Willingness to work in the field under challenging conditions.
