Mission
Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian law by Armed Groups and De Facto and/or Provisional Authorities (AGDAs) in armed conflicts and other situations of violence, particularly those related to the protection of civilians. Geneva Call focuses its efforts on prohibiting the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict, working to eliminate gender discrimination, protecting civilian infrastructure, and ensuring humanitarian access.
Context
Lead the implementation and adaptation of MEAL systems for the Geneva Call Country Mission in Colombia, ensuring they respond to a complex and rapidly evolving conflict environment. The role focuses on maintaining data quality, supporting real-time monitoring, and strengthening accountability to affected populations.
The MEAL Officer ensures that the collection, analysis, and presentation of data contribute to timely and evidence-based decision-making and adaptive programming, in close coordination with the program teams in Colombia.
Role
Under the direct supervision of the Country Director and with a technical reporting line to the Global MEAL Leader, the MEAL Country Officer supports the development, implementation and management of monitoring, evaluation, accountability and learning systems at the country level.
The position ensures data quality, supports evidence-based decision-making, and strengthens accountability to affected populations through effective feedback and learning processes.
Working relationships
- Internal: Country Director, Programme Coordinator, programme and support staff, Headquarters MEAL Unit, Headquarters-based Africa Regional Team, and other relevant support functions as needed
- External: Implementing partners, beneficiaries, and relevant coordination platforms
Functions and responsibilities
Monitoring and Evaluation
- Develop and implement MEAL frameworks and plans at the project level.
- Implement monitoring systems and tools in program activities.
- Monitor progress against indicators and ensure alignment with logical frameworks.
- Ensure compliance with the organization’s MEAL standards and donor requirements in program activities.
- Perform periodic on-site monitoring, data verification, and quality assurance controls.
- Support baseline, end-line, and other assessments, including data collection and coordination.
- Provide MEAL inputs for internal and donor-directed reports.
- Support the design and adaptation of monitoring tools and methodologies to the operational context.
- Contribute to the development of evaluation frameworks, including indicators, sampling approaches, and data collection methods.
Accountability and Learning
- Establish and manage feedback and complaint mechanisms in accordance with the program design and operational context.
- Track, document, and respond to feedback and complaints in accordance with protocols.
- Facilitate regular learning and reflection sessions with program teams.
- Support the integration of learning into the design and implementation of programs.
Data Management and Analysis
- Maintain databases, tracking tools, and information management systems, ensuring data accuracy.
- Perform routine data analysis to report on program performance.
- Develop dashboards and basic data visualizations.
- Ensure that data is systematically stored, cleaned, and made available for reporting and evaluation purposes.
Training and Capacity Building
- Train and support field staff and partners on MEAL tools, data collection methods, and reporting requirements.
- Provide practical support to staff and partners to strengthen MEAL practices.
Additional features
- Propose improvements to MEAL processes and tools based on field experience.
- Support coordination with partners in activities related to MEAL.
- Support the drafting of donor reports and proposals, ensuring that MEAL inputs are evidence-based.
- Support the coordination of external evaluations, including interaction with consultants and stakeholders.
- Perform other relevant tasks as assigned.
Requirements
Essentials
- University degree in Monitoring and Evaluation, Social Sciences, Development Studies or a related field.
- Formal training in MEAL, data management or data analysis.
- Proficiency in Kobo/ODK, Excel and data visualization tools (e.g., Power BI).
- Strong skills in tracking, verifying, and presenting data.
Desirable
- Certification in MEAL systems, data evaluation or analysis.
- Certification in project or program management (e.g., PMP, PRINCE2).
Experience
Essential
- Minimum 5 years of professional experience, including at least 3 years in MEAL-related roles.
- Experience in implementing surveys, maintaining databases, and contributing to analytical reports.
- Familiarity with MEAL systems and donor reporting requirements.
Desirable
- Experience in humanitarian contexts and fragile environments.
- Experience in coordinating with partners and in multi-stakeholder environments.
