In Central America and Mexico, natural disasters, violence, and displacement have exacerbated the current humanitarian crisis. The United Nations estimates that around 4.6 million people in the region are in need of humanitarian assistance.
Millions of people across the region are suffering from food insecurity and malnutrition, with a diminishing response capacity further exacerbated by El Niño. This includes 2.6 million people in Guatemala, 1.2 million in Honduras, and 700,000 in El Salvador, all in need of humanitarian action.
Widespread extreme violence has led to humanitarian and protection needs comparable to those in war zones. The consequences include forced displacement, movement restrictions or confinement, sexual and gender-based violence, forced recruitment (including of children), extortion, and increasingly limited access to essential services and livelihoods.
Vulnerable people require humanitarian assistance to meet basic needs such as protection, food, housing, and education. Asylum seekers often have limited access to services and employment, are exposed to xenophobia and discrimination, and require legal assistance.
In El Salvador and Honduras, the state of emergency is affecting humanitarian access to vulnerable communities. This often affects children, who become heads of households.
The Multinational Sexual and Gender-Based Violence and Child Protection in Emergencies Specialist (SGBV-CPIE) will lead and provide strategic guidance on Sexual and Gender-Based Violence and Child Protection in Emergencies initiatives in Mexico, Guatemala, Honduras, and El Salvador.
PURPOSE OF THE POSITION:
The Child Protection in Emergencies Sexual and Gender-Based Violence in Emergencies Specialist (SGBV-CPIE) will lead and provide strategic guidance on the Sexual and Gender-Based Violence (SGBV) in Emergencies initiatives in Mexico (CPIE), Guatemala, Honduras, and El Salvador . This role focuses on improving the quality and impact of SGBV-CPIE programming through technical support, coordination with local and international stakeholders, and strategic leadership in emergency response within the cluster.
The specialist will represent Plan International at relevant global forums related to Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE).

MAIN RESPONSIBILITIES:
1. Leadership and strategy:
- Provide strategic direction for the development and implementation of Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) programs in the Cluster countries (Mexico, Guatemala, Honduras, and El Salvador).
- Lead Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) needs assessments and support the development of contextualized interventions.
- Coordinate Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) responses and ensure alignment with global standards and best practices.
2. Program development and management:
- Design and lead the Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) program portfolio, ensuring integration with broader regional strategies.
- Support country offices in developing proposals and securing funding for Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) initiatives, as well as ensuring the mainstreaming of CPiE into multisectoral initiatives.
- Oversee program execution, ensuring quality control and compliance with deadlines and budgets.
3. Training and technical support:
- Provide ongoing technical training, mentoring, and coaching to country program staff and partners on sexual and gender-based violence and child protection in emergencies.
- Develop and support the implementation of Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) guidelines and tools tailored to each country’s context within the Cluster.
- Promote knowledge sharing and learning across the cluster through regular meetings and forums.
- Technical advice to national teams on SGBV-CPIE case management mechanisms in emergencies, ensuring that international standards and organizational protocols are followed.
4. Influence and external relations:
- Represent Plan International in forums, clusters and working groups on Sexual and Gender-Based Violence and Child Protection in Emergencies (SGBV-CPIE) at the national and sub-regional levels.
- Establish and maintain relationships with government agencies, donors, UN agencies, NGOs, and other stakeholders.
- Lead advocacy efforts to raise the visibility and impact of Sexual and Gender-Based Violence and Child Protection (SGBV-CPIE) programs within the cluster.
5. Monitoring, evaluation and learning:
- Establishing robust monitoring and evaluation frameworks to measure the effectiveness and impact of programs will be done in coordination with the M&E staff of the COs and/or Region.
- Ensure that learning from the Child Protection in Emergencies (SGBV-CPIE) Sexual and Gender-Based Violence in Emergencies programs is captured, documented, and disseminated throughout the organization.
- Use data and evidence to inform and adjust program strategies and interventions.
TECHNICAL EXPERIENCE, KNOWLEDGE AND SKILLS:
Qualifications and experience:
- Master’s degree in Social Work, Social Sciences, International Development or a related field.
- Minimum of 5 years of professional experience in Sexual and Gender-Based Violence and Child Protection (SGBV-CPIE) in emergencies, with at least 3 years in a leadership role.
- Demonstrated experience in program development, team management, and capacity building in diverse and complex environments.
- Solid experience in project formulation, implementation, monitoring, and evaluation, including a human rights and gender approach.
- Strong understanding of the humanitarian landscape and standards for child protection in the Central American context regarding sexual and gender-based violence.
- Excellent communication and interpersonal skills, fluent in Spanish and proficient in English.
- Ability to work effectively with diverse humanitarian actors, including government officials, NGOs and members of the humanitarian architecture
- Strong organizational and problem-solving skills.
- Computer science and specific systems: Advanced management of computer tools and Microsoft Office suite (Excel, Word, PowerPoint, etc.)

- Strong background in monitoring, evaluation, research, and conducting multi-sector participatory evaluations.
- Ability to work individually, in a team, and under pressure, with limited supervision and results-based management.
