Overview of position

Job Overview:
The National Engineer (G6) is responsible for providing technical engineering support for infrastructure and construction projects implemented in northern Togo. The incumbent oversees technical planning, design, cost estimation, procurement process support, construction monitoring, and quality control, ensuring compliance with engineering standards, environmental protection requirements, and sustainability principles. Under the supervision of the National Program Manager and in close collaboration with technical and operational teams, the National Engineer coordinates with government technical services, contractors, and local communities to guarantee the efficient, transparent, and accountable implementation of infrastructure projects, while also contributing to budget monitoring and program reporting.

Job Objectives

The National Engineer is responsible for providing technical leadership and supervision of infrastructure and construction projects within their area of ​​responsibility. The position ensures that projects are designed and executed in accordance with applicable engineering standards, environmental protection requirements, sustainability principles, and program objectives.

The main objectives of the position are as follows:

  • To ensure the technical planning, design, cost estimation and quality control of construction and infrastructure projects.
  • Prepare the specifications, quantity estimates and cost estimates necessary for the purchasing and tendering processes.
  • Supervise the execution of the work and monitor the companies in order to guarantee compliance with technical standards, deadlines and contractual obligations.
  • Coordinate activities with state technical services, contracting companies and beneficiary communities to ensure the proper implementation of projects.
  • Produce quality technical reports and support the validation of companies’ payment requests based on the actual progress of the work.
  • Contribute to budget monitoring, expenditure control and the preparation of narrative and financial reports for the project.

The National Engineer is placed under the direct supervision of the National Programme Manager and works closely with the technical, programme, operational, procurement and supply chain management teams to ensure the effective implementation and monitoring of infrastructure projects.

The job holder is responsible for:

  • Provide regular updates on the progress of projects and construction work.
  • Prepare daily field reports and weekly technical reports.
  • Submit technical progress reports and supporting documents necessary for project monitoring and decision-making.
  • Contribute to the preparation of narrative and financial reports.
  • Support the monitoring of expenditures and the reporting of infrastructure-related activities.
  • Report technical risks, implementation challenges and potential delays to the supervisor in a timely manner.
  • Ensure coordination with relevant stakeholders to guarantee accurate, transparent and responsible reporting of project results.

Team management

This position does not involve any direct hierarchical responsibility . However, the National Engineer is responsible for providing technical guidance, coordination and monitoring of companies, consultants and other stakeholders involved in the implementation of infrastructure and construction activities.

Main coordination responsibilities:

  • Ensure close collaboration with the program, operations, procurement, logistics and technical teams.
  • Provide technical support to companies and service providers involved in the projects.
  • Facilitate coordination between state technical services, community representatives and other stakeholders.
  • Supporting multidisciplinary teams in achieving project objectives and meeting deadlines.
  • Promote effective communication and information sharing between the various stakeholders.

    • This is a national recruitment position based in Dapaong, Togo.
    • The successful candidate must be available to travel regularly to the project’s intervention sites.
    • Experience in the implementation or monitoring of infrastructure or construction projects in rural or remote areas is a significant asset.
    • Experience within international organizations, development partners or the United Nations system will be considered an advantage.
    • Fluency in French is required. Knowledge of English and local languages ​​is an asset.
