The Multi-Donor Action “ECOWAS in Peace, Security and Governance” (EPSG) is co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) and jointly implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), Expertise France (EF) and the International and Iberoamerican Foundation for Administration and Public Policies (FIAP) as a consortium (lead partner: GIZ). The duration of this Action is planned from December 2024 to December 2027 (36 months).
This action represents the third phase of EU support to ECOWAS in the area of peace and security. As the leading African organization mandated to bring together West African states to address peace and security issues in the region, ECOWAS’s role as a regional platform is essential. Despite the challenges posed to its mandate in the Central Sahel, the organization maintains a strong political mandate and proven expertise in conflict prevention and management, as well as peace mediation.
This action is designed to strengthen the implementation of the ECOWAS Peace and Security Architecture (EPSA) at the regional and national levels, throughout the conflict cycle (conflict prevention, management, mediation and resolution) while advancing the values of democracy and human security.
The EPSG project has four (4) specific objectives:
- Based on ECOWAS early warning and response mechanisms, conflict prevention, crisis management and peace mediation in the ECOWAS region are strengthened.
- ECOWAS’s contribution to a secure, democratic and human rights-based environment, with a focus on member states in post-conflict situations or in democratic transition, has increased.
- Electoral systems in ECOWAS member states are being strengthened to prevent election-related violence and promote democratic stability.
- The “Peace and Security” agendas for women and youth are being implemented with increased coherence and effectiveness, both at the institutional level within ECOWAS and in the targeted Member States.
Expertise France will work on specific objectives 1, 2 and 4 and more specifically on the four (04) results below in the following selected countries:
- 1.1 The capacities of the National Coordination Centres for Response Mechanisms and National Infrastructures contributing to peace to effectively implement early warning and response measures are strengthened > in Guinea and Côte d’Ivoire
- 2.1. Strengthening security sector reform processes in accordance with the rule of law, human security and accountability > in Guinea and Côte d’Ivoire
- 2.2 Parliamentary committees, human rights institutions, civil society actors and the media are strengthened in their role of democratic oversight of the security sector in ECOWAS Member States > in Guinea and Côte d’Ivoire
- 4.2 The implementation of the African Union (AU) youth, peace and security agenda is strengthened in the ECOWAS region > in Guinea, Côte d’Ivoire and Nigeria.
Expertise France therefore supports the implementation of the “Youth, Peace and Security (JPS)” Agenda in Côte d’Ivoire, resulting from Resolution 2250 of the United Nations Security Council. Côte d’Ivoire is beginning the process of implementing this agenda, which aims to strengthen the meaningful, inclusive and constructive participation of young Ivorians in peace, security, conflict prevention and peacebuilding, through the development of a National Action Plan (PAN-JPS).
As part of the EPSG project, Expertise France is looking for a national expert to provide technical support to the Youth, Peace and Security Working Group of Côte d’Ivoire (GT-JPS) throughout the process of developing the National Action Plan for Youth, Peace and Security.
OVERALL OBJECTIVE OF THE MISSION:
Provide technical, strategic and methodological support to the Youth, Peace and Security Working Group of Côte d’Ivoire (GT-JPS) throughout the process of developing the National Action Plan (NAP) for the implementation of Resolution 2250, ensuring national ownership, effective participation of young people and alignment with national policies, international and regional standards and the specificities of the Ivorian context.
SPECIFIC OBJECTIVES:
The national expert will have the specific missions of:
- Design and adapt a comprehensive and detailed methodology for all stages of the NAP development process (mapping, consultations, workshops, etc.) by adopting a participatory approach;
- Carry out the documentary review and mapping of Youth, Peace and Security actors in Côte d’Ivoire;
- Develop regional consultation tools and support data collection/analysis;
- Develop training modules and facilitate capacity building, synthesis and PAN JPS development workshops;
- Support the technical drafting of the National Action Plan and associated documents (reports, commitment sheets, etc.);
- Support the establishment of the national coordination and monitoring mechanism;
- Provide strategic and methodological support and advice to the GT-JPS during all stages of the process in conjunction with the project team, capitalizing on similar experiences in the sub-region carried out on this Agenda
MAIN TASKS:
The national expert will be placed under the supervision of the EPSG Project Manager based in Abidjan, and will work in close collaboration with the Youth, Peace and Security Working Group of Côte d’Ivoire (GT-JPS), the Ministry of Youth, the Ministry of Social Cohesion, Expertise France, as well as other technical and financial partners (TFPs), public institutions and civil society organizations. He/she will carry out the following tasks:
1. Initial review and planning:
– Participate in the framing meeting with stakeholders;
2. Methodological and technical support:
– Develop/review the complete roadmap for developing the PAN-JPS including a methodology, budgeting and a timetable;
– Design data collection tools for regional consultations;
– Develop training modules for the capacity building workshop and deliver these trainings.
3. Support for the implementation of activities:
– Support the organization and facilitation of regional consultations;
– Carry out the documentary review and stakeholder mapping;
– Support the facilitation of the PAN synthesis, development and validation workshops.
4. Technical writing and capitalization:
– Write the PAN JPS document in provisional and then final version;
– Produce technical reports of the various activities;
– Support the drafting of the PAN political presentation note and partner commitment sheets.
EXPECTED DELIVERABLES:
The completion of this mission includes the production of several deliverables. Some deliverables may be completed remotely. The deliverables to be provided are listed below for information purposes:
- Updated roadmap for the development of the PAN
- Validated work schedule;
- Methodological notes for each of the activities in the roadmap
- Collection tools for mapping and regional consultations;
- Modules and training materials for capacity building actions;
- Document review report and stakeholder mapping;
- Reports of regional consultations;
- Summary workshop report;
- 1st version of PAN;
- Final version of PAN 2250 submitted for validation by national authorities;
- Full mission report + support for the official presentation ceremony of the PAN.
How to apply
Qualifications, experience and qualities required:
- University degree (Bac +5 minimum) in social sciences, law, international relations, peace studies or equivalent;
- Excellent knowledge of youth, peace and security issues, resolution 2250, and public policies in Côte d’Ivoire
- Proven experience (minimum 5 years) in developing national or local policies/strategies/action plans;
- Mastery of participatory, gender-sensitive, youth-centered approaches;
- Previous work experience with the United Nations, African Union, ECOWAS or other international partners;
- Knowledge of the Ivorian political and social context, particularly youth dynamics;
- Experience working with youth-led coalitions or movements;
- Excellent writing, analytical and facilitation skills;
- Proven teaching skills in the delivery of training;
- Sense of diplomacy and listening, ability to establish relationships of trust and maintain a collaborative dialogue with national partners and project stakeholders;
- Perfect command of written and spoken French. Mastery of local languages is an asset;
- Good command of Word and PowerPoint software;
- Personal qualities: ability to work independently, flexibility, organizational skills and responsiveness.
