National Finance Coordinator At Jesuit Refugee Service

Introduction

The Jesuit Refugee Service (JRS) is an international Catholic organization and a work of the Society of Jesus. Founded in 1980, it is now present in some fifty countries. Its mission is to accompany, serve, and defend the rights of refugees and forcibly displaced persons.

JRS collaborates with other humanitarian organizations and agencies to support forcibly displaced persons, provide them with quality services, and raise public awareness of their situation so that their rights and dignity are better respected. JRS welcomes collaboration with Jesuits, religious men and women, and lay people of all religious and philosophical beliefs. Since its inception, JRS has been able to fulfill its mission thanks to the participation of dedicated volunteers and staff committed to serving refugees and displaced persons. JRS has been present in Chad since 2006.

Main responsibilities

Under the responsibility and direct supervision of the National Director (and in functional link with the Regional Finance Department), the National Finance Coordinator ensures the overall financial management, budgetary sustainability and accounting compliance of JRS Chad.

He/She ensures transparent, efficient and compliant use of the organization’s and donors’ resources (UNHCR, ECHO, BPRM, etc.).

Specific responsibilities

Team management and financial accounting

  • Ensure the rigorous maintenance and reliability of the general and analytical accounting of JRS Chad in compliance with accounting standards and the procedures manual.
  • Ensure the daily entry, allocation and monitoring of transactions via the JRS institutional financial software (Front-End).
  • Manage and optimize the mission’s cash flow (fundraising, bank account management, monitoring of available cash levels).
  • Supervise, control and validate all payment operations (banks and petty cash) carried out at headquarters and on field bases.
  • Actively participate in the recruitment processes for entry-level Financial Administrators.
  • Evaluate and continuously strengthen the capacities of basic Financial Administrators in accounting and financial management, in conjunction with the HR department and field managers.

Budget preparation and project development

  • Provide methodological support to Project Managers and Program Officers in monthly budgeting, expenditure planning (burn rate) and periodic budget monitoring.
  • Participate in the preparation of budgets for new project proposals in accordance with the requirements of donors (UNHCR, ECHO, BPRM, etc.).
  • Coordinate and manage the annual process of developing, revising and adjusting the overall budget of JRS Chad.

Reporting, financial monitoring and internal communication

  • Provide the National Director with forward-looking financial analyses, dashboards and alerts on the financial health of the mission.
  • Ensure the timely transmission of monthly closings and financial statements required by the Regional Office.
  • Coordinate with the Regional Finance Manager the preparation and finalization of periodic and final financial reports intended for donors.
  • Prepare and consolidate the projected cash flow plans, structural cost coverage plans and budget monitoring for the mission.
  • Provide financial expertise during national coordination meetings and project reviews.
  • Provide the aggregates and numerical data needed for JRS activity reports and institutional communication.

Representation and institutional relations

  • Represent the JRS Chad mission, in coordination with the Management and the Programme team, at financial meetings with United Nations agencies, donors and financial institutions.
  • To monitor and maintain relationships with local banking partners as well as with the relevant public administrations (taxes, CNPS, etc.).

Risk management, internal control and evaluation

  • Identify areas of financial vulnerability, analyze budget variances, and implement corrective actions to reduce the risk of ineligible costs.
  • Prepare, organize and facilitate internal, financial and institutional audit missions (donors and external firm).
  • Contribute to the evaluation of project efficiency by performing cost-benefit analysis and verifying the alignment between the level of physical execution and the level of financial execution.

Desired profile

Education, experience and skills required:

  • University degree in finance, accounting, commerce or business administration, or equivalent professional qualification in accounting.
  • At least five (5) years of professional experience in the humanitarian field and in financial/accounting management within an NGO.
  • Proven experience in preparing project proposals, budgeting and developing financial reports for donors.
  • Proficiency in office and management IT tools (Word, Excel, Outlook, MS Project).

LANGUAGES :

  • Proficiency in French and English (reading, writing and speaking).
