BACKGROUND

The Disaster Risk Management (DRM) Unit, based at the Grand Serail in Beirut, coordinates Lebanon’s national disaster risk reduction (DRR) efforts and supports their alignment with the Sendai Framework for Disaster Risk Reduction.

Over the years, the DRM Unit has played a central coordination role in responding to recurrent crises and emergencies in Lebanon, including forest fires, the Beirut Port explosion, the COVID-19 pandemic, the cholera outbreak, floods, and the recent conflicts in 2024 and 2026. Depending on the scale, nature, and geographical scope of an emergency, the National Operations Room (NOR) is activated to support coordinated emergency management and response across the country.

Against this background, the procurement of IT equipment for the NOR at the Grand Serail aims to strengthen its operational capacity, enhance coordination and information management, and ensure effective and timely disaster risk management and emergency response.

Specifically, the IT equipment will contribute to the following:

1. Improve Communication and Coordination

• Enable efficient and timely information exchange with relevant stakeholders, supporting coordinated action and timely decision-making during emergencies.

2. Strengthen Data Collection, Management, and Analysis

• Facilitate the collection, consolidation, management, and analysis of critical emergency data, including displacement figures, damage and needs assessments, response activities, and resource allocation.

3. Support Digital Tools and Dashboards

• Enable the effective operation of digital information management systems, interactive dashboards, and other monitoring tools used to provide real-time situational updates, track response interventions, and support evidence-based decision-making.

4. Enhance Emergency Preparedness and Response

• Equip the NOR with the technological infrastructure required to support emergency preparedness and response functions, including incident reporting, scenario-based planning and simulations, operational monitoring, and coordination with relevant national and local stakeholders.

5. Ensure Operational Continuity and Reliability

• Strengthen the reliability and resilience of the IT infrastructure required to maintain continuous operations during emergencies, including appropriate backup systems, secure data management, and storage solutions.

6. Facilitate Public Information and Communication

• Support the timely dissemination of verified information, emergency updates, guidance, and awareness messages to the public and relevant stakeholders through official communication channels and digital platforms.

Investing in adequate and reliable IT equipment is therefore essential to strengthening the operational readiness and effectiveness of the National Operations Room. It will enable the NOR to function as a key coordination and information-management hub during emergencies, facilitating timely information exchange, informed decision-making, and a more coordinated and effective national response to disasters and crises in Lebanon.

The procurement will also include the provision of IT equipment to the General Directorate of the Internal Security Forces (ISF), specifically to support its Information Department. The equipment will contribute to strengthening the Department’s operational and information-management capacities, enhancing its ability to process and exchange critical information, support coordination, and respond effectively during emergencies and crises.

The Consultant is also expected to develop and submit a Technical Report outlining the minimum requirements for the establishment of a functional Operations Room at the regional level. The report shall provide practical and standardized technical guidance to support the establishment and operationalization of regional Operations Rooms, taking into consideration the national emergency management and coordination arrangements.

At a minimum, the report shall define the required ICT infrastructure, hardware and software, communication and connectivity systems, data management and information-sharing tools, power supply and backup systems, cybersecurity and data protection measures, and other essential technical equipment required to ensure effective and continuous operations.

The report shall also provide minimum technical specifications and recommendations to ensure interoperability and reliable communication and information exchange between regional Operations Rooms, the National Operations Room, and relevant national and local stakeholders during emergencies.

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Following the completion of the procurement process and the delivery and installation of the IT equipment for the National Operations Room (NOR) and the Internal Security Forces (ISF), the Consultant will work closely with the project team and relevant stakeholders to provide the required technical expertise and verify the proper installation, configuration, functionality, and compliance of the equipment with the approved technical specifications and contractual requirements.

The Consultant will also deliver a Technical Report on the minimum requirements for the establishment of a functional Operations Room at the regional level.

Expected Outputs and Deliverables

The Consultant is expected to deliver the following:

• Participate in the Evaluation Panel for the procurement process, providing technical expertise to support the evaluation of the bids against the established technical requirements and specifications.

• Submit a Delivery Report for the National Operations Room (NOR) at the Grand Serail.

• Submit a Delivery Report for the Internal Security Forces (ISF), specifically for the Information Department.

• Submit a Technical Report on the minimum requirements for the establishment of a functional Operations Room at the regional level.

Delivery Reports

Following the delivery, installation, and configuration of the IT equipment, the Consultant shall conduct a technical inspection for both the NOR and ISF components.

Each report shall assess whether the supplied equipment and materials have been delivered, installed, and configured in accordance with the approved technical specifications, contractual requirements, and applicable technical standards.

The reports shall also verify the proper functionality and operational readiness of the installed equipment.

Where the equipment, materials, installation, and configuration fully comply with the required technical and operational specifications, the Consultant shall recommend their technical acceptance and approval for operational use.

Technical Report

Following a site inspection of an existing physical Regional Operations Room and consultations with relevant stakeholders, the Consultant shall develop a Technical Report defining the minimum technical requirements for the establishment and operationalization of a functional Operations Room at the regional level.

The report shall assess the existing setup and identify the minimum requirements in terms of ICT infrastructure, hardware and software, communication and connectivity systems, information management and data-sharing tools, power supply and backup systems, cybersecurity measures, and other essential technical equipment.

The report shall also provide recommended minimum technical specifications and practical recommendations to ensure the functionality, reliability, and continuity of operations, as well as effective interoperability, communication, and information exchange between Regional Operations Rooms, the National Operations Room (NOR), and other relevant stakeholders during emergencies.

INSTITUTIONAL ARRANGEMENTS

The Consultant will work under the supervision of the Project Manager.

UNDP will be responsible for providing the Consultant with all necessary materials, if applicable, related to the project in a timely, thorough, and transparent manner.

The Consultant shall rely on his/her own means of transportation, communication, etc., and shall take these fees into consideration while preparing the financial offer.

DURATION OF WORK

The consultancy assignment will be conducted over a period of two months, commencing from the date of contract signature.

The Consultant is expected to provide a total of eight (8) working days of services, distributed over the two-month assignment period as required.

DUTY STATION

The Consultant is expected to perform his/her duties at his/her location and at the assigned duty stations:

  • National Operations Room at the Grand Serail.
  • Information Department at the Internal Security Forces.

STANDARD MINIMUM QUALIFICATIONS

  • Education: At least a Master’s Degree in Telecommunications, Electrical, Electronics, or Computer Engineering or any relevant field.
  • Experience: A minimum of 10 years of experience in similar roles in installation and configuration of telecommunication projects, i.e., liaising with ministries and government bodies and coordinating with military agencies.
  • Language: Fluency in English and Arabic

“The Personnel will be covered with Health insurance and Personal accident insurance; the fees shall be deducted from personnel’s monthly payment”.
