COOPI is seeking a Country Administrator in Niger
COOPI has been present in Niger since 2012 with a coordination office in Niamey and field offices in Diffa, Agadez, Tahoua, Maradi, and Tillabéry . Currently, COOPI works in the Diffa region in the areas of protection, mental health, and education in emergencies; in Niamey and Agadez on mixed migration, managing transit centers and providing psychosocial support to refugees and migrants; in the Tillabéry and Tahoua regions with interventions in nutrition/health and emergency education; and in Maradi with a protection project. The main donors are ECHO, the European Union, Swiss Cooperation, FHRAOC, Italian Cooperation (AICS), RDPP, SRF, and UN agencies (UNHCR, WFP, IOM), and USG.
Role objective
The Country Administrator ensures sound administrative and financial management and the sustainability of the country. He is responsible for the accuracy, completeness, and timeliness of information sent to headquarters.
Responsibilities
REPRESENTATION
- Within their area of ​​expertise, they will manage: relations and administrative work with the country’s public and administrative bodies and with the administrative and financial offices of decentralized donor institutions; relations with consortium partners; and relations with local project partners.
- With the head of mission, be responsible for signing the organization’s accounts ;
DEVELOPMENT
- Assist the head of mission in updating documentation, tools and procedures for managing local staff;
- Supporting the economic and financial planning , development and sustainability of the mission;
MANAGEMENT
- Prepare the country’s budget in collaboration with the head of mission;
- Monitoring the country’s viability and the appropriate allocation of fixed costs;
- Verify the budgets of new projects in accordance with planning and sustainability;
- Periodically identify the economic and financial commitments for the implementation of project activities;
- Monitor the economic and financial management of projects on a monthly basis: budget status, expenditure outlook, financial forecasts for the implementation of activities;
- Control the cash management (cash and bank) of the coordination and bases and the sending of funds to projects according to requests;
- **Monitor donor funding for project implementation (advances and grants), update information to be sent to headquarters and propose priorities for financial reports;
- Finalize and verify interim and final financial reports to be submitted to donors, before forwarding them to headquarters;
- Ensure the proper archiving of the country’s administrative documentation (central and peripheral level) in accordance with the organization’s procedures;
- Support and advise project and coordination managers as well as administrators and monitor the correct application of COOPI and donor administrative procedures;
- Verify the sustainability and proper management of assets belonging to COOPI in cooperation with the country’s logistics function;
- Prepare the audits carried out in the country and send to headquarters the documents relating to the projects to be audited in Italy;
- Ensure, through periodic checks, the documentation of the training provided on the prevention of violations of the code of ethics, the PSEA and illicit behavior;
- Ensure the proper functioning of the various regional bases and coordinations in the country, including by carrying out on-site verification missions;
- Periodically supervise the work performed by expatriate and national staff ;
- Provide ongoing training for local administrators and accountants (coordination, basics and projects);
- Transfer of administrative skills to non-administrative staff within the framework of ” on the job ” activities (project, program, mission managers);
- Staff evaluation.
Candidate Profile
Essential
- Preferably a Bachelor’s degree or diploma in Economics;
- Certified experience of at least 5 years in the economic-financial sector, administrative coordination in international cooperation organizations;
- Good knowledge of the procedures of the following donors:Â ECHO, FH, IOM, ECHO, WFP, AICS, UNHCR, RDPP, USG;
- Good knowledge of the French language;
- Good knowledge of the English language;
- Excellent knowledge of Office;
- Excellent organizational skills;
- Ability to work in a team and achieve objectives;
- Ability to build positive relationships with colleagues;
- Ability to work in a multicultural environment, under pressure and in challenging security contexts;
- Ability to get involved beyond the simple assigned task;
- Motivation to work in a non-governmental organization while respecting its principles and values.
Desirable
- Work experience in African countries;
- Previous experience with COOPI and knowledge of its procedures.
