ABOUT WFP CHAD

The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger. Each year, WFP provides assistance to some 80 million people in nearly 80 countries.
In Chad, WFP and its partners provide assistance to the most vulnerable populations to achieve the Zero Hunger goal by building on the country’s human resources and strengthening their access to food, notably through a Cash and Vouchers program. WFP is also involved in implementing a school feeding program that provides direct meals to students and encourages girls’ school attendance through regular family ration distributions.

ORGANIZATIONAL CONTEXT
The position is located at the Country Office in Ndjamena. The incumbent will report to the Head of the Procurement Unit at WFP Chad. He/she will work closely with the Unit’s experienced professional, from whom he/she will receive advice and guidance on conducting activities and will actively participate in daily procurement operations.

MAIN RESPONSIBILITIES

  • Support purchasing programs and operational activities (launching calls for tenders, evaluating bids, negotiating/awarding contracts, etc.), by applying standard procedures and contributing to the success of food, non-food and service procurement operations;
  • Gather and analyze data and contribute to the preparation of reports related to food quality and safety, with a view to managing and mitigating risks, and contribute to an overall vision of WFP’s food quality management activities.
  • Working closely with colleagues from other WFP units to ensure the link between procurement activities and the overall WFP program in order to meet food assistance needs.
  • Follow standard emergency preparedness practices to enable WFP to respond quickly and deploy the necessary food and resources to affected areas when a crisis occurs.
  • Act quickly to respond to a food emergency when needed
  • Support the project team on the food technology aspects of food assistance programs, including quality monitoring for Cash & Voucher activities, ensuring compliance with WFP rules on food safety and quality.

ADDITIONAL RESPONSIBILITIES

  • Provide support for food quality assurance, ensure compliance of specifications in tender documents and contracts, provide technical advice on all aspects of food quality standards in accordance with guidelines and procedures established by WFP;
  • Gathering data and contributing to the preparation of accurate reports within the right timeframes for purchasing activities, enabling informed decision-making, ensuring consistency of information presented to stakeholders, and guaranteeing optimized performance
  • Monitor food suppliers on all matters relating to food quality, including the issuance of quality, compliance, and health certificates, and identify any weaknesses or potential risks to food quality. In the event of a food safety incident, support the investigation process to document and share lessons learned to prevent recurrence and propose solutions to address them.
  • Conduct and document performance evaluations of food suppliers and inspection companies, and communicate with them on improvement plans.
  • Support the Programme team on the food technology aspects of food assistance programmes, including quality monitoring for Cash & Voucher activities, ensuring compliance with WFP rules on Food Safety and Quality
  • Any other tasks that may be assigned to him.

REQUIRED QUALIFICATIONS

Education:

  • Have a higher university degree (at least Bac+4 ) in economics, logistics, business administration, engineering, food technology or any other related field.

Experience:

  • Have a good, proven track record in routine transactions involving the purchase of food, goods and services.
  • Experience in food quality management
  • Have experience in preparing schedules and cost reports proposed by suppliers (retailers, wholesalers, trading agents, etc.);
  • Demonstrate experience in coordinating a purchasing process with other units/teams (Logistics, ICT, Administration, etc.)

Language:

  • Have a good knowledge of French (level C) and be able to communicate in English (level B).
  • Knowledge of the Arabic language would be an asset.
