DanChurchAid (DCA) Syria invites applications for an experienced NTS/EORE Team Leader to join our dedicated team.
Under the supervision of the NTS/EORE Coordinator, the NTS/EORE Team Leader is responsible for planning, coordinating, supervising and monitoring Non-Technical Survey (NTS) and Explosive Ordnance Risk Education (EORE) activities implemented by the assigned NTS/EORE team. The position ensures that NTS and EORE activities are delivered effectively, safely and in accordance with DCA policies, SOPs and applicable humanitarian mine action standards.
The NTS/EORE Team Leader supervises assigned NTS/EORE Team Members, ensures the quality of NTS and EORE activities, data collection and reporting, and supports operational and community liaison with local authorities, community representatives and other relevant stakeholders.
KEY RESPONSIBILITIES
- Lead and supervise assigned NTS/EORE Team Members.
- Plan daily, weekly and monthly NTS and EORE activities, including appropriate preparation for assigned NTS tasks.
- Allocate responsibilities and field tasks and monitor team performance.
- Supervise the implementation of assigned NTS activities and oversee the collection and review of relevant information and evidence by the team.
- Conduct briefings, debriefings, and regular coaching sessions.
- Ensure staff compliance with organisational procedures, code of conduct, and safeguarding policies.
- Foster a positive, inclusive, and professional team environment.
- Coordinate liaison and engagement with affected communities, community representatives and other relevant stakeholders to support assigned NTS activities and facilitate access to relevant information sources.
- Organise and oversee the delivery of EORE sessions for affected communities.
- Ensure EORE messages are appropriate for women, men, girls, boys, and vulnerable groups.
- Coordinate EORE awareness campaigns, community meetings, school sessions, and outreach activities.
- Support the appropriate contextual adaptation of approved EORE materials and provide feedback on identified community needs and explosive ordnance threats.
- Establish and maintain productive relationships with community representatives, local authorities, schools, and other relevant stakeholders to support NTS and EORE activities.
- Review NTS and EORE field records, data and reports produced by Team Members for completeness, accuracy and consistency, and ensure their timely submission through approved DCA processes.
- Maintain organised records of NTS and EORE activities conducted by the assigned team.
- Use approved DCA systems and tools to review and manage NTS information and EORE activity data.
- Ensure relevant NTS and EORE information and data are communicated to the NTS/EORE Coordinator and relevant DCA information-management functions through approved processes.
- Use DCA-provided IT equipment and applications appropriately in support of assigned activities.
- Ensure the assigned team operates safely in field environments and complies with all applicable safety and security procedures.
MINIMUM REQUIRED KNOWLEDGE & EXPERIENCE
- Educational Level: Primary School Certificate, a high school degree will be an added asset.
- Years of work experience: Minimum one year of relevant experience in NTS and/or EORE, community liaison or other relevant humanitarian mine action activities. Previous supervisory or team leadership experience is preferred.
- Relevant Technical Capabilities: Demonstrated ability to lead and supervise NTS and/or EORE activities, including community engagement, information and data collection, documentation and reporting.
- Relevant Technical Knowledge: Working knowledge of applicable NTS and EORE procedures, DCA SOPs and relevant humanitarian mine action standards.
- Language skills and local knowledge: Appropriate language skills and local knowledge relevant to the areas and communities in which assigned activities are undertaken.
- Field requirements: Able and willing to undertake field travel as required.
Following appointment, the NTS/EORE Team Leader must successfully complete required DCA NTS and EORE training, DCA competency verification and applicable induction, refresher and mandatory pre-deployment training before operational deployment.
Before operational deployment, the NTS/EORE Team Leader must demonstrate sufficient competence to supervise the approved navigation, map-reading and Global Positioning System (GPS) techniques used during NTS activities.
Team deployment consideration: NTS/EORE team composition and deployment should support appropriate access to women, men, girls and boys within targeted communities.
