Job Purpose:
The Field Office Manager serves as the administrative and legal representative of Qatar Charity in the country of assignment and is responsible for leading the overall management of the field office. The role ensures the effective implementation of organizational strategies, programs, projects, and operational plans while maintaining strong relationships with government authorities, donors, partners, and other stakeholders.
Key Responsibilities:
- Serve as the administrative and legal representative of Qatar Charity in the assigned country.
- Lead and oversee all administrative, financial, technical, and legal operations of the field office.
- Implement Qatar Charity’s strategies, policies, and procedures and translate them into operational plans.
- Manage and develop field office staff and oversee performance management processes.
- Lead the planning, implementation, monitoring, and evaluation of humanitarian and development programs.
- Prepare and oversee annual work plans and budgets.
- Ensure compliance with Qatar Charity policies, donor requirements, and local laws and regulations.
- Review and approve technical, financial, and operational reports.
- Build and maintain productive relationships with government entities, NGOs, UN agencies, donors, and other stakeholders.
- Oversee procurement, contracting, and operational support activities in accordance with approved procedures.
- Ensure appropriate safety, security, and risk management measures are implemented.
- Coordinate effectively with Qatar Charity headquarters and other field offices.
- Safeguard Qatar Charity’s interests through effective management of legal, administrative, and operational matters.
Qualifications& Requirements:
- Bachelor’s degree in Business Administration, Project Management, International Development, Public Administration, or a related field.
- Master’s degree is preferred.
- Minimum 10 years of relevant experience in humanitarian and development organizations.
- Excellent English language skills; Arabic, French or any additional languages are an asset.
- Proven experience in country-level leadership, field office management, or large-scale program management.
- Strong experience in financial management, budgeting, and stakeholder engagement.
- Experience working in multicultural and complex operating environments.
- Willing to be assigned to any Qatar Charity field office worldwide.
