In Syria, KfW currently finances projects mainly in the following sectors: basic infrastructure, employment creation, health, agriculture, water/wastewater, WASH, education, private sector development, good governance, social cohesion.

KfW Office Syria

The KfW Office Syria is currently re-established and is operational as of August 2026. The KfW Office will be a small, dynamic set-up actively supporting KfW’s interests and the German Government’s development cooperation in Syria.

The Syria office covers various aspects of KfW’s engagement in the country. The principal purposes of the Country Office is to strengthen the effectiveness of German Development Cooperation (GDC) in general, and in particular the Financial Cooperation (FC) with Syria; strengthen the visibility of development policy and the positioning of GDC in the international donor community; and to intensify the contact with partner institutions and project executing agencies with regard to a more effective, efficient and rapid implementation as well as identifying the potential for development and promotional loans as well as mandates.

In this respect, KfW is looking for a full-time Office Manager (administration, logistics, office management, PR support, and accounting) for a period of two years with the possibility of an extension.

Duration: 24 months; full-time position

Location: Damascus, Syria

Main duties & responsibilities

The office management is composed of the following processes: office administration and management, logistics, accounting and assistance for PR. The Office Manager shall implement these processes according to KfW regulations and guidelines in a way that ensures smooth running of daily office affairs and timely adherence to logistic requirements.

High flexibility according to arising needs is required in organizing daily work. Moreover, a strong sense of proactivity and of being responsible for the respective tasks contributing to the administrative and logistical functioning of the office is expected.

Tasks include but are not limited to the following:

Office Administration and Logistics:

  • Preparation for workshops, meetings and organization of PR events;
  • Procurement of goods and services;
  • Management of office assets and inventories;
  • Management of IT processes;
  • Management of service providers and supplier relations;
  • Filing of documents and maintenance of up-to-date files;
  • Performance of standard secretarial services and provision of translations as and when required;
  • Assistance and support for staff of the office in Damascus;
  • Assistance and support in the preparation and logistical management of duty travels;
  • Support to missions of KfW HQ staff.

Accounting and Cash Management:

  • Book-Keeping: recording and managing financial transactions, such as processing invoices, payments, and account reconciliations;
  • Cash Management: monitoring and optimizing the organization’s cash flow, including planning, cash forecasting, and managing incoming and outgoing payments;
  • Management of bank relations: coordinating and maintaining relationships with banks, handling banking requests, and ensuring smooth execution of banking services.

Required Competencies & Skills

  • Bachelor level degree or higher in management, administration, accountancy or similar field
  • Fluency in English and Arabic (speaking/writing)
  • German language is not required but would be an asset, wanting to learn German would be a plus.
  • Computer literacy in excel, accounting software, online banking and the like and an affinity to database management and other systems that could increase the efficiency of our current systems.
  • A minimum of 5 (but preferably more) years of significant working experience with either bi-or multilateral agencies, or a large international NGO
  • Proven ability to build and manage successful relationships and to establish a business network.
