The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide appropriate, rights-based assistance to refugees, asylum seekers, internally displaced persons, returnees, and migrants. DRC has been present in Colombia since 2011, but in 2018 it expanded its operations in response to the Venezuelan crisis. Currently, DRC Colombia is implementing a protection-focused humanitarian response for Venezuelan refugees and migrants, as well as returning Colombians, in Colombian cities such as Riohacha, Barranquilla, and Bogotá. It is also currently expanding its activities to Nariño and Norte de Santander.
Job Description:
Provide administrative assistance, technical support, and ensure that program and project activities are carried out safely, sustainably, and effectively. This role is focused at the national level and ensures compliance with DRC procedures and guidelines in the country. It contributes to the development of national strategies, which translate into action plans and daily tasks. Furthermore, it provides technical support and guidance to the national operation. Therefore, this position is not expected to be based exclusively in Bogotá, but will include regular travel to the field and extensive on-the-ground involvement in coordination with the S&A Coordinator.
Responsibilities:
Communication and information:
- Support the Security and Access (S&A) Coordinator in communication and coordination with relevant stakeholders on all matters related to the security of DRC personnel within the country.
- Collect, verify, analyze and communicate information that affects or may affect DRC’s operations.
- Analyze and provide technical advice on Security Incident Reports (SIRs) from field offices, keeping the internal database up to date.
- Provide technical support to field officers when needed.
- Prepare monthly security and access reports and follow up on monthly reports from field officers.
- Draft and distribute safety alerts to staff when necessary.
- Inform visitors and new staff members about security procedures.
- Actively participate and contribute to DRC Colombia’s “Hard to Reach” initiative.
Security management:
- Contribute to Safety Risk Assessments (SRAs) when requested by the S&A Coordinator
- Support the S&A Coordinator in providing remote and on-the-ground technical support and assistance as needed, contributing to the design, development and implementation of humanitarian access strategies.
- Support the S&A Coordinator to ensure compliance with the MOSS.
- Support the S&A Coordinator in conducting visits to support officers in the field and ensure that SOPs and intervention strategies for principled humanitarian action are properly implemented and contextualized.
- Develop on-site assessments and advise on preventive and mitigation measures when necessary.
- Ensure the tracking of documentation updates based on the Security Level System (SLS).
- Support the S&A Coordinator in the design and implementation of safety procedure training for staff.
- Maintain a network of contacts and represent DRC at security and access meetings when necessary.
- Any other task related to the nature of the work as directed by the supervisor.
Humanitarian Access:
- Support to the S&A Coordinator in the development of DRC’s Humanitarian Access tools.
- Support the S&A Coordinator in monitoring access challenges and limitations throughout the Mission.
- Support the S&A Coordinator in developing the capabilities of field staff and managing strategies.
- Support the S&A Coordinator in managing incidents related to humanitarian access.
Occupational Safety and Health
- To ensure comprehensive care for your health.
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities carried out by them.
- Comply with the rules, regulations and instructions of the SG SST.
- Report in a timely manner the dangers and latent risks associated with your workplace.
- Attend the OSH training sessions defined by the SG-SST training program.
- Ensure the maintenance of order and cleanliness in your work area and position.
- Provide clear, truthful and complete information about your health status.
- Immediately report to the OSH area and your immediate supervisor any work accidents, incidents (near misses) and illnesses diagnosed as work-related.
- Report to the immediate supervisor the need to take corrective or preventive actions, as appropriate, in the face of actual or potential nonconformities of the process to which it belongs.
- Participate in training activities, drills, and those scheduled by occupational safety and health.
- Participate and contribute to the fulfillment of the SG-SST policy and objectives.
Experience and Technical Skills:
- Minimum 2 years of relevant experience in security operations and management and/or humanitarian access.
- Proven experience in facilitating workshops and training sessions.
- Full professional command of English and Spanish.
- Proven ability to prioritize tasks and meet deadlines.
- Stable, moral and robust character and good teamwork.
- Excellent communication skills.
- High personal and professional integrity.
- Excellent command of MS Word, Excel and PowerPoint
Desirable:
- Training in safety procedures, access, fire and evacuation.
- Safety training (HEAT, PAST, First Aid or similar) within the last 2 years
- Experience in negotiating access for humanitarian organizations or other agencies.
Requirements in terms of Academic Training and technical knowledge: Relevant university degree (e.g., political science, international development) or equivalent.
Languages: knowledge of spoken and written English
