  1. Context and justification

The “Path to Resilience and Women’s Empowerment” project “RESIFA / KANA KOLU”, implemented by Helen Keller International Burkina Faso in the Sissili province between 2022 and 2025, aimed to sustainably improve food security, nutrition and economic empowerment of women.

Seventeen (17) months after the project’s completion, Helen Keller International undertakes a sustainability assessment to analyze the extent to which beneficiary households have maintained, strengthened, or lost the project’s gains. This assessment primarily aims to document livelihood continuity, economic resilience, diet quality, and annual food security, while also identifying the factors explaining any observed sustainability or regression.

This assessment is based on a mixed-methods approach combining digital quantitative data collection on the SurveyCTO platform and qualitative data collection through focus groups and interviews with key informants. It also aims to classify households according to their level of sustainability (sustainable, at risk, or declining) using the Household Sustainability Grading Tool (OSDBG).

In this context, Helen Keller International Burkina Faso is recruiting an independent consultant for data processing and drafting the final report.

  1. Mission objectives

2.1 General objective

Provide specialized technical support to Helen Keller International for the integrated analysis of quantitative and qualitative data from the post-project sustainability assessment of RESIFA, and produce a final report of high methodological, analytical and editorial quality.

2.2 Specific Objectives

The individual consultant’s mission will be to:

  • to become familiar with the protocol and data collection tools through a thorough methodological review, without making any modifications,
  • propose an analysis plan,
  • propose, if necessary, targeted technical adjustments to ensure the quality of the analysis without substantially modifying the design validated by Helen Keller International;
  • to provide technical support to the team during the training of investigators on key methodological aspects and the analytical logic of the tools;
  • clean, document and analyze quantitative and qualitative data;
  • produce structured and documented do-files for data processing and analysis, in accordance with the defined protocol and analysis plan.
  • produce the necessary analysis tables, processing scripts, and thematic summaries,
  • draft a preliminary report and then a final report incorporating validation comments;
  • formulate conclusions, operational recommendations and lessons learned that can be directly applied to future programming.
  • to make available to Helen Keller all datasets, data files and other deliverables resulting from the data analysis and processing
  1. Scope of the mission

The assignment covers the technical analysis and production of the evaluation deliverables within 10 working days. It does not constitute a complete delegation of the study’s execution. Helen Keller International’s Monitoring, Evaluation, Accountability and Learning (MEAL) team remains responsible for overall coordination, organizing data collection, and final validation of the deliverables. The consultant acts as an individual expert to enhance the analytical and written quality of the evaluation.
