We are looking for a dynamic and passionate individual to join our team in Côte d’Ivoire as an Operations Manager .
Job Purpose: The Operations Manager ensures the efficiency and effectiveness of all operations in the country. They ensure compliance with AVSI’s internal policies and procedures, as well as donor requirements. They perform their duties in accordance with AVSI’s Code of Ethics, mission, values, and methodology, and share the organizational culture with colleagues, beneficiaries, and all stakeholders.
He/she serves as a role model in understanding, sharing and respecting AVSI’s fundamental values ​​and behaviors (emphasizing transparency, integrity, accountability, etc., in accordance with AVSI’s Code of Ethics) and ensures their adoption and implementation.

Reporting to: Country Representative (primary supervisor) and Regional Operations Manager (secondary supervisor).

🎯Objective of the position:

Main Responsibilities
• Under the guidance of the Country Representative, contribute to the development and implementation of the country strategy for all aspects related to grants and operations.
• Ensure compliance with AVSI policies and local legislation.
• Develop and implement the department’s annual plans.
• Ensure the correct application of procedures and guidelines.
• Represent AVSI in technical forums and with donors when required.
• Promote the professional development of operations staff.
Grant Management
• Conduct organizational assessments and due diligence of partners.
• Draft partnership agreements and memoranda of understanding.
• Contribute to partner capacity building.
• Summarize the compliance and reporting requirements of funding agreements.
• Manage the grant database and ensure adherence to deadlines.
• Monitor payment schedules and funding requests.
• Verify the allocation of partner budgets.
• Verify partner financial reports.
Operations Management
• Ensure the effective management of projects in the field.
• Support project managers in administrative, financial, and logistical matters.
• Conduct regular field visits and provide technical support.
• Supervise accounting and administrative staff.
• Oversee the preparation of financial reports for donors.
• Ensure sound financial management of projects and the country program.
• Guarantee compliance with legal and administrative requirements.
• Collaborate with HR on employment-related administrative matters.
• Ensure projects comply with donor requirements.
• Supervise monitoring systems, audits, and project reviews.
• Control budgets and expenditures.
• Supervise budget revisions.
• Prepare budgets for new projects.
• Prepare financial statements and coordinate audits.
• Supervise logistics and procurement in accordance with AVSI and donor procedures.
• Support teams in the implementation of quality programs.

📑 Main reservoirs and responsibilities:

  • Master’s degree in business administration, economics or equivalent field.
  • At least 7 years of experience in finance and administration.
  • At least 5 years of experience as a finance/administration manager.
  • At least 2 years in a development or humanitarian context.

📑 Other skills and experience required:

Technical skills

  • Proven experience in managing, supervising and building staff capacity.
  • Experience supporting management teams.
  • Good command of accounting systems, software and principles.
  • Excellent knowledge of the requirements of the main donors.
  • Strong skills in budgeting and accounting.
  • Attention to detail and analytical skills.
  • Proficiency in computer tools (Word, advanced Excel, Outlook, Internet, Financial Systems).
  • Ability to work under pressure with flexibility and adaptability.
  • Excellent planning, management and coordination skills.
  • Excellent interpersonal and communication skills in French (C1 level).
