FUNCTIONAL RELATIONSHIPS
Operations Officer is under the supervision of Operations and Human Resources Coordinator, and his/her duties are:
Supply management:
.
- Conduct annual asset inventory in Helen Keller’s asset management system.
- Ensure compliance and consistency of Helen Keller procurement guidelines and forms with global procurement standards and guidelines.
- Ensure that all purchased items meet required quality standards and specifications. Conduct regular inspections and coordinate with suppliers for any necessary returns or adjustments.
- Manage procurement logistics, including shipping, receiving, and storage of goods. Ensure timely delivery of items to the appropriate departments or project sites.
- Prepare payment requests for executed orders and submit them for signature by management.
- Strictly monitor consultancy contracts and the archiving of consultancy reports. Prepare calls for tenders and update the list of service providers and suppliers where applicable.
- Develop tender documents for goods and services and ensure they receive the necessary approvals according to Helen Keller and/or donor procedures.
Office Management:
- Ensure a welcoming, clean and safe office environment for visitors and employees.
- Collaborate with the driver to ensure the daily management and maintenance of the vehicles
- Assist the supervisor in managing staff safety and security and responding promptly to safety and security issues.
- Maintain the office mail outgoing and incoming register
- Maintain the office’s supplier register (PF and Purchase Order).
Logistics management:
- Oversee movement planning and tracking of vehicles, including fuel, maintenance records.
- Check invoices and dashboards when renting a car
- Ensure regular maintenance of the Helen Keller International fleet and the good condition of the rented vehicles.
- Prepare RFQs and RFPs for all office purchases.
- Establish the BIDs comparison and the Purchase Order
- Design and work closely with BIDs Comparison selection members
- Ensure that logbooks and fuel and lubricant consumption are regularly analyzed and report any anomalies;
- Ensure that each equipment purchase is correctly recorded in the inventory and that a physical inventory is carried out each year;
OTHERS :
- Assist in monitoring internal or external audit activities.
- Performs any other tasks assigned by management.
Qualifications
- At least a bachelor’s degree in business administration, logistics or other relevant fields.
- Minimum of ten years of experience in procurement; administration and operations.
- 5 years of experience in an international NGO,
- Knowledge of USAID procurement regulations
- Computer literate, including knowledge of Microsoft Office Suite (Word; PowerPoint; Outlook) and strong Excel skills, including pivot tables.
- Good knowledge of local laws and procedures for administration
- Ability to:
- Perform tasks that require careful attention to detail.
- Prioritize the workload,
- Maintain balance when stressed.
- Working in a decentralized organizational structure with a highly collaborative approach.
