Context
Since 2000, the French Red Cross has been developing a regional Disaster Risk Management (DRM) program based on the “Indian Ocean Regional Intervention Platform” (PIROI: http://piroi.croix-rouge.fr ) based on the island of Réunion. In close coordination with the international components of the Red Cross and the National Societies of the Indian Ocean (SNOI) members of PIROI (Comoros, Madagascar, Seychelles, Mauritius, France – Réunion/Mayotte, Mozambique, Tanzania), it aims to reduce the impact of natural and health disasters and the effects of climate change on the populations of the southwest Indian Ocean.
To achieve this, the strategic framework includes the following three strategic objectives:
- “Promoting the integration of natural and health disaster risk management into the national policies of the countries of the southwest Indian Ocean, in a context of climate change.”
- “Strengthening the resilience of populations in the southwest Indian Ocean to the risks of natural and health disasters and the consequences of climate change.”
- “Respond effectively to natural and health disasters using appropriate human and material resources.”
In addition to these three objectives, there is a cross-cutting objective: “Strengthen the capacities of stakeholders in the southwest Indian Ocean region by establishing a regional center of expertise, training and innovation dedicated to risk management and climate change, the PIROI Center.”
